State CIOs Face Looming Retirements and Critical IT Skills Shortage
States continue to experience a shrinking state IT workforce, according NASCIO's recent survey, "State IT Workforce: Under Pressure - A National Survey of the States." The survey report is now available for download on NASCIO's website, www.nascio.org/publications/.
"This survey reflects recent state IT workforce trends and predictions from the view of the state CIO," said Chad Grant, NASCIO policy analyst and author of the study. "The inevitable wave of baby boomers that will leave the state workforce in the next five years has only compounded the challenges that exist for recruitment and retention of highly qualified IT personnel."

NASCIO Joins NIEM Executive Steering Committee
NASCIO accepted an invitation from the federal National Information Exchange Model (NIEM) Executive Steering Committee to become an ex-officio committee member. NASCIO will act in an advisory role and provide guidance to the NIEM Executive Steering Committee with an emphasis on state and territorial government.
NASCIO is a long-time advocate of national standards in general and of NIEM in particular. The association has played a prominent role in the Global Justice Information Sharing Initiative, which originally launched NIEM along with many other important foundational information technology references for government.
NIEM represents a broad national program that is supported by local, state, tribal, territorial, federal and international partners. NIEM enjoys primary sponsorship through the U.S. Department of Homeland Security (DHS), the U.S. Department of Justice (DOJ) and the U.S. Department of Health and Human Services (HHS). NIEM enables information sharing by focusing on the data taxonomy of information exchanges between organizations as part of their current or intended business practices.

Details Released for FY 2011 Budget and FY 2012 Proposed Budget
On February 14, the Obama Administration released a $3.7 trillion proposed fiscal year 2012 budget, while the House leadership released details of a 359-page continuing resolution (HR 1) to fund the federal government through FY 2011. Both proposals focus on reducing the federal deficit through cuts to discretionary programs. The federal government is currently operating under a continuing resolution that will expire March 4, 2011. HR 1, currently under debate in the House this week, seeks to reduce spending by $100 billion below the President's FY 11 proposed budget request, including $81 billion cut from discretionary programs and $19 billion cut from homeland security and defense programs.

Both the National Governors Association (NGA) and Federal Funds Information
for States (FFIS) produced detailed analyses of the FY 2012 budget proposal and the changes it would enact on key federal programs affecting states.
NASCIO Representative Selected for FCC's ERIC Advisory Committee
On February 2, the Federal Communications Commission announced the membership of the Emergency Response Interoperability Center (ERIC) Public Safety Advisory Committee. Ken Boley, director, intergovernmental initiatives, Office of the Chief Technology Officer for the District of Columbia, will represent NASCIO, while Adel Ebeid, state CIO for New Jersey, will serve as an alternative. The committee members represent a diverse and balanced mix of viewpoints from public safety organizations, state, local and tribal government agencies, and various entities from the communications industry. This advisory committee will provide recommendations to the FCC's Emergency Response Interoperability Center, which is an entity established within the Public Safety and Homeland Security Bureau. FCC Adopts Framework to Reform Federal Universal Service Fund and Intercarrier Compensation
On February 8, the Federal Communications Commission adopted two notices of proposed rulemaking (NPRM) outlining a framework to reform the Universal Service Fund (USF) and the intercarrier compensation (ICC) system. Recommended in the National Broadband Plan, the proposal would modernize the federal USF by (i) transitioning support to broadband services and the build-out of broadband networks; (ii) streamlining the five separate USF programs into a new Connect America Fund; (iii) capping the size of the $8 billion fund; and (iv) using market-based incentives to encourage companies in a technology-neutral way to provide services in unserved areas and to maximize the impact of USF funds. The NPRM also proposes to reform ICC, the payment system between telephone service providers, to reduce waste and target support to areas without broadband access. A public notice was released that state members of the Federal-State Joint Board on Universal Service will hold a workshop February 17 to assist in the preparation of their joint comments in response to the NPRM. The workshop will be free and open to the public and will be webcast live at http://reboot.fcc.gov/live.
FCC To Consider Additional USF Reform at Next Meeting
On March 3, the Federal Communications Commission is expected to discuss the next steps to overhauling the Universal Service Fund by addressing waste, fraud and administration problems in the Lifeline/Link Up program that provides subsidies for low-income people to access phone service. Committee & Work Group Updates
The Health Care Working Group reaffirmed NASCIO's partnership with Healthcare IT Connect. Policy makers and leading health IT strategist will provide critical insights into state health IT functions at the 2011 State Healthcare IT Connect Summit. The Health Care Working Group is drafting an action list for state CIOs to use as guidance for the Affordable Care Acts. The February 17 working group call included Kathleen Nolan, program director for public health for the National Governors Association's Center for Best Practices. In addition to continued collaboration with strategic partners, a straw-man for the NASCIO action list was discussed on the February call.
The Security and Privacy Committee is formulating a cyber security call to action for the governors and the new administration within the next few weeks.
The State Connectivity and Broadband Working Group is preparing comments on the Order and Notice of Proposed Rulemaking released by the Federal Communications Commission as it relates to the development of the nationwide interoperable public safety network.
NASCIO: Making Connections
Doug Robinson, NASCIO executive director, presented a state CIO/state IT overview for the National Association of State Personnel Executives Mid-Year meeting, January 29 in Washington, D.C.
Robinson joined Steve Fletcher, NASCIO past president and Utah CIO, and Adel Ebeid, New Jersey CIO, as panelists at the Governing Outlook in the States event February 1.
Robinson also provided the keynote at the National Association of Attorneys General NAGTRI Trends in Technology meeting, February 8-9 in Ft. Lauderdale, Fla.
Chad Grant, NASCIO policy analyst, is representing the association at the Health Information and Management Systems Society's (HIMSS) 2011 Annual Conference and Exhibition, February 20-24.
