Economic Stimulus Package Impact on the States
On February 17, President Obama signed the American Recovery and Reinvestment Act into law. The House and Senate passed the $787.2 billion measure last week. It is a mixture of tax cuts and spending. The bill sped through Congress in about six weeks from concept to final votes. The 1100 page measure contains $144 billion to assist states with education, Medicaid and infrastructure projects. The measure is packed with billions of dollars that could benefit state and local government IT.
NASCIO hosted a conference call briefing on February 17 for NASCIO, NASACT, NASPO and NASBO members to learn about the impact of the American Recovery and Reinvestment Act on states. David Quam, the Director of Federal Relations for the National Governors Association, and Scott Pattison, the Executive Director for the National Association of State Budget Officers, briefed participants on the latest developments and expectations for implementation. NASCIO Assists FEMA-funded IPER Project
NASCIO's Executive Director Doug Robinson and staff are assisting the FEMA-funded Intergovernmental Preparedness for Essential Records (IPER) Project, which is developing curricula that facilitates incorporation of essential records in disaster recovery/continuity-of-operations planning at state and local levels. Doug Robinson serves as a member of the advisory board for the project, and NASCIO was recently asked to identify state-level IT subject matter experts to review and comment on current course design documents that focus on webinars for essential records identification and records emergency planning and response.

The Innovation and Best Practices State Forum's featured guest speaker was Todd Sander, Director of Digital Communities, on February 18. Todd's presentation included Building Communities with Web 2.0 and Social Networking.
The Legacy Systems and Modernization Working Group, held its first call on February 17. This working group is building on and continuing the work of NASCIO's 2008 Legacy Systems Working Group, which conducted a 50 state survey to establish a base-line of where states stood relative to legacy modernization, and published the results in a report: "Digital States at Risk!: Modernizing Legacy Systems," which can be downloaded at www.nascio.org/publications.
The Security & Privacy Committee is focusing on a security framework research brief designed to show the complex array of security standards, regulations, and guidelines state government security professionals have to contend with - NIST/FISMA, ISO 27000, HIPAA and Sarbanes-Oxley. The research brief is targeted for completion at the end of February.
NASCIO on the Road
Michael Locatis, State of Colorado CIO, Doug Robinson, NASCIO Executive Director and Pam Walker, NASCIO Director of Government Affairs, met on February 3 in Washington, DC with the House Oversight and Government Reform Committee and the Senate Committee on Homeland Security & Governmental Affairs to discuss the economic stimulus, federal cost allocations and other NASCIO advocacy positions.
Michael Locatis, State of Colorado CIO and Dugan Petty, State of Oregon CIO, served on a Technology Forecast panel at the Governing Outlook in the States on February 3 - 4 in Washington, DC. Doug Robinson also attended the meeting on behalf of NASCIO.
NASCIO's President Gopal Khanna and Pam Walker will be attending the NGA Winter Meeting representing the association on February 21-23 in Washington, DC.
