State CIOs Identify 2010 Top Ten Priorities
Each year NASCIO conducts a survey of the state CIOs to identify and prioritize the top policy and technology issues facing state government. State CIOs have multiple priorities and throughout the year priorities can change. Fiscal challenges continue to plague state government. This year's top priorities include Consolidation, Shared Services and Budget Control. Cyber security remains a top priority as cyber attacks continue to increase in frequency and level of sophistication. Connecting the nation and enabling ARRA reporting are near the top of the list. State CIOs are collaborating on ways to meet the challenges reflected in these top priorities for strategies and technologies.
The top ten priorities are identified and used as input to NASCIO's programs, planning for conference sessions, and publications. The prioritized list can be downloaded from the NASCIO website at www.nascio.org/publications.
NASCIO Announces New President, Officers and Directors

Stephen Fletcher, State of Utah CIO, has been elected to serve as NASCIO President for its 2009-2010 program year. Fletcher succeeds State of Minnesota CIO Gopal Khanna, who served as association President for the 2008-2009 program year.
The membership also elected several new officers and directors for the association. The following are the new and returning Officers and Directors on the Executive Committee:
Officers

- Vice President - Kyle Schafer, Chief Technology Officer, West Virginia
- Secretary/Treasurer - Ken Theis, Chief Information Officer, Michigan
- Past-President - Gopal Khanna, Chief Information Officer, Minnesota
Elected Directors (two-year terms)
- Mark Bengel , Chief Information Officer, Tennessee
- Otto Doll, Chief Information Officer, South Dakota
- John Gillispie, Chief Information Officer, Iowa
- Dugan Petty, Chief Information Officer, Oregon
The newly elected directors are joined by returning Executive Committee Directors, Joe Fleckinger, CIO of Oklahoma, Mike Locatis, CIO of Colorado and Teri Takai, CIO of California.
The new leadership officially took effect immediately following NASCIO's State Dinner on the evening of October 26, 2009.
Record Attendance Gathered for the Annual Conference in Austin
Representatives from 46 states and territories plus 133 partner organizations assembled October 25 - 28 for the Annual Conference in Austin, Texas with a record total of 516 in attendance. Highlights of the conference included the opening keynote address by Bill Bishop, Journalist and Author, The Big Sort, a discussion about "Perspectives on the Future of IT" which featured senior executives from several of NASCIO's corporate member companies and the closing keynote presentation from Aneesh Chopra, Chief Technology Officer and Associate Director for Technology, White House Office of Science & Technology Policy.

Congressman McCaul of Texas Spoke on Cybersecurity
Texas Congressman Michael McCaul, spoke to the State CIOs on Sunday, October 25 at the Annual Membership Meeting prior to the Annual Conference in Austin, Texas. Rep. McCaul discussed the need for a federal-state-private sector partnership to strengthen our nation's cybersecurity efforts. As co-chair for the Center for Strategic and International Studies Commission on Cybersecurity for the 44th Presidency and past ranking Republican on the House Homeland Security Emerging Threats, Cybersecurity and Science and Technology Subcommittee, he shared insights on what legislation Congress should enact and the role of the new national cyber coordinator.

Colorado Governor Bill Ritter Receives Inaugural State Technology Champion Award
NASCIO awarded Governor Ritter with the association's first State Technology Champion Award. This award recognizes individuals who have made outstanding contributions to IT in their state. Governor Ritter envisioned the role of information technology in state government to provide the framework for developing state IT strategies. He was a key partner and driver in consolidating state IT services to ensure that Colorado takes advantage of improvements in technology, purchasing and business processes. Colorado is now entering Phase II of the three-part journey.

Recipients Announced for the 2009 Recognition Awards
On October 26, NASCIO awarded 1 state IT initiative in each of 10 categories as recipients for the
2009 Recognition Awards for Outstanding Achievement in the Field of Information Technology in State Government. These 10 top projects were chosen from the 30 award finalist announced in August. NASCIO's Awards committee, comprised of judges from NASCIO's state and corporate members, selected the 2009 award recipients and finalists. Richard Thompson, Maine CIO, Honored with Meritorious Service Award
NASCIO presented Richard Thompson, the State of Maine CIO and former NASCIO Executive Committee member, with its prestigious Meritorious Service Award at the State Dinner in Austin during the Annual Conference.
"I am so delighted that Dick Thompson is being honored with the NASCIO Meritorious Service Award", said Teri Takai, State of California CIO. "He has held a number of key positions in Maine state government, bringing considerable experience to the role of CIO. With his vast knowledge of procurement and the consolidation of IT services, he has made major contributions to NASCIO and state CIOs from around the country. He is always willing to share his insight with others, and his work on NASCIO's Executive Committee to help organize our members and develop major policy papers will greatly advance our efforts to modernize and improve IT throughout the states."
NASCIO created the Meritorious Service Award to spotlight a state CIO who has exemplified outstanding service, advocacy, and leadership in state government. Meritorious Service Award recipients consistently champion the vision, mission and principles of NASCIO. Meritorious Service Award recipients are nominated by their state CIO peers and selected by NASCIO's Executive Committee.
