NASCIO Pledges Support for National Cyber Security Awareness Month

NASCIO joins other national organizations in recognizing October 2009 as National Cyber Security Awareness Month. As resources for the states, NASCIO has launched an informational website and produced a compendium of state of cyber security awareness examples. The National Cyber Security Alliance and Multi-State Information Sharing and Analysis Center ( MS-ISAC) has promotional materials, educational toolkits and other resources available for download. CIO Talk Radio
CIO Talk Radio will be focusing on Cyber Security issues during the month of October. State CIOs to Gather in Austin for NASCIO Annual Conference

NASCIO's 2009 Annual Conference is only one month away. The event will be held October 25-28 at the Hilton Austin in Austin, Texas. To date, representatives from at least 44 states including 37 state CIOs are registered to attend the conference.
The event, themed Information Technology Fuels the Future of Government, begins with a keynote address by Bill Bishop, author of The Big Sort, who will draw on historic, economic, social and political trends to explore how Americans have been sorting themselves over the past three decades into homogeneous communities - and the implications of these trends on government. We will wrap up the conference on Wednesday morning with a Closing Keynote Address by Federal CTO Aneesh Chopra.
Conference sessions will focus on Consolidation and Governance, Transparency Initiatives, the Future of IT and Cyber Security Education and Awareness. Afternoon Discovery Discussions will provide opportunities to explore a wide range of issues in an interactive small group setting. Corporate Leadership Council to Convene at the Annual Conference
NASCIO's Corporate Leadership Council (CLC), which represents all corporate members, will meet prior to the Annual Conference on Sunday, October 25 from 4:30 pm - 6:00 pm at the Hilton Austin in Austin, Texas. Guest CIOs will discuss hot topics including cloud computing and shared services. All corporate members registered for the conference are invited to join the meeting. NASCIO Announces Incoming Corporate Leadership Council Officers
NASCIO is pleased to announce the newly elected Corporate Leadership Council (CLC) officers for the 2009-2010 program year. The incoming Chair will be Peter Berkel, EMC and the Vice Chair will be Stacy Roland, Verizon Business. The CLC Chair holds an advisory seat on NASCIO's Executive Committee.

CIO Transitions
Missouri
Bill Bryan is no longer the CIO for the State of Missouri's Information Technology Service Division. He has been chosen as the Deputy Director of the Department of Natural Resources (DNR) and Director of the Division of State Parks. At this time, the state has not announced a replacement.
North Carolina
The State of North Carolina announced Jerry Fralick as the new Chief Information Officer for the Office of Information Technology Services (ITS). George Bakolia will stay on as senior deputy state CIO.
Virginia
The Commonwealth of Virginia has named George Coulter as Chief Information Officer for the Virginia Information Technologies Agency.

Committee & Work Group Updates
The NASCIO Enterprise Architecture and Governance Committee is asking the membership for case studies describing the use of business analytics in government decision making. This includes examples of employing predictive analytics. Please contact Eric Sweden at esweden@amrms.com or 859-514-9189 to share your examples.
The Federal Cost Allocation and Regulatory Reform Working Group is currently developing a Matrix that will highlight state examples of challenges they face in regards to A-87 and other federal rules requirements. Dugan Petty, CIO of Oregon, along with Nick Betsacon and Bryan Nealy, spoke to the Innovation and Best Practices State Forum on Tuesday, August 25 about green IT practices, "Oregon's Green Initiatives Include IT". NASCIO's State Connectivity and Broadband Working Group is hosting an all-states call today, September 24. John Gillispie, Iowa CIO and working group co-chair, will lead the call. Members of the Federal Communications Commission staff will brief state CIOs and state broadband team members on the FCC’s National Broadband Task Force efforts. As members are aware, the FCC has been tasked by Congress with developing a national broadband plan which is due in February 2010. Call participants will include FCC Chairman Julius Genachowski; Blair Levin, FCC’s Executive Director of the Omnibus Broadband Initiative; and other senior FCC staff members working on the broadband initiative.
Social Media Terms of Service (TOS) Agreement Discussions
NASCIO held two All-State calls in July and August to discuss Federal TOS modifications negotiated by the General Services Administration on behalf of Federal agencies and how states might take advantage of that work to advance their own use of social media platforms and tools. A core legal review team is currently analyzing the GSA template to determine whether it adequately addresses general legal requirements at the state level. An All-States call will be scheduled the week of October 5 to discuss next steps in vendor negotiations based on that review.
