Also, recently all NASCIO members were subscribed to one of two communities, either the partner distribution list or the state member community. The partner distribution list is for our corporate, non-profit, academic, federal, local, and international government partners. This discussion is fully moderated, and has replaced the corporate listserv. The state member community includes all state members, and is a fully collaborative forum. Beginning January 1, 2012, NASCIO will no longer use the listservs and will transition to the NASCIO Community as the primary form of communication with members.

NASCIO Releases Third in a Series on Cloud Computing
NASCIO and the Enterprise Architecture and Governance Committee have released the third in a series on cloud computing, "Capitals in the Clouds - Recommendations for Mitigating Risks: Jurisdictional, Contracting and Service Levels." Available at www.nascio.org/publications, the brief emphasizes how collaboration between state and local governments can be an invaluable approach which results in efficient and effective business operations and cost savings; however jurisdictional issues can be encountered. Due diligence prescribes the necessity of exploring and evaluating jurisdictional issues in order to ensure the long-term sustainability and growing adoption of collaborative, or shared, business processes and technologies among state and local governments.
Pennsylvania Snags Awards Video Poll Recognition
The race was tight, but Pennsylvania pulled ahead and is the 2011 NASCIO awards video poll recognition winner. The goal of NASCIO's online poll was to call attention to the outstanding state IT projects highlighted in the State Recognition Award videos. Babies, milk, health clubs and child support, wrapped into one message, took the prize. Differences Between House and Senate Might Delay Spectrum Bill
The differences between House and Senate legislation on addressing the need for additional spectrum are reducing the prospects for passing a bill this year. However, the legislation could end up as part of the mini-omnibus or payroll tax deal. Congress is interested in passing legislation because it could provide billions of dollars in revenue from spectrum license auctions to pay down the deficit.
Both the House and Senate legislation reallocated D-block back to public safety. Both versions would also provide the Federal Communications Commission (FCC) with authority to conduct incentive auctions that would reward broadcasters for voluntarily relinquishing spectrum licenses. The House bill includes prohibiting the FCC from enforcing net neutrality rules requirements on spectrum licenses. The House and Senate fund the public safety network at different levels. In addition, the House bill includes provisions requiring several studies on 911 and Next Generation 911, and provide funding for a NG911 build out.
The main contentious differences between the two bills are the provisions to build the public safety interoperable broadband network and the approach to governing the new network. The House bill would require public safety to return 14 megahertz of spectrum used for narrowband communications while the Senate bill would not. The Senate would create a nonprofit corporation to manage the network while the House would leave the network build out to the states under coordination of an administrator.
On December 1, the House Energy and Commerce Subcommittee on Communication and Technology approved a draft bill that would reallocate 10 megahertz of electromagnetic spectrum, known as D-block, back to public safety. The Senate version of the spectrum bill, S. 911, cleared the Commerce, Science and Transportation Committee in June but has not come up for a vote in the full Senate. Leaders in both chambers have signaled they would like to include the measure in some type of end-of-year measure.
NASCIO is examining the bill for other issues and continuing to work as part of the Public Safety Alliance to get legislation passed that will be in the best interest of the states. Stay tuned for more information.

Committee & Work Group Updates
The Health Care Working Group and the State Digital Identity Working Group hosted a national webinar November 1 on the intersection between identity management and health IT. The event has been archived for members at www.nascio.org/events/webinars.cfm.
The Security and Privacy Committee hosted an all-states call on Domain Name System Security Extensions (DNSSEC) in November. Attendees heard from VeriSign and the Commonwealth of Virginia. Implementation of DNSSEC is frequently viewed as a best practice for enhancing internet security, but has been much more heavily employed in the federal government. VeriSign provided an overview of the technology and federal adoption, and the Commonwealth of Virginia described the state's DNSSEC project, as one of the few states that have broadly adopted.
The Department of Homeland Security (DHS) National Cyber Security Review (NCSR) survey has officially concluded with approximately 85 percent participation from the states at the enterprise level. The NCSR represents the first national survey of state and municipal government cyber readiness. The survey has been promoted from its inception by NASCIO and the Multi-State Information Sharing and Analysis Center (MS-ISAC). DHS is expected to report on the results in the January-February timeframe.
The Social Media Forum legal sub-group continued negotiations on terms of service revisions with YouTube and reached a tentative agreement that resolves the primary legal concerns. Details on the terms are almost finalized and it is anticipated that the terms will be announced through an all-states call in mid-December.
NASCIO: Making Connections
Chad Grant, NASCIO senior policy analyst, presented on a panel at the 10th Annual Smart Card Alliance Conference in Washington, D.C., on November 3. He also provided an overview on exploring the issue of verifying identity in a virtual environment to the Collaborative Forum's Meeting of the Ideas Committee.
Charles Robb, NASCIO senior policy analyst, attended the Global Privacy and Information Quality workgroup meeting in Washington on November 15-16. The workgroup is nearing publication of two documents, one on privacy impact assessments (PIAs) and the other on familial DNA testing. The former is slated for publication in early 2012.
