Broadband Working Group

The purpose of the 2006 NASCIO Broadband in the States Working Group was multi-faceted and time-limited, primarily focused on assessing the current environment in the states, innovative examples from the states and opportunities for advancement. The Working Group was chartered to address the following:
  1. Assess the "state of the states" in terms of broadband rollout activities and state CIO involvement in those activities. This will be done primarily via an open states teleconference and staff research.
  2. Assess the state of broadband technologies, market opportunities in general and trends in the delivery of rich-media content that would benefit state governments.
  3. Refresh the September 2004 NASCIO issue brief "Bowling for Broadband: Promoting High-Speed Internet Access for Economic Development" under the guidance of the Economic Development Subcommittee of NASCIO's Strategic Business and Services Committee, which was led by George Boersma (MI).

Cross-Boundary Collaboration Committee

To achieve joint goals, cross-boundary collaborations are common among local, state and federal agencies with one another, or between government sectors and private or non-profit organizations. When engaging in these types of collaborations, State CIOs must work to harmonize two or more different IT systems by joining up processes, services, data and applications. This Committee will focus on connecting the silos in order to achieve necessary and desirable cost reduction. Leveraging IT investments across organizational boundaries and seeking opportunities for shared services can be a major challenge for State CIOs. Potential topics for the Committee to address include:
  • Identify best practices in cross-boundary models
  • Overcoming organizational resistance
  • Catalog examples of innovative cross-boundary solutions

Disaster Recovery Working Group

The Disaster Recovery Working Group was created as a result of interest expressed by NASCIO’s 2006 Enterprise Infrastructure & Services Committee and NASCIO’s Corporate Leadership Council (CLC), and is currently under the umbrella of the 2007 Infrastructure & Services Committee. The purpose of this working group is for NASCIO and the CLC to work jointly in creating deliverables for use by state CIOs as they plan for disaster recovery and business continuity.

E-Discovery Working Group

State CIOs play an ever-increasing role regarding the lifecycle of electronic records management. This issue has recently emerged in prominence due to IT impacts and potential liability concerns regarding “e-discovery” or the electronic records, documents and communications that could be requested during the discovery phase of litigation to which the state is a party.

This Working Group was charged with

  • Build awareness regarding the role of the state CIO in ensuring the proper management of electronic records that may be required to be produced in litigation
  • Examine the state CIO impact of recent revisions to the Federal Rules of Civil Procedure that change how parties to litigation in federal court conduct the discovery of electronically-stored records, documents and other communications
  • Produce a deliverable(s) that will inform state CIOs about any changes that will need to be made regarding enterprise records management and how the revised federal rules on e-discovery may be used to make the case for an enterprise-approach to electronic records management
  • Discuss the potential for e-discovery to help make the case for broader records management initiatives as well as business process improvements, including archive management
  • Build upon the deliverables of the Enterprise Architecture Committee on digital preservation and records management

Enterprise Infrastructure & Service Committee

As governors continue to look for ways to improve service delivery and reduce the cost of government, state CIOs are being asked to focus their attention on the optimization of IT assets and delivering services using a shared enterprise infrastructure. This model allows information to flow smoothly between agencies and improves government's interface with its citizens. This committee focused on assisting CIOs in transitioning to and improving shared systems initiatives as a key to realizing this goal. Topics addressed included:
  • Data center consolidation, strategies and business justification, and
  • Disaster Recovery/ Business Continuity
