NASCIO Monitors the Economic Recovery
The purpose of the American Recovery and Reinvestment Act of 2009 (ARRA) is to create jobs and promote economic recovery through investments in our nation's traditional and digital infrastructure. It also provides an unprecedented amount of funding to assist states with their budgetary challenges. NASCIO has developed a recovery resource website to assist state CIOs in finding opportunities to invest, modernize or secure states digital infrastructure.
This recovery website includes provisions identified by the NASCIO staff that offer opportunities for IT funding, federal, strategic partners' recovery resources, and NASCIO's work to assist with transparency and accountability efforts by the federal and state governments. This site will be regularly updated as new information becomes available.
Representing NASCIO, Doug Robinson, Executive Director and Pam Walker, Director of Government Affairs, attended the ARRA Implementation Conference in Washington, DC on March 12. President Obama and Vice President Biden spoke on ensuring the dollars invested and spent as part of the Recovery Act are effective, transparent and efficient.
NASCIO Recognition Award Nominations NOW OPEN

NASCIO is pleased to announce that nominations for the 2009 Recognition Awards for Outstanding Achievement in the Field of Information Technology in State Government will be accepted beginning on March 18. These awards honor state information technology initiatives which exemplify best practices, support the public policy goals of state leaders, assist government officials to innovatively execute their duties, and provide cost-effective service to citizens.

Agenda Announced - The Programs Committee has recently published the agenda for the Midyear Conference. Sessions will include an update on the state of the states, a discussion of accountability and transparency related to the stimulus package, an Intergovernmental Town Hall highlighting innovative, cost saving IT initiatives, and a series of Discovery Workshops. We are seeking volunteers to serve on two new NASCIO Working Groups: Health IT Working Group and the State Connectivity and Broadband Working Group. Member participation is critical to the success of NASCIO and members are encouraged to get involved in NASCIO working group activities. NASCIO Identifies Maturity Models to Advance Data Governance
The Enterprise Architecture and Governance Committee has released a new research brief, "Data Governance Part II: Maturity Models - A Path to Progress". NASCIO is continuing to build their series on enterprise IT governance and data governance in particular. The survey of maturity models presented sets the vision for data governance. In characterizing the various levels of maturity, maturity models outline the path or the journey toward effective data governance, and management of state government knowledge assets. This issue brief is available at: www.nascio.org/publications.

Wanda Gibson, CTO, Fairfax Co., Virginia, spoke to the Innovation and Best Practices State Forum Wednesday, March 18 about the Pragmatic Approach to New Media WEB in Government.
Christopher Bennett, D.C.'s Office of the Chief Technology Officer (OCTO), will be the next guest speaker on the Innovation and Best Practices State Forum Wednesday, April 15 at 2:00 pm ET. Christopher will discuss the District's "Citywide Smart Buyer Program".
NASCIO on the Road
NASCIO President and Minnesota CIO Gopal Khanna and NASCIO Government Affairs Director Pam Walker attended the NGA Winter Meeting on February 21-23 in Washington, DC.
California CIO Teri Takai, Minnesota CIO Gopal Khanna, North Carolina CIO George Bakolia and Texas CTO Brian Rawson spoke at the 2009 Beyond the Beltway State & Local Government IT Market Watch on March 9 in McLean, VA. NASCIO Senior Policy Analyst Charles Robb attended the IAPP Summit on March 11-13 in Washington, DC. A majority of the 1400-1500 attendees at the summit represented the private sector or Federal agencies, but there were also a number of people from state government health IT organizations. The meeting included sessions on cloud computing security, privacy issues associated with health information transfer, and data governance models that integrate privacy, security, and general IT concerns. California's merger of enterprise security and privacy under the state CIO was discussed in two sessions.
Pam Walker represented NASCIO at the following meetings:
- U.S. House Homeland Security Subcommittee on Emerging Threats, Cybersecurity, and Science and Technology Hearing on March 10 to review the Federal Cyber security Mission.
- The National Telecommunications and Information Administration (NTIA), U.S. Department of Agriculture's (USDA) Office of Rural Development, and the FCC meeting on March 10, in Washington, DC to discuss the broadband initiatives funded by the Act, including the new Broadband Technology Opportunities Program, the new Rural Development Broadband Program, and the development of a National Broadband Plan.
- White House Science and Technology meeting on March 12 to discuss the President's Memorandum on Transparency and Open Government and how NASCIO and state CIOs contribute to transparency and open government.
- Office of Management and Budget (OMB) & Government Accountability Office (GAO) - Accountability & Transparency Board meeting on March 13 to discuss Reporting and Accountability for ARRA.
- APT Conference, From Deployment to Employment: Broadband Challenges and Opportunities Surrounding Implementation of the Stimulus Package on March 18 in Washington, DC.
- The Association of Government Accountants (AGA) ARRA Conference identified financial issues that must be resolved for the successful implementation of the Act.
- US House Committee on Oversight and Government Reform hearing on March 19. The hearing reviewed the organizations and officials responsible for oversight of spending under the American Recovery and Reinvestment Act. In addition, the hearing reviewed what proactive steps these officials are taking to prevent wasteful spending, as well as plans for audits and investigations to identify and prosecute fraud in stimulus programs.
