New State Technology Innovator Award Established

NASCIO is pleased to announce that nominations for the newly established State Technology Innovator Award are now open. The State Technology Innovator Award was created to honor outstanding individuals who have made contributions to advance the state's technology policy agenda through the promotion of best practices, adoption of new technologies and advancements in service delivery.

Through this award, NASCIO strives to acknowledge state leaders, managers and employees who promote innovation, excellence and good government. Nominees must be an employee, elected official, appointed official or other appointee representing state government. While NASCIO encourages the nomination of Governors for the NASCIO Technology Champion Award given each spring, we request they not be submitted for the State Technology Innovator Award. The State CIO is not eligible for this award, nor are those working for the state under contract with private sector firms.

Nominations are accepted from members as well as non-members, and NASCIO staff may also nominate outstanding individuals they encounter in the course of their work. The State Technology Innovator Award Subcommittee will review all nominations and present a final slate of candidates to the Executive Committee for consideration. Up to three individuals may be recognized each year and the final selection is made by NASCIO's Executive Committee. The recipient will be announced during a ceremony at NASCIO's Annual Conference on September 27 in Miami, Florida.

Cybersecurity Legislation Introduced in the Senate

On June 10, the Senate Homeland Security and Governmental Affairs Committee Chairman Joseph Lieberman (ID-Conn.) and Ranking Member Susan Collins (R-Maine), along with Senator Tom Carper (D-Del.), introduced comprehensive legislation to modernize, strengthen, and coordinate the security of federal civilian and select private sector critical infrastructure cyber networks. The Protecting Cyberspace as a National Asset Act of 2010 (S. 3480) would create an Office of Cyber Policy in the White House with a director subject to Senate confirmation. The director would lead all federal cyberspace efforts and devise national cyberspace strategy. S. 3480 would also create a National Center for Cybersecurity and Communications within the Department of Homeland Security to enforce cybersecurity policies throughout the government and the private sector. The bill would establish a public/private partnership to set national cybersecurity priorities and improve national cybersecurity defenses. In addition, the legislation would strengthen coordination and information sharing between federal, state and local governments regarding cybersecurity threats and protective measures including allowing state and local government authorities to be appointed to various task forces. FCC Seeks Comments on E-Rate Reforms

On June 9, the Federal Communications Commission (FCC) released a notice of proposed rulemaking (NPRM) on a reform package for the E-rate program, which provides discounts for eligible schools and libraries to obtain telecommunications and Internet services. The Commission seeks comment on how to provide stability and certainty for the funding of internal connections that are necessary to deliver higher bandwidth services to the classroom and how to expand access to funding for internal connections for schools and libraries serving impoverished populations. Finally, the Commission seeks comment on indexing the funding cap to inflation, which would make additional funding available to support current and new services to deliver the full benefits of the Internet. The FCC also seeks comments on proposals to streamline the application process, index the current $2.25 billion cap on E-rate disbursements to inflation, and redefine "rural" according to the U.S. Department of Education's definition. The E-rate reforms were proposed in the FCC's recently released National Broadband Plan to improve universal service programs and protect against waste, fraud, and abuse. Comments are due to the FCC by July 9, and reforms could be implemented beginning in funding year 2011. To view the NPRM, click here.

CIO Transitions

Karen Robinson was formally appointed the permanent Chief Technology Officer for the State of Texas.

Governor Arnold Schwarzenegger's office announced that Colorado CIO Michael Locatis has been named the Chief Deputy CIO for California. Locatis started work in California on June 14. Colorado Deputy CIO Leah Lewis has assumed Locatis' position on an acting basis.

Dick Thompson will retire as the CIO of Maine on July 31. Greg McNeal, Maine's Chief Technology Officer since 2005, will replace Thompson. Click here to read more.

CALIFORNIA

Committee & Work Group Updates

The Corporate Leadership Council (CLC) needs your help. The working group is tapping into the extensive resources within the corporate membership to develop a checklist of best practices, ideas, and successes related to budget and cost control. The checklist, Shared Ideas: CLC Thoughts on Leveraging IT in a Tough Economy, will be of value to new CIOs entering their roles in the next year, as well as to veteran CIOs who may be looking for additional ways to meet their business and service level goals while also dealing with the realities of continued budget constraints and cost controls. The Corporate Leadership Council (CLC) is pleased to announce that Doug Young, Missouri CIO, and Steve Siegler, Missouri Deputy CIO, will be the featured guest speakers on the July CLC call. Terms of service negotiations with Facebook and YouTube are continuing for the Social Media and Government Working Group. A survey of current state government use of social media is in process and a brief is expected to be released in August.

The State Connectivity and Broadband Working Group is tracking key initiatives expressed in the FCC's National Broadband Plan. These include Universal Service Fund, Public Safety Interoperability, Spectrum Allocation, and others. The working group is currently developing a strategy to divide responsibility for tracking the initiatives and identifying important milestones.
