Smith Appointed as CIO for the State of Maine
The State of Maine appointed James R. (Jim) Smith as chief information officer. In his new role, Smith will oversee IT for all executive branch agencies and work collaboratively with the IT management counterparts that support the judicial branch, legislative branch and constitutional offices. Smith has been in the IT sector for 30 years and most recently served as the vice president at Unum, where he was responsible for IT innovation and education, vendor management, finance, and the company's operations in Ireland. For many years, Smith served as the chief information officer for Sun Life Financial in Massachusetts. NASCIO welcomes Smith to his new position with the State of Maine and to the association.
YouTube Modifies Terms of Service for State Government
Following lengthy discussions involving the NASCIO Social Media Legal Working Group, YouTube has agreed to modify the terms of service exclusively for state government. The new terms resolve a series of legal issues around indemnification and court of jurisdiction, which posed significant risk for state government. The agreement provides state agencies with a quick adoption and safer use of YouTube once formally approved through their state chief information officer. Congress Focuses on Tech Policy Agenda
The Senate returned from recess on January 23 with news that Majority Leader Harry Reid (D-NV) postponed the vote on the online piracy bill. During the second session of the 112th Congress, the House and Senate must deal with a range of tech issues from piracy to spectrum. The Congressional Internet Caucus held the State of the Net conference to provide an overview of issues to congressional staff, academics, consumer groups, and industry and government attendees. Issues included online piracy, cyber security, spectrum, privacy, use of geo-location by the government, internet taxation, patent warfare, and net neutrality. Committee & Work Group Updates
The Enterprise Architecture and Governance Committee is researching the use of big data and analytics among state and local government. The committee plans to highlight strategies for managing big data, predictive analytics, real time analytics, and new enabling data management technologies. Email esweden@amrms.com with ideas, references, case studies, and trends.
The Health Care Working Group hosted a call January 25 with the American Public Human Services Association. The call included an overview on how state human services programs can be tied into the efforts of the HITECH Act and the Affordable Care Act.
The IT Procurement Modernization Committee, chartered as a partnership with TechAmerica, held a planning call with the committee leadership. In addition to research and educational deliverables, the committee will engage with strategic partners to advocate for innovative state IT procurement best practices. The committee will hold its first call February 8 at 2:00 pm Eastern.
The Security and Privacy Committee has partnered with the Enterprise Architecture and Governance Committee on a cloud computing security brief. The committee discussions are focused on identifying the cloud initiatives CIOs and CISOs need to address.
The State and Local Collaboration Working Group is conducting a survey with the Public Technology Institute and is reaching out to NASCIO members to help identify cross-boundary collaboration activity among state and local government. The working group is looking to reveal best or emerging practices related to governance, organization, business process improvement, innovative technologies, funding models and more. The State Digital Identity Working Group is continuing discussions with Jeremy Grant, senior executive advisor with the National Institute of Standards and Technology, on the National Strategy for Trusted Identities in Cyberspace state pilots or grant opportunities. NASCIO: Making Connections
Doug Robinson, NASCIO executive director, and Pam Walker, NASCIO government affairs director, attended the National Governors Association National Summit on Government Redesign in Washington, D.C., December 12.
Robinson served on a panel at the IJIS Institute Winter Briefing in Washington, D.C., January 18-19.
Stephen Fletcher, Utah chief information officer, and Eric Sweden, NASCIO program director, enterprise architecture and governance, will represent the association at the SEARCH Winter Membership Group Meeting in San Diego, January 31- February 2. Fletcher will provide state government perspectives on current issues such as cloud computing, collaboration, and other state CIO priorities.
NASCIO Executive Committee members Jerry Fralick (North Carolina CIO), Dugan Petty (Oregon CIO), and Kyle Schafer (West Virginia CTO) will serve on a panel, "Technology Trends with a Twist," at the Governing "Outlook in the States" meeting in Washington, D.C., January 31- February 1. Robinson will moderate the panel discussion.
Charles Robb, NASCIO senior policy analyst, will represent NASCIO at the Global Privacy and Information Quality work group meeting in Baltimore, Md., February 7-8. The work group is expected to issue two briefs in the next few months on privacy impact assessments and familial DNA testing.
