9:00 am - 10:00 am Keynote Address - Vance Hitch, Chief Information Officer, US Department of Justice

Vance Hitch has served as the Deputy Assistant Attorney General and Chief Information Officer of the Department of Justice since April 2002. He has over 32 years of experience in leading government organizations successfully through major change initiatives. At DOJ, he is responsible for leading and implementing the effective and efficient acquisition and management of information technology across the Department. He manages the Department's $2.4 billion information technology programs, providing oversight and strategic guidance to the components within the Department, as well as major internal investments that serve the over 115,000 employees within DOJ. Mr. Hitch provides advice to the Deputy Attorney General and Assistant Attorney General for Administration in the management of IT infrastructure across the approximately 2,000 locations in 500 cities across the US where the Department has assets.

In his nearly six years of service with the Department, Mr. Hitch has pushed for the use of innovative procurement approaches, initiated major Department-wide IT solutions, and helped guide problem programs back towards stability. He is an advocate for performance-based contracting and the use of Earned Value Management as a control tool for the CIO. One of his primary outward-facing roles is being an advocate for information sharing. Under his leadership, in October 2005, the CIO team created the Law Enforcement Information Sharing Plan (LEISP). Mr. Hitch often speaks to Law Enforcement organizations about technology and cultural changes needed to foster an environment of trust, whereby sharing data can occur without compromising security or civil rights requirements. He is the Department's representative on the Information Sharing Council, created by the Intelligence Reform and Terrorism Prevention Act of 2004.

In the 21st century citizens expect government services to be accessible 24x7. However, to achieve this goal, states must make a substantial investment to modernize their IT infrastructure. How do you develop a comprehensive funding or financing strategy to support the development and implementation of public sector technology initiatives? This session will explain the key elements of a strategic funding plan and explore strategies for securing a sustainable funding source for ongoing system operations and upgrades. Panelists will identify diverse methods to obtain funding or financing, including approaches such as vendor participation, benefits funding, bonding, grants, general fund appropriations, and outsourcing and user fees. The discussion will address the advantages and potential issues of each; lay out a model decision process for matching the appropriate funding method to the life cycle, organizational needs and environment of each state; and suggest techniques for selling the project to governors, legislators and other stakeholders.

Delivery of government services is becoming increasingly more automated and dependent on technology in today's 24x7 environment. If your state has a major technological outage, are you certain you will be able to provide critical services? Do you have a continuity of operations plan? Does it encompass all of the necessary components? Have all services and supporting technology been prioritized across the enterprise? Have recovery strategies been tested and proven? Is every agency equally prepared? State CIOs need to know the answers to these critical questions now, before it's too late.

This workshop will explore challenges in continuity of operations planning in state government. Discussion will focus on the issues inherent to continuity of operations planning including recovery time objectives and strategies, funding and resources, commitment and executive sponsorship, service prioritization, and partnerships with other agencies and jurisdictions.


2. Enterprise Data Protection: A Hard Sell for CIOs

States are the custodians of enormous amounts of personal and sensitive information, which is spread across agencies, departments and other government entities. Protecting this data against compromises in confidentiality, integrity and availability is a feat that requires the support of the entire enterprise. Although state CIOs are charged with implementing policies and safeguards, ensuring consistent compliance with these measures is not easy. How can CIOs make the case for essential data protection elements for each user in every agency? For states with more mature data protection programs, what are the emerging best practices? This workshop will look at these questions and more and explore ways that state CIOs can play a role in larger data governance efforts to help guarantee the protection of personal and sensitive information across the enterprise.


3. Reaping Results from the Government Performance Project
