Recognition Awards Finalists
NASCIO's Recognition Awards program celebrates its 22nd consecutive year with the announcement of 33 outstanding projects as finalists for 2010. To select these honorees, the Awards Committee, chaired by Nebraska CIO Brenda Decker and North Carolina CIO Jerry Fralick, evaluated more than 130 nominations from 30 states. Emphasis was placed on recognizing initiatives that exemplify best practices, support the public policy goals of state leaders, assist government officials innovatively executing their duties, and provide cost-effective service to citizens.

Profiles of Progress: State Health IT Initiative
As government leaders increasingly support health IT as a means to improve patient care and reduce costs, it is increasingly imperative that states implement an enterprise-wide architecture for the statewide exchange of health information. A new compendium by NASCIO's Health IT Working Group, Profiles of Progress 4: Health IT Initiatives, documents how states are responding to the challenge. The compendium analyzes what role, if any, the state CIO is playing in these efforts. The report is available for download at www.nascio.org/publications.
State CIOs Promote Business Innovation and Request Reform
In a study released by NASCIO, TechAmerica and Grant Thornton, state CIOs emphasized the need to upgrade IT governance and strengthen central IT organizations in order to achieve goals for enhanced services and new efficiencies under tightened budgets.
Facing the expectation of lower IT budgets and increased demands for new IT-enabled services, CIOs are consolidating applications and data centers, rolling out shared services and managed services models, and embracing emerging technologies, such as cloud computing and social media. Key challenges facing the CIOs are IT governance, in which they often find an imbalance between accountability and authority, IT portfolio management, and procurement processes. In the 60% of states that have an active portfolio management methodology in place, CIOs gave those processes a middling "C" grade. Likewise, procurement processes were found wanting, as most state CIOs see the need for reforms that will align state IT procurement with commercially oriented contracting practices.
The survey addresses CIO views on IT portfolio management, IT investments and budgets, statewide IT business models, procurement, project management practices, and emerging technologies. A full copy of the survey is available via the following link: www.nascio.org/publications/surveys.cfm.

On Capitol Hill
The House and Senate have adjourned for the August recess. The two chambers are scheduled to return September 14. The House and Senate left without completing a great deal of businesses. However, the House did come back temporarily from their recess to pass the state aid package, which rescinded $302 million from the Broadband Technology Opportunities Program (BTOP) to offset expenditures in the bill.
Both chambers will be busy when they return in the fall to pass a number of measures from the 13 fiscal 2011 appropriations bills, which range from to small business tax legislation to deciding whether to extend the tax cuts. The House and Senate are expected to adjourn in October for last minute campaigning, returning after the election for a lame duck session.
Telecommunications Providers Objecting to State Fees on VOIP
Telecommunication companies sent a letter to the Federal Communication Commission urging the commission not to subject voice over Internet protocol (VoIP) to state fees for the Universal Service Fund. Currently, states are prohibited from collecting fees for VoIP. Nebraska and Kansas have petitioned the FCC for a ruling to allow states to collect fees on VoIP services. The FCC is expected to make a decision soon.
D-Block Update
On August 5, Senate Commerce, Science, and Transportation Chairman Senator Jay Rockefeller (D-WV) introduced legislation (S 3756) that would direct the FCC to reallocate D block back to public safety. The Public Safety Spectrum and Wireless Innovation Act would establish a framework for the development of a nationwide interoperable public safety network. S 3756 would also provide funding for construction and maintenance of the network by authorizing the FCC to conduct incentive auctions whereby current spectrum licensees would voluntarily give up spectrum in exchange for a portion of the proceeds of a commercial auction. Additionally, the legislation would direct the FCC to establish standards that allow public safety officials, when not using the network, to lease capacity on a secondary, but preemptible basis to non-public safety entities, including other governmental users and commercial users. Finally, the bill requires the Government Accountability Office to produce a report every two years on the current capabilities of fixed and mobile satellite broadband to assist public safety entities as well as direct the General Services Administration to draft rules so public safety agencies could access services and equipment under the same rates afforded federal agencies.
Senator Rockefeller has announced plans to consider the Public Safety Spectrum and Wireless Innovation Act when Congress returns in September. However, the Obama Administration has put together a task force on public safety interoperability to examine the technical and legal issues surrounding the FCC's proposal to allow priority roaming onto commercial networks. NASCIO has been invited by the task force to participate in the forum in September to address key issues related to the development and deployment of a national public safety broadband network. Topics for discussion include operational requirements, funding, standards, spectrum requirements, and governance for the network. NASCIO will continue to follow this issue.
Reclassification of Broadband
The fight continues between broadband providers and public interest groups over reclassification of broadband. Four senior members of Congress wrote FCC Chairman Julius Genachowski strongly urging him to take regulatory action to preserve the openness of the Internet. Members of Congress are split about reclassification and 17 governors have submitted letters to the FCC regarding reclassification. Reclassification could be on the agenda at the next monthly FCC meeting on September 23. The tentative agenda will be released in early September.

Mike Gwartney, director of the Department of Administration for Idaho, retired on July 31. Chief Deputy Teresa Luna took over his post on an interim basis.

Committee & Work Group Updates
The Enterprise Architecture and Governance Committee will be hosting the next presentation in the Best Practices and Innovations series August 24 from 2:00 - 3:00 pm ET. "New York City Connect Initiative - Standards Based Information Exchange within State Health and Human Services" will present the New York City Strategy for Information Sharing and how it has guided the design and implementation of collaborative information exchanges. This forum is open to all NASCIO members. Register now!
The Enterprise Architecture and Governance Committee and the U.S. Department of Justice (DOJ) are finalizing their joint research brief, "DO YOU THINK? OR DO YOU KNOW? PART II, The EA Value Chain, The Strategic Intent Domain, and Principles."
The Enterprise Architecture and Governance Committee is currently working on an issue brief and survey related to the national information exchange model (NIEM). More details will be available soon.
The Executive Committee appointed Montana CIO Dick Clark to the committee. He will fulfill the remaining term of Mike Locatis.
The Health IT Working Group is continuing its analysis of the Patient Protect and Affordable Care Act of 2010 (PPACA). Examination and analysis of the PPACA and Health Care Education and Reconciliation Act of 2010 will identify the implications of these new laws and provide IT solutions for exchanges, web portals and expanded program areas.
The State Digital Identity Working Group hosted two all-states calls in August and is now planning for a state member workshop that will be held prior to the NASCIO Annual Conference. The workshop is scheduled for September 26 from 9:00 am - 11:30 am and will focus on the imperative of digital identity in the states. Members of the State Identity, Credentialing, and Access Management (SICAM) Subgroup continue to meet as part of document development sessions for a SICAM Roadmap. The working group anticipates that a straw-man for the SICAM Roadmap will be available for state members to review at the workshop in September.
NASCIO: Making Connections
Steve Fletcher, NASCIO president and Utah CIO, spoke August 18 to the National Center for State Courts about NASCIO's enterprise architecture and governance program.
Doug Robinson, NASCIO executive director, spoke on a panel at the joint annual meeting of CoSA, NAGARA, and SAA, which took place August 11-12 in Washington, D.C.
Eric Sweden, NASCIO senior enterprise architect, spoke at the Texas Association of State Systems for Computing and Communications (TASSCC) conference in Dallas Texas on August 4. The presentation, "Do You Think or Do You Know?" explored business intelligence and business analytics.
