Keynote Address - The Honorable David M. Walker, Comptroller General of the United States

Mr. Walker is the nation's chief accountability officer and head of the US Government Accountability Office (GAO). GAO's mission is to help improve the performance and assure the accountability of the federal government for the benefit of the American people. GAO has earned a reputation for professional, objective, fact-based, nonpartisan, non-ideological, fair and balanced reviews of government programs and operations.

Before his appointment as Comptroller General, Mr. Walker had extensive executive level experience in both government and private industry. Between 1989 and 1998, Mr. Walker worked at Arthur Andersen LLP, where he was a partner and global managing director of the human capital services practice based in Atlanta, Georgia. He was also a member of the board of Arthur Andersen Financial Advisors, a registered investment advisor. While a partner at Arthur Andersen, Mr. Walker served as a Public Trustee for Social Security and Medicare from 1990 to 1995. Before joining Arthur Andersen, Mr. Walker was Assistant Secretary of Labor for Pension and Welfare Benefit Programs from 1987 to 1989, and in 1985, was Acting Executive Director of the Pension Benefit Guaranty Corporation. His earlier technical, professional, and business experience was with Price Waterhouse, Coopers & Lybrand and Source Services Corporation, an international human resources consulting and search firm.

Mr. Walker currently serves as Chair of the US Intergovernmental Audit Forum, the Center for Continuous Auditing, and as a principal of the US Joint Financial Management Improvement Program. He is also a founder and principal of the US Joint Auditing Standards Coordinating Forum.

The 2006 election results altered state government. Across 36 gubernatorial elections -- 25 governors were re-elected, 11 new governors were elected and 6 states had changes in party leadership. In addition, party leadership changed in Congress. For those in both the public and private sectors, this means adjustments at many levels in state government. Our panelists will discuss how these changes will affect Real ID and eHealth initiatives. Panelists will offer attendees insights into new state leaderships; discuss state budget trends and assess if more deficits may be on the horizon. During this session, attendees will gain an understanding of how changes in Congress have the potential to impact state funding for major areas such as Medicaid, DOT programs and others. This panel will focus in on the issues that have the greatest effect and will help state and private sector attendees to understand the ramifications.

States are prominent players in establishing and managing the "identity data" of individuals and businesses. Yet, a lack of integration of that data into citizen identities that are recognizable from agency to agency often hinders broader state efforts to provide enhanced citizen services and to target those who commit fraud or pose a public safety threat. To inspire the next evolution in e-government and citizen services, this panel will examine endeavors at citizen-centric identity management and will create a future vision for how states can manage citizen identities across agencies and even levels of government, while fostering citizen confidence in the protection of identity information.

e-Health is a major policy initiative across the nation. In 2004, the US Department for Health and Human Services released their vision of how America's healthcare system could be transformed. The plan called for the creation of a network of Regional Health Information Organizations (RHIOs) to provide regional electronic networks for exchanging health and patient information among health providers. RHIOs are envisioned as the primary building blocks for a larger National Health Information Network (NHIN) to share data with the expectations of improving healthcare safety, efficiency, and the quality of care. Today there are over one hundred RHIOs in operation throughout the United States. Some progressive states are already planning to link local RHIOs into statewide networks.

Find out what states are doing to create successful eHealth models and deal with challenges such as patient privacy, cultural resistance, security, governance, identity management, and sustainable funding. Discover the roles state CIOs are playing in supporting eHealth initiatives in leading states.
