State CIOs Identify 2011 Top Ten Priorities
Each year NASCIO conducts a survey of the state CIOs to identify and prioritize the top policy and technology issues facing state government. This year's survey found that consolidation, virtualization, budget and health care are among the most critical policy or technology issues to be faced by state government in 2011.
The top ten priorities are identified and used as input to NASCIO's programs, planning for conference sessions, and publications. The prioritized list can be downloaded from the NASCIO website at www.nascio.org/publications.
NASCIO Receives U.S. Department of Justice Grant
The U.S. Department of Justice has awarded NASCIO a National Justice Information Sharing Initiative grant to advance justice information sharing at the state government level. The award, in the amount of $400,000, continues the partnership that began in 1998 between NASCIO and the Bureau of Justice Assistance to advance enterprise architecture and information sharing in the states.
The awarded grant proposal contains three major objectives for the upcoming program year:
- Advance information sharing through broader adoption of the National Information Exchange Model (NIEM)
- Evaluate state government information sharing capabilities and develop calls to action to further advance those capabilities
- Maintain an expertise center for states in enterprise architecture, providing management guidance and consultation focused on data architecture and governance
NASCIO's Enterprise Architecture Program begins its 13th year as an expertise center in enterprise architecture. Its publications have become references for academia, government and industry enterprise architecture programs worldwide. NASCIO Announces New President, Officers and Directors
Kyle Schafer, West Virginia chief technology officer, has been elected to serve as NASCIO president for its 2010-2011 program year. Schafer succeeds Utah CIO Stephen Fletcher, who served as association president for the 2009-2010 program year.
The membership also elected several new officers and directors for the association. The following are the new and returning members of the Executive Committee:
Incoming NASCIO Officers:

- Vice President - Dugan Petty, Chief Information Officer, Oregon
- Secretary-Treasurer - Brenda Decker, Chief Information Officer, Nebraska

Incoming Directors: (two-year terms)
- Dick Clark, Chief Information Officer, Montana
- Adel Ebeid, Chief Technology Officer, New Jersey
- Chad Kirkpatrick, Chief Information Officer, Arizona
- Greg Wass, Chief Information Officer, Illinois
Additionally, Lisa Feldner, North Dakota chief information officer, was appointed as a NASCIO director. The appointment was announced in October.
Returning NASCIO Executive Committee members are Claire Bailey, Arkansas CTO; Mark Bengel, Tennessee CIO; and Otto Doll, South Dakota CIO. The new leadership officially took effect September 27, 2010.
SHARED IDEAS: CLC Thoughts on Leveraging IT in a Tough Economy
The Corporate Leadership Council (CLC) created a best practice library for state CIOs and state members. The CLC Working Group focused on one of the state CIOs' top priorities: budget and cost control. They tapped into the extensive resources within the corporate partners and developed a "checklist" of best practices, ideas, and successes related to budget and cost control. The library - Shared Ideas: CLC Thoughts on Leveraging IT in a Tough Economy - is searchable by keyword, company name, category and functional area. The CLC provided this information to aid new CIOs entering their roles in the next year, as well as for veteran CIOs who may be looking for additional ways to meet their business and service level goals while also dealing with the realities of continued budget constraints and cost controls. NASCIO Annual Conference Recap
Representatives from 46 states and territories and more than 100 partner organizations gathered September 26-29 for the NASCIO Annual Conference in Miami, Fla. The conference agenda included a motivating and uplifting opening keynote with Don Yeager - What Makes the Great Ones Great. Another conference highlight was a panel session with executive leaders from NASCIO corporate member companies - Transforming Services: Private Sector Lessons for Government. Futurist Thornton May provided the closing keynote, asking the attendees to explore the linkages between analysis of real-time, insightful data and innovation.

Brenda Decker, Nebraska CIO, Honored with Meritorious Service Award
NASCIO presented Brenda Decker, the state of Nebraska CIO, with its prestigious Meritorious Service Award at the State Dinner in Miami during the Annual Conference.
Nebraska's Governor Dave Heineman said, "Brenda's leadership, practicality, creativity, and enthusiasm have been essential in our efforts to integrate new technology and to streamline the operation of state government. Since becoming CIO, she has led projects that unified state e-mail systems, worked with private providers to expand Nebraska's network capabilities, and centralized management of the state's many technology projects. Brenda's commitment to collaboration is helping Nebraska take the final steps in completing a statewide radio network for first responders and state agencies. Her work continues to exceed my expectations. We are very fortunate to have her as part of our team."
NASCIO created the Meritorious Service Award to spotlight a state CIO who has exemplified outstanding service, advocacy, and leadership in state government. Meritorious Service Award recipients consistently champion the vision, mission and principles of NASCIO. Meritorious Service Award recipients are nominated by their state CIO peers and selected by NASCIO's Executive Committee.

On September 27, NASCIO awarded one state IT initiative in each of 10 categories as recipients for the 2010 Recognition Awards for Outstanding Achievement in the Field of Information Technology in State Government. These 10 top projects were chosen from the award finalists announced in August. NASCIO's Awards Committee, comprised of judges from NASCIO's state and corporate members, selected the 2010 award recipients and finalists. State Governments at Risk: A Call to Secure Citizen Data and Inspire Public Trust
A recent study released by Deloitte and NASCIO indicated states need to do more to secure citizen data and maintain public trust. The Deloitte-NASCIO cybersecurity study, State Governments at Risk: A Call to Secure Citizen Data and Inspire Public Trust, found that many state chief information security officers (CISOs) lack the funding, programs and resources to adequately protect vital government data and the personal information of their constituents, especially when compared to their counterparts in private sector enterprises. Based on the findings, Deloitte and NASCIO provide a set of recommendations that state CISOs might use to help bridge some of these gaps, including partnerships within state government, executable strategies, ideas for standardization and tips for better preparing staff and others.

October is National Cyber Security Awareness Month
NASCIO supports October 2010 as National Cyber Security Awareness Month and recognizes the importance of protecting citizen data and raising awareness of the security threats. "Our national surveys and priority rankings consistently put security awareness and education in the top five among critical issues," said Stephen Fletcher, NASCIO past president and state CIO of Utah. "The numerous activities states undertake during October bring needed attention to cyber security concerns and threats for citizens, state employees, and policy makers."
