NASCIO Presents 7th Annual National Technology Champion Award

The Honorable Thomas R. Carper, Senior Senator for the State of Delaware was named NASCIO's 2009 National Technology Champion. This award honors Senator Carper's outstanding contributions to promote sound public sector information technology policy. NASCIO presents this award on an annual basis to acknowledge pioneers who promote excellence in both technology and good government.
In his role as chairman of the Senate Homeland Security and Governmental Affairs Federal Financial Management Subcommittee, Senator Carper has been a strong advocate for critical infrastructure protection and cyber security. He has been instrumental in bringing NASCIO's voice to Congress, inviting the association to testify on important topics including IT performance and project management. NASCIO commends Senator Carper for elevating the dialog on IT issues, publicly recognizing cyber as a critical national security issue and urging more attention in order to fully protect our nation from emerging cyber threats.
Data Governance Part III: Frameworks – Structure for Organizing Complexity
NASCIO is continuing to build its series on enterprise IT governance and data governance in particular with its new issue brief " Data Governance Part III: Frameworks – Structure for Organizing Complexity" This report presents several leading frameworks and outlines calls to action for the state CIO. Midyear Conference was a Great Success

Representatives from 38 states and 105 partner organizations gathered April 28 - May 1 for the Midyear Conference in Baltimore, Maryland. The theme of the event was Information Technology Enables Change. The conference kicked off with a keynote by Beth Noveck, Advisor for Open Government in the Office of Science and Technology Policy, Executive Office of the President. The agenda featured several key officials from the Obama administration and focused on collaboration opportunities between states and the federal government. The presentations as well as the interactive audience polling results from the sessions are now posted on NASCIO's website at www.nascio.org/events/2009Midyear/resources.cfm.
Visit the Midyear Sponsor Virtual Resource Center between now and June 1, 2009 to view thought leadership materials from top global IT firms. The resources include informative whitepapers, in-depth research briefs, survey results and other educational materials.
State Members Visit Capitol Hill
In conjunction with the NASCIO Midyear conference, 43 state representatives convened in Washington DC on April 29 to meet with members of Congress, their staff, federal agency officials and state association partners. This yearly event is a key facet of NASCIO's advocacy and government affairs outreach, designed to establish and strengthen relationships at the federal level. The meetings provided an opportunity to reinforce recognition of NASCIO as the primary resource for policy makers on state information technology policy and implementation. NASCIO Recognition Awards Nominations due June 3
State Members: Nominations for the 2009 Recognition Awards for Outstanding Achievement in the Field of Information Technology in State Government are due by June 3. These awards honor state information technology initiatives which exemplify best practices, support the public policy goals of state leaders, assist government officials to innovatively execute their duties, and provide cost-effective service to citizens.

KANSAS
Joe Hennes has been announced as the incoming Chief Information Technology Officer for the state of Kansas. Denise Moore will be leaving her state CIO position at the end of the month to become the Vice President and CIO for Johnson County Community College in Overland Park, Kansas.
WASHINGTON
The state of Washington has announced that Tony Tortorice is the incoming DIS Director and Chief Information Officer. Jim Albert will continue as the Interim Director until Tortorice's start date, July 1, 2009. Click here to view the state's press release.

Brenda Orth, Commonwealth of Pennsylvania CIO and the Office for Information Technology were awarded as a 2009 Computerworld Honors Laureate by the Computerworld Information Technology Awards Foundation on their case study on their shared services initiative.
WEST VIRGIINA
Kyle Schafer, State of West Virginia CTO, discussed how the inefficiencies of using different software systems are costing the state money.
Committee & Work Group Updates
Dr. Anne Marie Smith will be a guest speaker on the upcoming Enterprise Architecture and Governance Committee conference call on Wednesday, June 3 at 2:00 pm ET. Dr. Smith will discuss "Data Governance - Central to Data Management Success". The presentation is open to all NASCIO members and will include a review of the recently published Data Management Body of Knowledge and the critical success factors for developing and sustaining a data governance program. Look for an e-postcard announcing the event details.
Martha Dorris, Director of GSA's Office of Citizen Services and Communications, spoke to the Innovation and Best Practices State Forum, Wednesday, May 20, about Cloud Computing, "USA.gov Moves to the Cloud". NASCIO on the Road
Kyle Schafer, West Virginia CTO, represented NASCIO at the 2009 NCSL Spring Forum in Washington DC on April 22-25 where he spoke about the State of IT in the States.
NASCIO Executive Director Doug Robinson, Programs & Education Coordinator Dianne Adams, and Issue Coordinators Stephanie Jamison and Charles Robb attended the Government Technology Kentucky Digital Government Summit in Frankfort, KY on Tuesday, May 5, 2009.
NASCIO will be in force at the upcoming Governing Managing Technology Conference in Minneapolis, MN on May 27-29, 2009.
