NASCIO has created an online catalog of government information exchanges. An information exchange is defined in this context as any information sharing between government lines of business. The desired outcome is a catalog of exchanges from across the country that can be shared and used as a representative set of needed information exchanges. The first priority are exchanges between justice and non-justice government agencies.
The catalog itself is intended to be very simple to complete, providing a place to capture the intent of the exchange, agencies involved, the initial state prior to the exchange, and the final outcome or desired state given the effective exchange of information. The information in the catalog will provide the following:
- High level scenarios describing representative information exchanges
- Input to further detailed information exchange analysis. e.g., Information Exchange Package Documents (IEPDs - see http://it.ojp.gov/iepd/)
- Content for establishing the scope and bounding for projects and management initiatives focused on delivering information sharing capabilities. Early planning information that can serve as input to the Capability Assessment Tool by the Center for Technology in Government. (See http://catoolkit.ojp.gov/introduction)
- Used to facilitate the creation and maintenance of organizationally neutral relationship management practices in change management and information sharing projects and management initiatives
