Sustainability Guidance on Health Information Exchange
"Sustainable Success: State CIOs and Health Information Exchange," NASCIO's newest issue brief, is available for download at www.nascio.org/publications. The brief examines opportunities for states to set-up and run a health information exchange, as well as best practices for creating potential revenue streams, considerations for systems development, and innovative options that may reduce maintenance and lower costs.

Senate Appropriations Approves CJS Funding
On September 15, the Senate Committee on Appropriations approved a FY2012 Commerce-Justice-Science spending bill (S 1572). The draft spending measure would provide $52.7 billion in discretionary spending, a one percent reduction below FY2011 funding and nine percent less than President Obama's request. S 1572 would eliminate 30 programs to boost funding for federal prisons and certain weather-satellite programs.
State and local law enforcement programs face the steepest spending cuts in the Senate bill, at 17 percent less than current funding. The House version (HR 2596) would reduce these programs by roughly 38 percent. Senate appropriators also opted to fund two law enforcement initiatives that would be zeroed out in the House bill: the Community Oriented Policing Service (COPS) hiring program and the State Criminal Alien Assistance Program (SCAAP). The Senate bill would provide $200 million - 20 percent less than current funding - for the COPS program, which provides grants for states and local agencies to hire officers. It also includes $273 million for SCAAP, which helps states and localities pay for the cost of incarcerating undocumented immigrants who have committed crimes. NASCIO's enterprise architecture and governance program is also funded by the grant programs through the Department of Justice.
House and Senate leaders are aiming to finish the FY2012 appropriations process by late November. A continuing resolution to keep the government running through November 18 is expected to pass next week. In the interim, the staff will be working behind the scenes to resolve differences between the House and Senate on funding federal agencies. Both chambers are awaiting recommendations from the Super Deficit Committee to finish the appropriations bills.

Committee & Work Group Updates
The Enterprise Architecture and Governance Committee held an Innovations Forum, "State of Utah Cloud Strategy," on September 21. Utah's David Fletcher, chief technology officer, and Robert Woolley, chief technologist, spoke about the first two years of Utah's cloud initiative, as well as how the state is preparing to leverage the experience gained during this period.
A Security and Privacy Committee brief, which will provide taxonomy of core IT security services, is slated for release in mid-October. Committee members also continue discussions with the federal Office of Management and Budget staff in connection with federally imposed audit requirements and security standards. An all-states webinar on DNSSEC (DNS Security Extensions) is in the works for early November.

Presenters will discuss details of the review, demo the assessment tool, and answer questions from participants. The webinar is co-sponsored by the Department of Homeland Security, the Multi-State Information Sharing and Analysis Center (MS-ISAC) and NASCIO. The Social Media Forum Legal Subgroup has progressed on updating YouTube's standard terms of service, and continues discussions with YouTube on how the agreement may be executed.
The State Digital Identity Working Group is planning a national webinar on the use of identity and access management in the health care industry. Jeremy Grant from the National Institute of Standards and Technology joined the working group call in August to provide an update on upcoming events as well as the results of the recent Notice of Inquiry (NOI). There were approximately 50 submissions to the NOI, in addition to NASCIO's comments. NASCIO presented an update to the Personal Identity Verification Interoperability (PIV-I)/First Responder Authentication Credential and Technology Transition Work Group in Washington, D.C., on September 14.
NASCIO: Making Connections
Steve Fletcher, NASCIO past president and Utah chief information officer; Doug Robinson, NASCIO executive director; and Eric Sweden, NASCIO program director, enterprise architecture and governance; will participate in the Global Justice Advisory Committee Meeting, October 12- 13 in Washington, D.C.
Sweden will represent NASCIO on a panel session sponsored by the Treatment Research Institute on September 22 in Washington, D.C. This panel will discuss challenges and develop strategies related to information exchanges between drug treatment programs and integrated justice communities at the federal, state and local levels of government.
