Congratulations 2012 State IT Recognition Award Finalists!

Successful information technology initiatives in state government deserve to be highlighted and shared in order to promote innovation, foster better government, and engage citizens. NASCIO has selected 30 state IT initiatives in 10 categories as finalists for its 2012 Recognition Awards for Outstanding Achievement in the Field of Information Technology in State Government.

Finalists in NASCIO's prestigious awards program, which is celebrating its 24th consecutive year, were recently announced, and one initiative in each category will be honored at NASCIO's upcoming Annual Conference. Projects and initiatives from NASCIO member states, territories, and the District of Columbia were eligible for nomination, and finalists were selected by NASCIO's Awards Committee from a field of more than 120 nominees.

Watch on Washington

House and Senate in Recess
The House and Senate are in the summer recess, with both chambers returning the week of September 10. Before leaving, the House and Senate leadership agreed to a fiscal 2013 continuing resolution (CR) that would fund the government at the level established by last summer's debt limit law through March 2012. When lawmakers return, they will face a number of issues that need to be resolved from the expiring tax cuts, to preventing the automatic sequestration cuts to defense authorization.

NASCIO Attends NCSL's Legislative Summit
Pam Walker, NASCIO director of government affairs, Pam Walker attended the National Conference of State Legislatures (NCSL) Summit from August 6-9. More than 1,200 state legislators and staff members from across the country attended to learn about and discuss the pressing issues facing states. The Legislative Summit offered over 100 policy sessions including many NASCIO issues. Committee & Working Group Updates

The Enterprise Architecture and Governance Committee held its monthly call on August 9. Dr. Brian Cameron, executive director of the Center for Enterprise Architecture at The Pennsylvania State University was a guest speaker. Dr. Cameron presented "Big Data and the Need for Enterprise Architecture," which is available on the NASCIO Community.

The Health Care Working Group hosted a call with the HIMSS Legal Taskforce on the legal ramifications of the Supreme Court decision on the Affordable Care Act. In addition, NASCIO continues discussions with HIMSS on a potential survey related to health IT. The working group continues to explore options for its next set of deliverables and plans to have speakers from the Department of Health and Human Services discuss in more detail what the Federally Facilitated Exchange would look like and what would be the state requirements.

The IT Procurement Modernization Committee continues to develop a series of short issue briefs on IT procurement. On August 1, in collaboration with TechAmerica and the National Association of State Procurement Officers, NASCIO released "Leaving Performance Bonds at the Door for Improved IT Procurement."The committee is currently working on a set of recommendations related to modernizing the Rrequest for proposal (RFP) process for IT procurement.

The primary focus of the Security and Privacy Committee over the last month has been monitoring the progress of the Deloitte-NASCIO 2012 Cybersecurity Survey. 47 states and two territories have completed the survey. Since this year's survey was considerably more detailed than the 2010 version of the survey, this response rate is thought to be excellent, and we are very appreciative of the time and effort state Chief Information Security Officers put into their responses. The survey results are expected to be released in mid-October.

Staff members are also preparing updated materials for NASCIO's Cybersecurity Awareness webpage in connection with the observance of Cybersecurity Awareness Month in October.

The NASCIO Social Media Forum hosted an all-states webinar on Social Media in State and Local Government on August 21. The webinar was targeted at state government members, but was also attended by Public Technology Institute members and other local government participants. The webinar included a presentation by Chris Cotner, a senior analyst with Deltek. Cotner covered key findings from Deltek's June publication, "Social Media in State & Local Government - A New Paradigm for Engagement and Innovation." During the call, Cotner provided insights concerning the evolving and increasingly sophisticated use of social media tools by state and local agencies. Terms of service-related efforts during the month have included work on a general letter of invitation to social media providers, which will leverage prior agreements and will hopefully lead to discussions with several other vendors.

The State and Local Working Group held its monthly call on August 14 with guest speaker Jim Sparks, geographic Iinformation officer with the Indiana Office of Technology. Sparks presented on the Indiana Data Sharing Initiative and the IndianaMap. At this juncture, there are 19 finalized scenarios that demonstrate state and local government collaboration. The committee is working on a white paper that will present lessons learned, best practices, and calls to action regarding cross-jurisdictional "joining up." The State Connectivity and Broadband Working Group's regular monthly calls have continued, with continued focus on pending public safety broadband network announcements expected out of the National Telecommunications and Information Administration in late August. With the appointment of FirstNet board members on August 20, the momentum of broadband build-out will significantly increase, and state-level planning is already well underway. The working group will continue to identify and report on state-level issues going forward.

The State Digital Identity Working Group has finished the SICAM Guidance and Roadmap and the anticipated release date is early September. NASCIO recently participated in the National Strategy for Trusted Identities in Cyberspace (NSTIC) Steering Group meeting in Chicago, IL on August 15 - 16. During the Steering Group meeting, the charter and by-laws were approved and elections took place for key stakeholder groups on the Management Council. The working group has begun drafting a call-to-action in support of the principles of NSTIC and is looking to partner with the State, Local, Tribal, and Territories stakeholder group of the Identity Ecosystem Steering Group Management Council prior to release.

NASCIO: Making Connections

Dugan Petty, NASCIO president and Oregon chief information officer, presented at the National Association of State Auditors, Comptrollers and Treasurers annual conference in Seattle, Wash, August 12-15. Petty will be speaking at the annual IT Solutions Management for Human Services Conference August 26-29 in Baltimore, Md.

Calvin Rhodes, Georgia chief information officer, spoke at the MS-ISAC Annual Meeting, August 20-22 in Atlanta, Ga.

Doug Robinson, NASCIO executive director, spoke on an all-state webinar with the National Association of State Chief Administrators on August 15. He will moderate a panel of state CIOs at the National Association of State Technology Directors Annual Conference in Baltimore, Md on August 28. .

Eric Sweden, enterprise architecture and governance program director, and Chad Grant, senior policy analyst, participated in the Strategy to Apply Reusable Technology (START) multistate consortium update call on August 14.

Sweden also participated in the Justice Training and Technical Assistance Committee monthly call on August 15, which detailed the planned release of the National Information Exchange Model 3.0.

Grant and Robinson participated in the National Strategy for Trusted Identities in Cyberspace Identity Ecosystem Steering Group launch meeting August 15-16 in Chicago, Ill.

Grant spoke at the EduCause K-20 Identity Management Task Force on August 15. He also represented NASCIO and spoke at the America Association of Motor Vehicle Administrators Annual International Conference in Charlotte, N.C. August 20-21.

Robinson and Dugan Petty will represent the association at the Government Accountability Office Executive Council for Information Management and Technology September 12-13 in Washington, DC. Later in the month, Robinson will be speaking at the National State Auditors Association IT Conference September 26 in Nashville, Tenn.
