NASCIO Brief Highlights State-Local Cross-Boundary Collaboration Governance and Financial Models

(Lexington, KY) - The National Association of State Chief Information Officers (NASCIO), which represents the chief information officers (CIOs) of the states, is pleased to announce the release of its brief "Connecting State and Local Government: Collaboration through Trust and Leadership."

This brief, a product of NASCIO's Cross-Boundary Collaboration Committee, led by Chair Otto Doll, Chief Information Officer, South Dakota, explores the unique challenges and opportunities cross-boundary collaboration between state and local government entities.

"State CIOs must often reach beyond traditional organizational boundaries in order to provide innovative services," said Doll. "Through developing trust and communicating with participating organizations, and by implementing a sound financial structure at the outset of collaboration, state CIOs can help ensure a successful, mutually beneficial, state-local collaborative effort."

This brief highlights successful examples of state-local collaborations already underway in six states, and focuses on the governance and financial models that these states utilized for these collaborations. In addition, the brief examines the unique challenges facing state-local challenges and the ways in which states and localities can work together to achieve success and to lay the groundwork for future collaborative efforts.

"Citizen expectation for streamlined government service is increasingly going to demand cross-boundary collaboration," said NASCIO Executive Director Doug Robinson. "Leveraging technology to meet these service expectations, as well as to relieve fiscal burdens on states, is going to drive the need for collaboration across traditional organizational and geographic boundaries."

NASCIO is the premier network and resource for state CIOs and an effective advocate for technology policies at all levels of government. State members are senior officials from any of the three branches of state government who have executive-level and statewide responsibility for information resource management. Representatives from federal, municipal, and international governments and other state officials participate in the organization as associate members. Private-sector firms and non-profit organizations may join as corporate members.
