Vital Signs Dashboard

NASCIO uses a modified scorecard approach to map the goals outlined in the association's strategic plan: tracking performance through a series of "vital signs" illustrated in the following dashboard.


Goals/Objectives/Outcomes: 3.3; 3.4
Performance Indicators: Effectiveness of national policy agenda and CIO participation
Outcomes: 2008 call for action adopted and used for Fly-In message; Report language included in Senate Appropriations Bill; S3460 introduced
Action Recommended:
  • Monitor S3460 and begin grass roots support
  • Continued participation in DHS SSP activities
  • Continued involvement in NPSTC
  • Timely review of Federal orders and proposals
  • Congressional testimony on project management
 

Goals/Obj./Outcomes:3.1; 3.2; 3.5
Performance Indicators:Perceived credibility for constituents; type and "quality" or level of NASCIO partnerships with related orgs & CIO offices; co-branding
Outcomes: : Improved relationship with strategic partners
Action Recommended:
  • Partnership with COSA on IPER Summit
  • Seek opportunities for CIOs and ED to speak at partner conferences and events - NGA policy forum
  • Increase collaboration with local government associations - NACO annual conference
  • Seek grant funding opportunities

Goals/Objectives/Outcomes: 1.4.2
Performance Indicators: 50% fund balance; caliber of staff resources; year to date surplus; year to date reserve; dues payments year to date; investment portfolio performance.
Outcomes: Major structural changes to workplan and budget; Corporate membership increasing. State dues on track.
Caution: : Performance of long term investment portfolio impacted by weak market conditions
Action Recommended:
  • Quarterly status reviews of workplan

Performance Indicators: CIO roles, challenges & authorities understood by policymakers; CIO scope of responsibilities; extent of NASCIO policy interaction
Outcomes: Expanded awareness of state CIO role through press coverage and other avenues
Action Recommended:
  • Develop a foundation set of documents on CIO organizational models
  • Identify and solicit new committee chairs and co-chairs
  • Seek broader opportunities for exposure and press

Goals/Objectives/Outcomes: 1.1, 1.2,1.3
Performance Indicators: NASCIO consumers deem content relevant; PM practices gaining; national recognition of outstanding business leaders and practices
Outcomes: Increased citation of NASCIO research briefs; Conference attendance high; annual conference evaluations positive; increased exposure to award recipients
Action Recommended:
  • Investigate opportunities for additional all state calls
  • Stimulate member engagement and completion of deliverables from working groups
  • Refine ways to monitor reference to NASCIO research
 

Goals/Objectives/Outcomes: 1.4, 2.2.2
Performance Indicators:: Retention rates for each membership level; member participation; member and sponsors determine that NASCIO services are effective and efficient
Outcomes: State member renewal on target; corporate membership at record level; annual conference sponsorship target exceeded
Action Recommended:
  • Monitor corporate member renewals

Goals/Objectives/Outcomes: 1.1.2
Performance Indicators: Members indicate NASCIO's ability to anticipate issues meets their needs, as do products and services overall; EA adoption is advancing in the states
Outcomes: Strong portfolio of issues briefs released; all state call on Health IT
Action Recommended:
  • Improved monitoring of product downloads and secondary distribution
