Biography

Phil Baughn is the Chief Information Officer of the Commonwealth of Kentucky; he also serves as the Commissioner of the Commonwealth Office of Technology and a Board member of both the State Archives and Records Commission and the Kentucky eHealth Board.

Phil’s past includes business executive and CIO duties at two prior multi-national publically traded companies, as well as with the Council of State Governments.

Phil has overseen the technology, product and service direction for several companies, one of which provided outsourced IT management to operate State and Local government IT departments and created the software used by the majority of U.S. court systems and world-wide higher education organizations.

Phil and his wife, Ann, are Lexington residents.
