State CIOs Wrap Up Successful D.C. Fly-in

NASCIO held its annual Fly-In on May 9, and experienced record member participation from the states and territories attending a diverse array of briefings and meetings. NASCIO members represented 39 states and the territories of Guam and American Samoa.

The NASCIO delegation spent their time working and meeting with federal agencies, strategic partner associations and congressional members and staff on a multitude of key issues currently under consideration by Congress and President Obama's administration. The Department of Homeland Security arranged a classified cyber security briefing with the National Security Agency (NSA) for state CIOs only. The U.S. Federal CIO Steve Van Roekel hosted the second joint NASCIO-Federal CIO Council Meeting to discuss opportunities for collaboration surrounding digital government strategy and shared priorities. The delegation also met with key NASCIO partners to discuss issues ranging from health care reform implementation to building out the public safety broadband network. Some NASCIO members also met with representatives of their state delegation to discuss the how states are affected by cybersecurity legislation and the role state government plays in this important issue.

NASCIO President Dugan Petty said, "The 2012 Fly-In was extremely successful. The opportunity to meet face-to-face with members of Congress, administration officials and key strategic partner associations to discuss key policy and regulatory issues that impact state CIOs is priceless. Each and every one of these discussions advances the interests of state CIOs and enhances NASCIO's reputation in our nation's capital."

NASCIO Releases Guidance Report on MITA 3.0

In response to the Centers for Medicare and Medicaid Services release of Medicaid Information Technology Architecture (MITA) 3.0, the NASCIO Health Care Working Group has formulated guidance for states to navigate Medicaid IT transformation to achieve lower costs, better health outcomes, and system interoperability. NASCIO continues to be an advocate for enterprise solutions and views the MITA framework as a way state CIOs can decouple legacy systems and break down existing silos in state government. NASCIO Presents Dr. Alan Shark with Prestigious Technology Award

NASCIO has awarded Alan Shark, chief executive officer and executive director of the Public Technology Institute, with the association's 2012 NASCIO Technology Champion (NTC) award. Shark received recognition for his outstanding contributions in promoting government performance excellence through sound IT solutions, policies and practice. The award was presented during the NASCIO Midyear Conference in Baltimore, Md.

"This is a fantastic award and I hope not only to live up to my past achievements – but also to look to the immediate future by re-energizing efforts to foster innovative ways to better collaborate across all levels of government," said Dr. Alan Shark.

Capitals in the Clouds: On Mission and Means

This month, NASCIO released a fourth report in its series on cloud computing, Capitals in the Clouds: On Mission and Means. Available at www.nascio.org/publications, the brief focuses on the key security concerns faced by state CIOs and their security staff, as they incorporate the cloud service delivery model into the tools they employ to support state services and protect and maintain state data. The brief also discusses states' initial cloud projects and emphasizes that engaging external cloud services involves significant risks if new services have not been properly vetted by state security staff or are over-sold on the basis of misunderstood requirements.

Submit a Nomination for NASCIO's 2012 Recognition Awards before Time Runs Out

NASCIO's State IT Recognition Awards will honor outstanding state IT projects that exemplify best practices, support public policy goals of state leaders, assist government officials in innovatively executing their duties and provide cost-effective services to citizens. NASCIO state and territory members may submit one project in each of the ten categories. Projects are judged on innovation, significance and overall benefit. Two finalists and one award recipient will be named for each category and announced at the 2012 Annual Conference in San Diego, Calif.

MIDYEAR CONFERENCE RECAP

Midyear Conference Sponsor Resource Center

Representatives from 47 states and territories and more than 100 partner organizations gathered May 8-11 for the NASCIO Midyear Conference in Baltimore. The Programs Committee did an excellent job of planning the conference, according to the evaluation results. The comments below sum up many of the comments received.

The conference was a great forum to share ideas and build new relationships and strengthen others, and reinforced what huge value NASCIO brings to state CIOs. The whole truly is greater than the sum of the parts. Additionally, this was the first year we participated in a "give back" program to benefit the local community. Thanks to everyone who made donations to Digital Harbor High School. With your help, we exceeded our goal and presented the school with a check for $1,785 to support the technology certification testing.

Committee & Work Group Updates

Brian H. Cameron, Ph.D., executive director for the Center for Enterprise Architecture at the Pennsylvania State University, and president of the Federation of Enterprise Architecture Professional Organization (FEAPO), spoke on the Enterprise Architecture and Governance Committee earlier this month. Dr. Cameron presented an overview of the bachelors and master programs in enterprise architecture, and FEAPO.

The Health Care Working Group will host a call on May 30, which will include a presentation from Meredith Taylor from the Markle Foundation and Deven McGraw from the Center for Democracy and Technology.

The IT Procurement Modernization Committee continues to develop a series of short issue briefs on IT procurement. This series will seek to identify solutions to problems states run into during procurement and contracting. The committee plans to explore the topics of enterprise procurements and performance bonds in conjunction with TechAmerica.

The State Digital Identity Working Group continues the comment period on the SICAM Guidance and Roadmap. Volunteers have submitted comments to the SICAM draft that is posted on the NASCIO Community.

NASCIO received word late last week that Twitter had posted revised general terms of services (TOS) that exclude federal, state, local governments from the clauses relating to controlling law, jurisdiction, and venue. This follows conversations between Twitter legal staff, the NASCIO Social Media Legal Working Group, and the National Association of Attorneys General, during which state concerns about these sections of Twitter's terms were explained. The new language should be beneficial for the majority of states that have significant concerns about venue and controlling law; we urge those states to review the full Twitter TOS at http://twitter.com/tos.

YouTube has begun contacting state agencies that requested revised terms of service through NASCIO's Social Media Forum. As previously reported, the NASCIO Social Media Legal Working Group negotiations with YouTube were concluded earlier this year, and requests to use those terms have been received from several states. We urge states to continue forwarding requests to Liz Fossett (lfossett@amrms.com), utilizing the spreadsheet previously sent through the NASCIO Community.

Several Security and Privacy Committee members are currently serving as a survey review group for the 2012 Deloitte-NASCIO cyber security survey, to be issued in June 2012.

The State and Local Collaboration Working Group continues to focus on a best practice framework for describing state and local collaborative initiatives. Forward best practices to Eric Sweden at esweden@amrms.com.

NASCIO has re-chartered the State Connectivity and Broadband Working Group in order to assist states and CIOs in their analysis and planning of the public safety network. This is a result of the passage of the Middle Class Tax Relief and Job Creation Act, in which Congress authorized development of a nationwide, interoperable public safety broadband network. Craig Orgeron, Mississippi CIO, and Darryl Ackley, New Mexico CIO, will co-chair this working group.

NASCIO: Making Connections

Doug Robinson, NASCIO executive director, joined senior administration officials and private sector leaders for a colloquium on the National Strategy for Trusted Identities in Cyberspace (NSTIC) on May 23 in Washington, D.C. NSTIC is President Obama's private sector-led and government-facilitated vision to make online transactions more trustworthy, secure, and privacy enhancing, giving consumers more confidence and enabling businesses to enhance customer relationships and to create innovative new products and services.

Robinson will moderate a panel at the XChange Public Sector Conference on June 6-8 in Charlotte, N.C. The State CIO panel will include John Letchford, Massachusetts CIO, Jonathon Womer, North Carolina CIO and Stu Davis, Ohio CIO.
