NASCIO Announces State Recognition Award Finalists
NASCIO selected 30 state IT initiatives in 10 categories as finalists for its 2011 Recognition Awards for Outstanding Achievement in the Field of Information Technology in State Government. Projects and initiatives from NASCIO member states, territories, and the District of Columbia were eligible for nomination, and finalists were selected by NASCIO's Awards Committee from a field of more than 100 nominees. One award recipient per category will be selected from these finalists, and recipients will be announced at the 2011 Annual Conference.
To ensure members can access the innovations and best practices of their peers, details about all the nominated projects are posted on NASCIO's website at www.nascio.org/awards.

OMB Requests Deep Cuts for 2013 Federal Budget
On August 17, the White House directed federal agencies to cut discretionary spending from their fiscal 2013 budget requests. Agencies must submit their 2013 budgets with two scenarios: a 5 percent cut and a 10 percent cut from fiscal 2011 levels. The Office of Management and Budget (OMB) wants to identify less effective, duplicate and wasteful programs to free up resources. Agencies are directed to reorganize priorities to achieve deficit reduction while investing in critical programs for job creation and economic growth. OMB has started to plan for fiscal 2013 but has not announced a date for agencies to make their fiscal 2013 budget submission. FCC Announces Plan to Improve Next Generation 9-1-1
On August 10, Federal Communications Commission (FCC) Chairman Julius Genachowski announced a five-step action plan to improve the deployment of Next Generation 9-1-1 (NG-911). Under the plan, the FCC will develop automatic location accuracy mechanisms for NG-911; facilitate the completion and implementation of NG911 technical standards; enable consumers to send text, photos, and videos to public and public safety answering points; facilitate the completion and implementation of NG911 technical standards; develop a NG-911 governance framework; and develop an NG911 funding model. The FCC is expected to vote on a rulemaking notice in September. The rulemaking is expected to focus on how to enable text, photo and video transmissions to 911. It will examine temporary and long-term solutions for carriers to support texting to 911. FCC Issues Final Rule on Implementing a Nationwide, Broadband, Interoperable Public Safety Network in the 700 MHz Band
In the August 18 Federal Register, the FCC published the adoption of an initial set of rules necessary to ensure the development of a nationwide interoperable public safety broadband network. The establishment of a common air interface for 700 MHz public safety broadband networks will create a foundation for interoperability and provide a clear path for the deployment and evolution of the nationwide network. The FCC is adopting the long-term evolution as the common technology platform for the nationwide network. The rule is effective immediately. Committee & Work Group Updates
The Health Care Working Group assembled a survey on key challenges state CIOs are facing in Health IT. The results ranked the top three issues: health information exchange (HIE), identity and access management, and Medicaid Information Technology Architecture (MITA). The working group is planning an issue brief release on the sustainability of state-run HIEs following the Annual National Health IT Week, September 12-16.
The Security and Privacy Committee continues work on a brief that will provide taxonomy of core IT security services, slated for release in early to mid-September. Committee members also drafted materials to be submitted to the federal Office of Management and Budget describing problems posed to IT security programs in the states by various federally imposed audit requirements and security standards. An all-states webinar on DNSSEC (DNS Security Extensions) is in the works for September.
The Social Media Forum Legal Subgroup continues terms of service (TOS) negotiations with legal representatives from YouTube. Although this discussion has been slow, progress has been made, and it is hoped that an announcement of new terms will be forthcoming in the next few weeks. The subgroup also plans to reach out to Twitter next regarding TOS.
The State Digital Identity Working Group is planning a national webinar on the use of identity and access management in the health care industry. Jeremy Grant from the National Institute of Standards and Technology will join the working group's call August 25 to provide an update on upcoming events as well as the results of the recent Notice of Inquiry (NOI).
NASCIO: Making Connections
Doug Robinson, NASCIO executive director, will serve as the keynote speaker at the inaugural Americas Information Security Leadership Awards event during the 2011 (ISC)2 Security Congress in Orlando, September 21.
NASCIO Executive Committee members Kyle Schafer (West Virginia CTO), Brenda Decker (Nebraska CIO), Claire Bailey (Arkansas CTO), Jerry Fralick (North Carolina CIO), and Robinson will serve on a panel at the National Association of State Technology Directors annual meeting in Omaha, August 30.
Steve Fletcher, NASCIO past president and Utah CIO; Eric Sweden, program director, enterprise architecture and governance; and Robinson will attend the NIEM National Training Event, August 23-25 in Philadelphia.
Pam Walker, NASCIO director of government affairs, attended the National Conference of State Legislatures Legislative Summit in San Antonio, August 8-11.
Robinson was a speaker at the National Association of State Budget Officers annual meeting August 7-10 in St. George, Utah.
Charles Robb, NASCIO senior policy analyst, represented the association at the GFIRST National Conference in Nashville, August 7-10. Presentations from the conference are available at http://www.us-cert.gov/GFIRST/.
