Biography

Mr. Elliot Schlanger is the Secretary of the Department of Information Technology for the State of Maryland. After guiding the creation of the new cabinet level department, Mr. Schlanger is responsible for broad oversight and management of enterprise IT policy, operations, and project execution in collaboration with the IT leadership throughout state government.

Prior to re-joining the Governor Martin O’Malley team, Mr. Schlanger was the founding principal and chief technology engineer for Metrix Technology Engineering, LLC, a management and technology consulting company that specializes in government performance management and customer relationship management.

Previously, Mr. Schlanger served as Chief Information Officer for the City of Baltimore under then-Mayor O’Malley. Under his tenure, Elliot developed the technology behind the internationally acclaimed CitiStat program and led the successful execution of many other model projects such as 3-1-1, CitiTrack CRM, and one of the largest city-wide video surveillance systems. On behalf of the City of Baltimore, Mr. Schlanger received numerous awards including the coveted Gartner CRM Excellence Award and a CIO 100 Award from CIO Magazine.

Prior to joining the City of Baltimore, Mr. Schlanger served as the Divisional Chief Information Officer for the $3 billion, 15,000 employee, world-class engineering & construction unit of the Raytheon Company.

Elliot holds an undergraduate chemical engineering degree from the University of Delaware and a master of business administration degree from the University of Miami.
