States Run on IT

NASCIO's Corporate Leadership Council (CLC) released States Run on IT, a one page campaign to deliver a consistent message on the importance of investing in the technical infrastructure. A fresh look at the computing environment and technical infrastructure will help state government better serve 21st century citizens. It includes not only hardware, software, and networks, but also the policies, standards, governance structures, and security controls that make up the computing environment we use daily.

Annual Conference Updates - REGISTRATION NOW OPEN!

Make plans to join us in Austin, Texas for the 2009 Annual Conference. The theme of the event will be IT Fuels the Future of Government and registration is NOW OPEN! The conference will be held October 25-28 at the Hilton Austin. NASCIO State Technology Champion Award Nominations Now Open
Do you know an innovative state IT leader who deserves national recognition? If so, be sure to nominate them by August 3, 2009! Through this award, the association strives to acknowledge state leaders who promote innovation, excellence and good government. The inaugural recipient will be announced during a ceremony at NASCIO's Annual Conference on October 26 in Austin, Texas. Submit your nomination online at www.nascio.org/awards/stc.
The selection of the 2009 honoree will be based on two general criteria:
- The State Technology Champion is an individual whose personal leadership has made a critical contribution to the effective use of information technology by state government.
- The State Technology Champion is also an innovator whose work has made demonstrable impacts to advance information technology as an effective tool for government.
Nominees must be an employee, elected official, appointed official or other appointee representing state government. The ideal candidate has demonstrated a broad-ranging impact felt statewide or beyond. For more information, please visit www.nascio.org/awards/stc.

Use It, But Don't Lose It -- NASCIO on Mobile Device Management

NASCIO's Security and Privacy Committee, co-chaired by Michael Locatis, Colorado CIO and Ken Theis, Michigan CIO, just released Security at the Edge - Protecting Mobile Computing Devices. This brief highlights the risks associated with uncontrolled use of mobile devices, and targets the standards and procedural controls that allow state CIOs to better secure them. Corporate Member Speaking Opportunity for 2009 Annual Conference
The Programs Committee is developing a session for the Annual Conference in Austin, Texas featuring perspectives from the private sector. In this Annual Conference session, we would like to begin a dialogue about The Future of IT. Looking past the immediate challenges of shrinking budgets and related fiscal concerns, what does the next stage in the evolution of information technology look like? How is your business preparing? What innovative initiatives are you undertaking? What will your company look like in 5 years? And most importantly for the state CIO, what do all of theses changes mean for government IT? The Programs Committee is especially interested in solutions and strategies that align with the State CIO Priorities for 2009.
Eligibility
- Any NASCIO corporate member in good standing is eligible to submit a response to this solicitation. However, only one response per company will be accepted and it must come directly from the company's primary NASCIO contact. Please contact Shawn Karrick at skarrick@AMRms.com to determine your company's primary contact.
- This solicitation is for corporate CEOs or Presidents specifically. If you would like to suggest a speaker who holds a different title within your company, include an explanation of why he/she should be considered for this panel instead of the CEO/President.
- There are NO SUBSTITUTIONS. The Programs Committee will be selecting a specific person to participate on the panel. If your candidate is selected to speak and subsequently becomes unable to participate at the conference, an alternate speaker from the same company may not be substituted.
Selection Process
A subgroup of the Programs Committee made up exclusively of state members will be reviewing corporate member offers to participate in this session and will select the 3-4 final speakers for this panel.

Committee & Work Group Updates
The Federal Cost Allocation and Regulatory Reform Working Group is currently meeting on a bi-weekly basis and has begun the work of creating a Matrix to help identify common barriers that states face in regards to OMB Circular A-87 and other federal rules requirements. This state member only working group will continue to meet regularly throughout the development of this Matrix and accompanying deliverable.
The Health IT Working Group is currently in the draft process of a brief addressing the impact on states and state CIOs in light of the passage of ARRA and its widespread impact on health IT. Topics covered in the brief will include planning, governance, financial and policy impacts as well as the role of the state CIO going forward.
The State Connectivity and Broadband Working Group completed discussions on the Notices of Funds Availability (NOFAs) issued jointly last week by NTIA and RUS in connection with ARRA-funded broadband grants and loans. This working group is discontinuing regular calls for now and may reconvene in the fall.

Stephanie Jamison, NASCIO Issues Coordinator, participated in an All-States call hosted by the Centers for Medicare and Medicaid Services (CMS) on Thursday, July 9. CMS convened stakeholders to seek input from states on how it should define criteria for Medicaid providers demonstrating that they are engaged in efforts to adopt, implement, or upgrade certified electronic health records (EHR) technology.
