NASCIO Releases Part I of Cloud Computing Series

Administration Holds Forum on Nationwide Public Safety Network
On June 16, the White House discussed the benefits of transitioning to a nationwide wireless broadband network for public safety in a forum. The forum included remarks from Vice President Joe Biden, Assistant to the President for Homeland Security and Counterterrorism John Brennan, Attorney General Eric Holder, Homeland Security Secretary Janet Napolitano, Federal Communications Commission Chairman Julius Genachowski and Maryland Governor Martin O'Malley. The speakers agreed on the importance of the Public Safety Spectrum and Wireless Innovation Act (S. 911), a bipartisan effort by Senators Rockefeller (D-WV) and Hutchison (R-TX). In his remarks, the vice president stated that D block is part of the ongoing budget discussions because of the potential revenue that could be generated through spectrum auctions. NTIA Files Comments on Public Safety Broadband Network
On June 10, the National Telecommunications and Information Administration (NTIA) filed comments with the Federal Communications Commission regarding its proposed rules and technical framework for implementing and building an interoperable nationwide broadband network for public safety. Senate Commerce Committee Passes D Block Legislation
On June 8, the Senate Committee on Commerce, Science and Transportation passed S. 911, the Public Safety Spectrum and Wireless Innovation Act, by a vote of 21-4. The bipartisan legislation was sponsored by Committee Chairman Jay Rockefeller (D-WV) and Ranking Member Kay Bailey Hutchison (R-TX) and would reallocate the D block of spectrum to public safety. In addition, the bill would fund the development of the nation's first interoperable public safety broadband network. The bill now moves to the full Senate. Read the press release for more details.
Obama Administration Proposes Voluntary Cybersecurity Standards
The U.S. Department of Commerce issued a report, "Cybersecurity, Innovation and the Internet Economy," that proposes to establish voluntary codes of behavior to improve the cybersecurity of companies doing business online. The report recommends consideration of a new framework for addressing internet security issues for industry sectors not deemed part of the critical infrastructure, especially those dependent on the Internet, such as social media companies. The paper suggests that voluntary standards and best practices be created to give consumers a sense of security and trust during online transactions. The report includes a recommendation that Congress pass a national data breach law that the states can build upon.
House Oversight Committee Approves Federal Transparency Bill
On June 22, the House Oversight and Government Reform Committee approved the Digital Accountability and Transparency Act also known as the DATA Act (HR 2146). The bill would create a single electronic platform that would publish data on all federal spending. The bill introduced on June 13 by the House Oversight and Government Reform Committee Chairman Darrell Issa (R-Calif.) was unanimously adopted. The DATA Act would create a new Federal Accountability and Spending Transparency (FAST) Board, which would be similar to the Recovery Board in ensuring that all federal spending is transparent to the public. The FAST Board would be required to establish data reporting standards for use by all federal agencies when submitting data on all grants, contracts, loans and other outlays. The bill would also establish a universal standard for federal recipients reporting and require federal recipients to report all expenditure data to an independent database. However, the bill does not provide any funding for states to help relieve significant compliance costs. Chairman Issa promised to work with members on their concerns before the bill heads to the House floor for debate. Sen. Mark Warner (D-Va.) introduced companion legislation (S 1222) in the Senate last week, where the bill is expected to receive bipartisan support. The Senate has not released a schedule for their version of the bill. NASCIO is meeting with both House and Senate staff to discuss the funding issue and other limitations of the bill. On June 13, President Barack Obama signed an executive order establishing a new oversight board to monitor all government spending for waste, fraud and abuse. The Government Accountability and Transparency Board will be modeled after the Recovery Accountability and Transparency Board. The newly established board purpose is to provide strategic direction for enhancing the transparency of federal spending and advance efforts to detect and remediate fraud, waste and abuse in federal programs. The board will consist of 11 members from agency inspectors general, chief financial officers or deputy secretaries and an Office of Management and Budget official. It has six months to deliver a report to the president on how it plans to implement the executive order. Read the Presidential Executive Order and press release.

Committee & Work Group Updates
The Security and Privacy Committee has determined that their next brief will evolve around the taxonomy of core IT security services. The brief, slated for release later this summer, will assist state IT security programs and CIOs by establishing a common language to facilitate internal discussions with agencies and comparisons with other states.
The Social Media Forum legal subgroup continues terms of service discussions with YouTube and has made significant progress in the last few weeks. The subgroup is guardedly optimistic that an agreement can be concluded in the near term. The forum continues to examine social media topics of interest to state members through presentations at monthly calls.
The State Digital Identity Working Group collected and sent comments from NASCIO members to the National Institute of Standards and Technology on the draft Federal Information Processing Standards PUB 201-2 earlier this month.
NASCIO: Making Connections
Chad Grant, NASCIO policy analyst, joined other NASCIO members in attending the State Healthcare IT Connect Summit on June 21-23 in Dulles, Va. NASCIO is a partner with Healthcare IT Connect for this event.
Kyle Schafer, NASCIO president and West Virginia CTO; David Taylor, Florida CIO; and Doug Robinson, NASCIO executive director; presented on a panel at the XChange Public Sector Conference on June 16-17 in Jacksonville, Fla.
Grant represented the association at the Governance Workshop hosted by the National Program Office for the National Strategy for Trusted identities in Cyberspace on June 9-10 in Washington, D.C. The states' perspectives were conveyed on the design and operation of an industry-based steering group for implementing the identity ecosystem as described in the President's National
