New Team Member joins the NASCIO Group
Emily Gallt joined the NASCIO team as a research assistant. She will support NASCIO's fast-growing government relations and policy analysis functions, coordinate research needs, and maintain online resources via the new NASCIO Community. Previously, Gallt worked as a staff member for a number of political campaigns at the state level. She is a graduate of Centre College with a bachelor's degree in government.

Private Sector IT Leaders Offer Advice to State CIOs

Data Security and Breach Notice Legislation Introduced
On July 28, Senators Thomas Carper (D-DE) and Roy Blunt (R-MO) introduced the Data Security Act of 2011 (S. 1434), which would require businesses and federal agencies to adopt data security measures to protect personal information. The measure would require entities such as financial establishments, retailers and federal agencies to safeguard sensitive information, investigate security breaches, and notify consumers when there is a substantial risk of identity theft or account fraud. These new requirements would apply to retailers who take credit card information, data brokers who compile private information and government agencies that possess non-public personal information. The bipartisan measure would preempt state data security and breach notification laws. This is the fourth time Sen. Carper has introduced the legislation, which is one of many measures pending before Congress on data breach notification. The bill was referred to the Senate Banking Committee. Telecoms Unveil USF Overhaul Plan to the FCC
AT&T, Verizon Communications, CenturyLink, Frontier Communications, Windstream Communications and Fair Point Communications submitted a proposal overhauling the $8 billion Universal Service Fund (USF) to the Federal Communications Commission (FCC). The proposal, known as the America's Broadband Connectivity (ABC) Plan, received support from the three major associations representing the rural telecom industry. The FCC will be seeking comments on the plan.
The ABC plan proposed two new universal services programs - a Connect America Fund and an Advanced Mobility/Satellite Fund - to subsidize broadband in high-cost rural areas where broadband is unavailable. The proposal is one of several the FCC has received as it examines how to modernize USF to cover broadband for underserved areas. The agency voted unanimously in February to begin drafting a blueprint to modernize the fund. The FCC welcomed the companies' proposal and the industry's efforts to tackle USF reform. Committee & Work Group Updates
Hold the Date for the next Innovations Forum on August 17, time TBD. The call will feature the state of Utah's cloud computing initiative and the speakers will be Dave Fletcher, chief technology officer, and Bob Woolley, chief technologist and strategic planner. Registration information will be sent prior to the event.
The Health Care Working Group released a survey amongst the working group members to gain a better perspective of what challenges state CIOs are facing in Health IT. The survey results will help gain consensus on the group's next deliverable and any upcoming webinars.
The Security and Privacy Committee continues the development of a taxonomy of core IT security services, which will be released in the August-September timeframe. Also, a sub-group of state CISOs is drafting feedback on the inclusion of IT security-related issue statements in the larger federal reform communication, in connection with the President's memorandum on administrative flexibility. The group will submit their comments to OMB by the August 12 deadline.
The Social Media Forum is planning to survey college-age students on their usage of social media and mobile devises. The goal is to survey students at sample institutions to gather information on social media and mobile devise use patterns, as well as how the students expect state government to provide electronic services. This information will be used in a session at the NASCIO Annual Conference.
The State Digital Identity Working Group has finished collecting comments on the National Strategy for Trusted Identities in Cyberspace Notice of Inquiry. The comments, which were submitted July 22, emphasized the importance of states and state CIOs being involved in both the steering group and the Identity Ecosystem Framework. NASCIO: Making Connections
Steve Fletcher, NASCIO past president and Utah CIO and Doug Robinson, NASCIO executive director, represented the association at the National Governors Association Annual Meeting in Salt Lake City, July 15-17.
Fletcher, Robinson, and Pam Walker, NASCIO's director of government affairs, attended a U.S. Senate Cloud Computing and Federal Data Center Consolidation Thought Leadership Event in Washington, D.C., July 27. Jim Sills, Delaware CIO, spoke on a panel representing state government.
Charles Robb, NASCIO senior policy analyst, represented NASCIO at the joint National Association of Government Archives and Records Administrators (NAGARA) and Council of State Archives (CoSA) conference, held July 14-16 in Nashville. He spoke on a panel about the intersection of state CIO and archival-records management concerns relating to the capture and preservation of long-term records by state governments.
Eric Sweden, NASCIO senior enterprise architect, joined the state of Kansas eDemocracy project team for a series of meetings held July 19-21 in Washington, D.C. The Kansas initiative is based in the state legislature but also involves all three branches of state government. The meetings were a combination of briefings on the progress of the Kansas eDemocracy initiative and collaborative sessions to build interest in creating a new NIEM domain focused on eDemocracy. The team was led by Don Heiman, chief information technology officer for the Kansas State Legislature, and included Sean McGrath, Propylon, and Jim Geringer, former governor of Wyoming, representing ESRI.
Robb will also attend the US-CERT GFIRST Cybersecurity Conference in Nashville, August 9-11.
