Key Officials from the Obama Administration to Speak in Baltimore, Maryland at the 2009 NASCIO Midyear Conference

Beth Noveck, who works for Open Government in the White House Office of Science and Technology Policy and author of the new book Wiki Government, will kick off the conference on Thursday morning with the Keynote Address. Noveck will discuss her vision for an open and transparent government enabled by an engaged, collaborative citizenry and how IT can be a transformative tool to enable these new possibilities.

Vivek Kundra will be the featured luncheon speaker on Thursday, April 30. He is the first Federal Chief Information Officer and former Chief Technology Officer for the District of Columbia. Kundra will address the core principals that the federal government is embracing under President Obama's leadership - transparency, citizen engagement, lowering the cost of government operations and finding the innovative path.

9th Annual DC Fly-In

On April 29, state CIOs and senior IT officials will take part in NASCIO's 9th Annual DC Fly-In with visits to Capitol Hill, federal executive branch agencies and strategic partner organizations in Washington, DC. This yearly event is a key facet of NASCIO's advocacy and government affairs outreach, designed to establish and strengthen relationships at the federal level. The meetings provide an opportunity to reinforce recognition of NASCIO as the primary resource for policy makers on state information technology policy and implementation.

Corporate Leadership Council Meeting to Feature Guest Speaker

NASCIO's Corporate Leadership Council (CLC), which represents all corporate members, will meet prior to the Midyear Conference on Wednesday, April 29 from 12:30 pm - 3:30 pm at the Marriott Waterfront in Baltimore, Maryland. The meeting will include lunch, a guest speaker and a working session. The featured speaker Phil Bond, President, TechAmerica, will address the CLC starting at 1:15 pm. Bond will discuss how to influence and shape IT policy during tough economic times, the OMB stimulus spending decisions, various pertinent federal public policy issues, and a recent whitepaper on state procurement. NASCIO to Release Profiles of Progress 3: State Health IT Initiatives

NASCIO's Health IT Working Group, chaired by Otto Doll, South Dakota CIO, will release the third installment of the compendium "Profiles of Progress: State Health IT Initiatives" later this week. This report will provide a state-by-state "snapshot" of progress that each state has made toward developing and implementing health information exchange and other health IT initiatives. It specifically examines the role of the state CIO in these efforts, and also includes an overview of the implications for health IT since the passage of the ARRA. The publication will be available at www.nascio.org/publications.

NASCIO Brief Focuses on States Need for Security Frameworks

State CIOs, chief security officers, and the IT security professionals who work with them face a challenging and sometimes confusing array of security frameworks - these may be pushed down by Federal agencies, issued by national or international standards bodies, promoted by industry as best practice, or in some instances, be written into law or federal regulation. "Desperately Seeking Security Frameworks" provides an overview of the primary security standards, regulations, and laws that impact state IT security programs. This brief also highlights how states have used the frameworks to shape their security architectures, policies, standards, and controls, and identifies the key issues for CIOs as they establish and maintain IT security programs. The brief, a product of NASCIO's Security and Privacy Committee, may be found online at www.nascio.org/publications.

Committee & Work Group Updates

Wanda Gibson, CTO, Fairfax County, Virginia, spoke to the Innovation and Best Practices State Forum Wednesday, March 18 about the Pragmatic Approach to New Media WEB in Government.
The Innovation and Best Practices State Forum featured a presentation on the District of Columbia's Citywide Smart Buyer Program delivered by a team from the District of Columbia's Office of the Chief Technology Officer (OCTO) including: Chris Willey, Interim Chief Technology Officer, Christopher Bennett, Program Director, Azad Yunus, CSB Initiative Lead, John Holmes, Office of Contracts and Procurement CSB Representative and Lisa Pierson, Software Subject Matter Expert.
The State Connectivity & Broadband Working Group submitted comments on behalf of NASCIO on April 13 in response to a federal request for information on the American Recovery and Reinvestment Act's Broadband Technology Opportunities Program (BTOP), which was issued jointly by the National Telecommunications and Information Administration (NTIA) and the USDA's Rural Utilities Service (RUS). Richard Brisebois, Principal Director of the Canadian Office of the Auditor General, and his colleague, Nancy Y. Cheng, FCA, Assistant Auditor General, visited NASCIO's offices on March 30, 2009, for a day of conversation. Mr. Brisebois is the Director in charge of Canada’s IT audit function. The primary purpose of their visit was to review NASCIO’s legacy systems survey methodology for their upcoming national legacy systems IT audit.

NASCIO on the Road

NASCIO Issues Coordinator Stephanie Jamison attended the Healthcare Information Management Systems Society (HIMSS) Annual conference, April 4-8 in Chicago, IL. The HIMSS conference drew close to 28,000 attendees and explored a myriad of issues related to health IT including federal, state and local initiatives, interoperability, electronic health record adoption, and privacy and security issues. Much emphasis was placed on examining the health IT provisions of the American Recovery and Reinvestment Act, and its affect on health IT and health information exchange across the industry and at all levels of government.
