Vital Signs Dashboard

NASCIO uses a modified scorecard approach to map the goals outlined in the association's strategic plan: tracking performance through a series of "vital signs" illustrated in the following dashboard.


Goals/Objectives/Outcomes: 1.3.1; 2.14
Performance Indicators: Effectiveness of national policy agenda and CIO participation
Warning: CIO survey indicates that better focus and communication needed for federal relations
Action Recommended:
  • Need to focus federal and state efforts and check balance of resources when budgeting for coming FY.
  • Check strategy behind fly-in meeting targets in particular.
  • More info available re: policy activity after spring membership surveys.
 

Goals/Obj./Outcomes: 1.3.2; 1.4.1; 3.1.1; 3.2.1
Performance Indicators: Perceived credibility for constituents; type and "quality" or level of NASCIO partnerships with related orgs & CIO offices
Warnings: Grant funding diminished this year: ISI funding complete without a new source as of 3/07.
Action Recommended:
  • Additional informal fund. request solicited by OJP.
  • Depth of state member participation now being actively tracked; committees (i.e. PM Forum) are reaching deeper into CIO offices for expertise
  • Research and information flow from NASCIO holds steady with 8 research/issue briefs &/or topical conference calls released in last quarter.

Goals/Objectives/Outcomes: 3.1.3
Performance Indicators: 50% fund balance; caliber of staff resources
Warning: NASCIO's cash flow may be affected by delays or unrealized corporate dues payments (M&A).
Action Recommended:
  • Need to review fall 05 conf revenue which to date is under budget. (data as of 2/28/06)
  • Working on data quality issues re: distribution as well as content integration.
 

Goals/Objectives/Outcomes: 2.1.2; 2.13; 2.2.1
Performance Indicators: CIO roles, challenges & authorities are understood by policymakers; CIO scope of responsibilities; extent of NASCIO interaction with policy-makers
Warnings: upcoming elections; NGA relations; more CIOs are embedded w/in depts.
Action Recommended:
  • Potential CIO turnover with fall elections will be a factor. Transition materials being prepared now.

Goals/Objectives/Outcomes: 1.2.1; 2.2.2; 3.1.2
Performance Indicators: NASCIO consumers deem content relevant; PM practices gaining; national recognition of outstanding business leaders and practices
Action Recommended:
  • More info available re: members surveys available next quarter. Fall conference surveys favorable overall, but low response.
  • Establish more time for CIO-only meetings; All-state conference calls/webinars have increased
  • Avg. of 27 states regularly participating in monthly PM Forum calls and activities.
 

Goals/Objectives/Outcomes: 1.1.1; 1.1.2; 1.2.2
Performance Indicators: Retention rates for each membership level; member participation; member and sponsors determine that NASCIO services are effective and efficient
Warning: Member retention continues to improve with regard to government & assoc. Still working on dues from AK, CO, NH. Currently have 64/80 corporate members to reach goal after final notice for current members. Goal is reachable, but corp. M&A and timing of payments still a consideration.
Action Recommended:
  • Develop CRM plan & new member orientation
  • Work with CLC to develop corporate value statement
  • CIO, state and corporate member satisfaction surveys ready to be conducted for a second year. Depth of member participation is now being tracked although data quality is still an issue. New CIO and corporate membership orientations are being conducted regularly.

Goals/Objectives/Outcomes: 1.1.1; 1.4.2; 2.2.3
Performance Indicators: Members indicate NASCIO's ability to anticipate issues meets their needs, as do products and services overall; EA adoption is advanced in the states
Action Recommended:
  • Continue to track # of topical, all-state conference calls & issue briefs increasing and well-received; listserv traffic steady
  • Conduct point of service surveys for products for member feedback
