About the Committee

The Procurement Modernization Committee was chartered by NASCIO, in partnership with TechAmerica, to focus on recommending state IT procurement reforms and highlighting best practices in IT procurement at the state level. In addition to research and educational deliverables, the committee will engage with strategic partners to advocate for innovative processes that are more effective in achieving results in state IT procurement.

Background

The state IT community has long been critical of IT procurement processes and practices. State CIOs assert that states must modernize state procurement laws, rules, processes and practices to align them with IT industry standards and best practices. They argue that because information technologies are extraordinarily dynamic and evolve so quickly, states must streamline the procurement process to make it faster and less cumbersome — and more flexible in source selection, contract development, and duration. State CIOs have recommended the procurement process be adjusted to recognize and align with enterprise IT strategies, architecture and standards, and that states should leverage state buying power through coordinated procurements in order to lower prices, reduce complexity and diversity of IT and increase the visibility of purchases.

Goals and Objectives

Potential committee deliverables and areas of focus include 1) an inventory of best practices for IT procurement selection processes, strategic sourcing and IT terms and conditions; 2) an issue brief that can become the basis for process improvements for states, including statute and rule changes to improve IT procurement outcomes, 3) educational webinars and briefings to identify challenges and remedies to advance IT procurement reform; and 4) development of a model code that states could use to establish/enhance laws and rules for IT procurement.
