Biography

As Georgia’s CIO and Executive Director of the Georgia Technology Authority, Patrick Moore is leading a major initiative to transform the governance and effectiveness of information technology in Georgia state government. The transformation encompasses:

• privatization and consolidation of the state’s IT infrastructure and managed network services,

• improved governance over critical IT projects and systems, and

• enhanced security and disaster recovery programs to reduce operational risk to the state’s technology enterprise.

Mr. Moore stemmed a significant revenue and budget shortfall at GTA. He made enterprise IT governance a top priority and pushed for revising and expanding statewide policies, standards and guidelines based on industry best practices. He also instituted regular reporting of IT operational metrics.

In 2007, Mr. Moore initiated the most comprehensive assessment ever conducted of the state’s IT operations. The findings of the assessment led to Governor Sonny Perdue’s decision to privatize and consolidate the state’s technology services. In November 2008, GTA awarded the contract for IT infrastructure services to IBM and the contract for managed network services to AT&T. Contract awards took place within one year of Governor Perdue’s decision to pursue privatization. Before coming to GTA, Mr. Moore was Deputy Chief Operating Officer for Governor Perdue, overseeing the leadership, management and supervision of state agencies and their respective boards and commissions. He previously served as Deputy Chief of Staff, Special Assistant to the Director of the Office of Planning and Budget, and Director of Executive Appointments.

Mr. Moore received his undergraduate degree from Yale University and earned a Master of Business Administration from the Darden Graduate School of Business Administration at the University of Virginia.

About GTA

The Georgia Technology Authority was established by statute in 2000 (Official Code of Georgia, Title 50, Chapter 25). It seeks to ensure that the state’s IT infrastructure is stable, secure and well-governed, and that it provides Georgians with the services they need and expect.

More specifically, GTA:

• Manages the state’s IT infrastructure — data center, network and telecommunications services, and security

• Establishes policies, standards and guidelines for state IT

• Promotes an enterprise approach to state IT

• Develops and manages the state portal, www.georgia.gov

GTA’s statutory responsibilities also encompass:

• Technology enterprise management — methods for managing technology resources for state agencies; resources include data centers, servers, mainframes, PCs and laptops, wide and local area networks, telecommunications and technology personnel

• Technology portfolio management — approaches for analyzing and ranking the state’s technology investments

IT Office Authority: GTA’s mission is to deliver secure, reliable technology services and solutions, and provide guidance and oversight that lead to sound decisions for Georgia government. Responsibilities include:

• Establishing policies, standards for technology and security

• Approving technology purchases

• IT portfolio management (Requiring agency project request for projects $100,000+, overseeing IT projects costing $1 million or more and requiring a business case for projects $5 million or more

• Overseeing the state’s telecom network and data center

• Managing the state’s Web portal for online information and services

• Promoting information sharing among agencies

• Reporting on state IT expenditures

Special Projects: GTA has completed two landmark initiatives to modernize the state’s IT infrastructure: a new data center and wide area network for the state. The state-of-the-art infrastructure is making Georgia government more efficient, more secure and more reliable.

GTA relocated the state data center in late 2005 to a modern facility that meets the highest standards in the industry. The new facility provides the secure environment the state needs for its critical computer systems.

Georgia is among states leading the way in implementing wide area networks using multi-protocol label switching (MPLS). Georgia’s network is helping many state agencies enjoy greater productivity through increased bandwidth—in many cases, at no additional cost. The network has prepared the state for other technologies, such as Voice over Internet Protocol (VoIP) and wireless connectivity.

A new program GTA is managing helps Georgia cities and counties establish their own wireless broadband networks. Wireless Communities Georgia, an initiative of Gov. Sonny Perdue, is assisting six local communities in developing high speed networks to promote economic development, improve government services and expand educational opportunities.
