About the Working Group

Issue Statement: NASCIO continues to recognize that the economic vitality of the nation and individual states is tied to the capacity and reach of the Internet as it is made available to an ever-increasing number of citizens. Almost every state government has made efforts to increase broadband penetration using a variety of means and fiscal resources, both public and private. As a consequence of broadband's economic importance, the American Recovery and Reinvestment Act of 2009 (ARRA) includes significant new monies for broadband investment. A significant portion of those funds will be expended in the coming months, and in the context of a new national broadband plan being developed by the Federal Communications Commission (FCC). State CIOs have a critical need to assess and analyze the NBP as their states continue to invest in broadband initiatives.

Goals and Objectives: The goal of the work group will be to ensure that State CIOs are fully cognizant of the intent and direction of the National Broadband Plan, as well as the continuing broadband investments made through ARRA through the National Telecommunications Information Administration (NTIA) BTOP and Rural Utilities Services (RUS) BIP funding programs.

Deliverables: The primary purpose of the workgroup is to provide a forum for discussion as the National Broadband Plan is released, and as Federal grant, loan, and mapping programs under ARRA continue execution. Briefings by federal and state officials on policy and technology issues are expected. No specific issue brief is contemplated unless the need for one is identified through work group discussion.
