NASCIO Immediate Past President Tom Jarrett Submits Requested Testimony to Senate Subcommittee
(LEXINGTON, KY) - On July 28, NASCIO Immediate Past President and Delaware CIO Tom Jarrett submitted written testimony on behalf of the State of Delaware and NASCIO, outlining the potential catastrophic impact of a prolonged Internet or network disruption at the state level, to the U.S. Senate Committee on Homeland Security and Government Affairs' Subcommittee on Federal Financial Management, Government Information and International Security.
Jarrett's testimony, provided at the request of the Subcommittee, emphasized that Internet and Internet Protocol (IP) based applications have become critical service channels for government at the federal, state and local levels, and urged action to determine the appropriate roles and responsibilities of the federal government, state government and the private sector in the event that an orchestrated cybersecurity attack or natural disaster results in an Internet service disruption.
"It is important to understand that a loss of the Internet would not simply mean that fishing licenses could not be purchased online," wrote Jarrett. "It would result in substantial interruptions in critical services to citizens, including our most vulnerable citizens. Whether it's the public Internet, or a private Internet state network, the convergence of data, voice, video and wireless has changed the way state government conducts business.
At NASCIO's request, twelve states provided additional supporting examples--several that were included in the written testimony that specifically described the potential implications of a major Internet service disruption at the state level.
"Our state members clearly understand the Internet is now a critical part of the fabric of state service delivery, communications and emergency response," said Doug Robinson, NASCIO's Executive Director. "What needs to be emphasized is the Internet is part of the intergovernmental communications channel with the federal and local levels that are critical for serving citizens."
"While a scenario involving a massive Internet disruption and prolonged outage is a topic often discussed at the state level, a lack of clarity on the roles that the government and the private sector must each play in reconstitution efforts are major business continuity planning weaknesses," said NASCIO President and Wisconsin CIO Matt Miszewski. "There needs to be a clear and concise communication system within and throughout all levels of government and with critical private sector entities, and we appreciate the work of the Subcommittee in addressing this national challenge."
