2002 NASCIO Recognition Awards

For the 15th Consecutive year, NASCIO, representing the chief information officers of the states, has selected winners to receive the 2002 Recognition Awards for Outstanding Achievement in the Field of Information Technology. The awards are given annually to state IT programs and systems that have created proven cost effective, innovative solutions in the operation of state government. This year the program received a record number of entries- 127 nominations from 33 states. Winners were selected in nine categories and one additional project received a special recognition award.

The award winners were honored at the 2002 NASCIO annual conference in St. Louis, Missouri. In addition, the executive summaries of all nominations are now posted on the NASCIO website to share these best practices with other states.

Accessibility
For exemplary leadership activities and program development initiatives that assure expanded access to and independent use of information technology by people with disabilities. Access initiatives could address web sites, commerce, information kiosks, interactive telecommunications systems, or other IT applications in government.
WINNER: Wisconsin – Fast Transcription (Fastran) & Captioned Telephone (CapTel) Technology Trial: Providing Better Telecommunications Access to People with Disabilities

Communications Infrastructure
Initiatives or facilities to promote economic development, interoperability and improve quality of life by facilitating or providing communications capabilities that enable state government to operate more efficiently and effectively or offer more innovative, responsive and personalized services to citizens. An emerging challenge is the ability to deliver affordable (non-discriminatory pricing) broadband Internet connectivity to all citizens, regardless of geographic location or economic status (i.e., address the digital divide in communications technology).
WINNER: Arizona – Telecommunications Open Partnerships for Arizona (TOPAZ)

Digital Government: Government to Business (G to B)
For applications that foster innovative, timesaving, cost-effective transactions between government and businesses. Applications focus on convenience and streamlining exchange of information. Examples include automation of procurement, registration, licensing and permitting.
WINNER: District of Columbia - The District of Columbia Business Resource Center

Digital Government: Government to Citizen (G to C)
For governmental applications that provide service to citizens. Examples include unemployment compensation, welfare benefits, licensing, vehicle registration, justice/safety programs, insurance, retirement programs, environmental service, tax collections, etc.
WINNER: Massachusetts – Educator Licensure and Recruitment

Digital Government: Government to Government (G to G)
For digital government initiatives aimed at enhancing government to government interaction, transactions, and/or services. Examples include multi-state, multi-agency, state to local government, state to federal government, and state to employee programs or projects that have produced significant efficiencies and/or improved service.
WINNER: Washington – Washington State Combined Application Program (WASHCAP)

Enterprise Information Architecture
To promote/implement an enterprise architecture framework that enables integration, inter-operability and sharing of information with other entities. This effort will help improve efficiency and deliver exceptional services to citizens, business and other governmental entities.
WINNER: Michigan – Using the Enterprise Data Warehouse to Improve Delivery of Health Care Services

Innovative Use of Technology
For unique uses of current technology or application of leading-edge technology. Examples include a customer kiosk information delivery system, multimedia applications, technologies enabling rehabilitation, geographic information systems, artificial intelligence (AI) systems, microapplications, i.e. PDA and wireless.
WINNER: Texas – ClinicStation: Improving the Healthcare Enterprise with Web Services

Security and Business Continuity
This category encompasses IT security projects, as well as business continuity initiatives as they relate to disaster recovery, business recovery, business resumption and contingency planning. Business continuity initiatives can embrace a broad range of service-delivery options including paper-based and electronic, manual and automated, individual and integrated.
WINNER: North Carolina – Business Continuity and Recovery Services

State IT Management Initiatives
This category is not an applications category. It will encompass statewide efforts in the areas of planning, policy-setting, standards development, public/private partnerships, recruitment and retention, training, management practices, outsourcing, consolidation or decentralization, major technology studies, strategic initiatives, project management and quality.
