2003 NASCIO Recognition Awards
With the need for government to become more efficient, successes in information technology in state government deserve to be highlighted and shared now more than ever. For the sixteenth consecutive year, NASCIO has chosen outstanding state programs in the field of information technology through its Recognition Awards Program. Emphasis was again placed on recognizing those information technology initiatives which best assist government officials in innovatively executing their duties and providing cost-effective service to citizens.
This summer, NASCIO selected the outstanding achievements for 2003. The award winners were honored at the 2003 NASCIO annual conference in Scottsdale, Arizona. In addition, the executive summaries of all nominations are posted on the NASCIO website to share these best practices with other states.
Awards are given in nine categories.

Accessibility & Participation
For exemplary leadership activities and program development initiatives that assure expanded access to and independent use of information technology by people with disabilities or who use English as a second language. Access initiatives could address web sites, commerce, information kiosks, interactive telecommunications systems or other IT applications in government. Additionally, this category includes innovative programs in government service and participation in government processes. Initiatives could include digital democracy or electronic libraries.
WINNER: Tennessee Information Infrastructure (TNII)
Communications Infrastructure
Initiatives or facilities to promote economic development, interoperability and improve quality of life by facilitating or providing communications capabilities that enable state government to operate more efficiently and effectively or offer more innovative, responsive and personalized services to citizens. An emerging challenge is the ability to deliver affordable (non-discriminatory pricing) broadband Internet connectivity to all citizens, regardless of geographic location or economic status (i.e., address the digital divide in communications technology).
WINNER: South Dakota Statewide Radio System
Digital Government: Government to Business (G to B)
For applications that foster innovative, timesaving, cost-effective transactions between government and businesses. Applications may also focus on convenience and streamlining exchange of information. Examples include automation of procurement, registration, licensing and permitting.
WINNER: Michigan Employer Filed Claims Project
Digital Government: Government to Citizen (G to C)
For governmental applications that provide service to citizens. Examples include unemployment compensation, welfare benefits, licensing, vehicle registration, justice/safety programs, insurance, retirement programs, environmental service, tax collections, etc.
WINNER: Washington INET Application
Digital Government: Government to Government (G to G)
For digital government initiatives aimed at enhancing government-to-government interaction, transactions, and/or services. Examples include multi-state, multi-agency, state-to-local government, state-to-federal government, integrated justice systems, and state-to-employee programs or projects that have produced significant efficiencies and/or improved service.
WINNER: California CalPERS
Enterprise Information Architecture
To promote/implement an enterprise architecture framework, applications and systems that enables integration, inter-operability and sharing of information with other entities. This effort will help improve efficiency and deliver exceptional services to citizens, business and other governmental entities.
WINNER: North Carolina Adaptive Architecture for Criminal Justice Systems
Innovative Use of Technology
For unique uses of current technology or application of leading-edge technology. Examples include a customer kiosk information delivery system, multimedia and distance learning applications, technologies enabling rehabilitation, geographic information systems, artificial intelligence (AI) systems, microapplications, i.e. PDA and wireless.
WINNER: Kentucky Virtual Adult Education Portal
Security and Business Continuity
This category encompasses IT security projects, as well as business continuity initiatives as they relate to disaster recovery, business recovery, business resumption and contingency planning. Business continuity initiatives can embrace a broad range of service-delivery options including paper-based and electronic, manual and automated, individual and integrated.
WINNER: Secure Michigan Initiative Project
State IT Management Initiatives
This category is not an applications category. It will encompass statewide efforts in the areas of planning, policy-setting, standards development, public/private partnerships, recruitment and retention, training, management practices, outsourcing, consolidation or decentralization, major technology studies, strategic initiatives, budget and cost containment, project management and quality.
