  Objective 3.2 Promote and advocate the role of state CIO as the principal oversight of state IT resources and policies to the Federal executive branch
  Objective 3.3 Advance the states' cybersecurity agenda and protection of critical state IT infrastructure
  Objective 3.4 Support the policy imperative for continued progress in public sector interoperability
  Objective 3.5 Promote cross-boundary initiatives, solutions and relationships with states and local government jurisdictions

Vital Signs Dashboard

NASCIO uses a modified scorecard approach to map the goals outlined in the association's strategic plan: tracking performance through a series of "vital signs" illustrated in the following dashboard.

Performance Indicators: Effectiveness of national policy agenda and CIO participation
Improvements: FY '08 SHSG funding at 950 Million; Process improvements for DC Fly-In
Action Recommended:
  • Consider FCC DTV partnership
  • Consider all state call on GCCT
  • Continued participation in DHS SSP activities.
  • Continued involvement in NPSTC
  • Timely review of Federal orders and proposals
 

Goals/Obj./Outcomes:3.1; 3.2; 3.5
Performance Indicators:Perceived credibility for constituents; type and "quality" or level of NASCIO partnerships with related orgs & CIO offices; co-branding
Improvements: : Improved relationship with strategic partners
Action Recommended:
  • Seek new State CIO representative for Global
  • Define potential solutions to IT funding reform
  • Seek opportunities for CIOs and ED to speak at partner conferences and events
  • Expand interactions with local government associations
  • Seek grant funding opportunities

Goals/Objectives/Outcomes: 1.4.2
Performance Indicators: 50% fund balance; caliber of staff resources; year to date surplus; year to date reserve; dues payments year to date; investment portfolio performance.
Improvements: Corporate membership increasing. State dues on track.
Action Recommended:
  • Monitor investment portfolio - rebalance if needed
  • Quarterly status reviews of workplan

Performance Indicators: CIO roles, challenges & authorities understood by policymakers; CIO scope of responsibilities; extent of NASCIO policy interaction
Improvements: Improved tracking of NASCIO brand equity using web analytics
Caution: Continue to follow relationship management timeline
Action Recommended:
  • Outreach to targeted states after Gubernatorial elections
  • More timely communications with new CIOs
  • Carefully monitor opportunities to promote and ensure protection of NASCIO brand

Performance Indicators: NASCIO consumers deem content relevant; PM practices gaining; national recognition of outstanding business leaders and practices
Improvements:Online clearing house implemented.
Action Recommended:
  • Review conference format and suggest changes
  • Investigate good bookmarking tools for website;
  • Investigate rich media content delivery solutions
  • Examine opportunity to support state awardees with financial assistance to attend NASCIO Annual Conference
  • Review and improve awards programs criteria and process
  • Seek opportunities to increase networking time for CIOs

Performance Indicators:: Retention rates for each membership level; member participation; member and sponsors determine that NASCIO services are effective and efficient
Improvements:Continued corporate member growth.
Action Recommended:
  • Contact states with outstanding dues
  • Analyze and rationalize sponsorship benefits - seek additional

Goals/Objectives/Outcomes: 1.1.2
Performance Indicators: Members indicate NASCIO's ability to anticipate issues meets their needs, as do products and services overall; EA adoption is advancing in the states
Improvements:Online clearing house implemented
Action Recommended:
  • Investigate improved webinar solution
  • Improved monitoring of product downloads
