Cybersecurity Executive Order
Because cybersecurity bill was held up in Congress before the October recess, it is expected that the White House will issue an executive order regarding cybersecurity very soon. A draft has been circulating for a few weeks, and has received much feedback from members of Congress, government officials, and private firms.

Sequestration Update
At the last minute, on September 22, the Senate passed a continuing resolution to fund the government through March 27, alleviating concerns that the federal government would partially shut down on September 30. Congress is on recess until November 13, leaving sequestration, the farm bill, and postal service issues to be dealt with after the election.

Committee & Working Group Updates

The Enterprise Architecture and Governance Committee published Is Big Data a Big Deal for State Governments? on August 23; see www.nascio.org/publications to view it.

The Health Care Working Group hosted a call with Devin Jopp from the working group for Electronic Data Interchange (WEDI). Jopp gave an overview of how WEDI provides best practices to the federal government and provides guidance where possible. The working group continues to explore options for its next set of deliverables, and discussions have started in regards to the development of a survey in early 2013.

The IT Procurement Modernization Committee continues to develop a series of short issue briefs on IT procurement. In collaboration with TechAmerica and NASPO, NASCIO is working on a set of recommendations related to modernizing the Request for Proposal (RFP) process for IT procurement.

Work on the Deloitte-NASCIO 2012 Cybersecurity Survey continues to be the focus of effort for the Security and Privacy Committee, with drafts of the summary report being reviewed. It is hoped that the summary will be completed in time to coincide with the NASCIO annual conference. Forty-eight states and two territories participated in the 2012 survey.

Staff members continue to update materials for NASCIO's Cybersecurity Awareness webpage in connection with the observance of Cybersecurity Awareness Month in October. That page will include an updated resource guide of state cybersecurity awareness and education programs and events, as well as links to additional sources of information.

The Social Media Forum continues to focus on its terms of service effort, which included development of a letter to social media providers which is to appear on the NASCIO Community as well as the NASCIO website, inviting providers to engage with NASCIO in revisions of their standard terms for free social media tools. It is hoped that prior agreements reached with Facebook, YouTube, and Twitter can leverage additional discussions with social media providers during the coming months. The Social Media Forum charter ends with the program year end in October, but TOS negotiations are expected to continue.

The State and Local Collaboration Working Group, and its special working group on Enterprise Architecture and Governance, published Why Should Governments Join Up? Why Now? What do We Gain? on September 13. See www.nascio.org/publications to view the publication.

The State Connectivity and Broadband Working Group's regular monthly calls continue to focus on nationwide public safety broadband network announcements and activities. The first meeting of the FirstNet Board will occur on Sept. 25, and we expect to track and discuss information coming out of that board as the NPSBN implementation begins to pick up speed.

The State Digital Identity Working Group finished and released the State Identity Crecdential and Access Management Guidance and Roadmap; it can be found at www.nascio.org/publications/documents/SICAM.pdf. The working group has started drafting a call-to-action in support of the principles of National Strategy for Trusted Identities in Cyberspace and looks to partner with the State, Local, Tribal, and Territories Stakeholder Group of the Identity Ecosystem Steering Group Management Council prior to release. On the August working group call, Steve Olshansky, of Internet2, gave an overview of the purpose and goals of the National K-12 Federated Identity and Access Management Task Force. As a member of the National K-12 Federated Identity and Access Management Task Force, Denise Shorey spoke about the focus, purpose, goals and accomplishments of the Consortium of School Networking (CoSN). In addition, Rodney Peterson described the role that EDUCAUSE, the college and university equivalent of CoSN, has as a participating member of the K-12 Taskforce.

NASCIO: Making Connections

NASCIO President and Oregon CIO, Dugan Petty, presented at the Annual IT Solutions Management Conference on August 28 in Baltimore, Md.

NASCIO Eexecutive Director, Doug Robinson and Dugan Petty attended Government Accountability Office Executive Council for Information Management and Technology in Washington, District of Columbia, September 12-13,..

Robinson spoke at the Biometric Consortium Conference in Tampa, Fla., September 18-20, as well as the Mississippi Digital Government Summit, September 24-25, in Jackson, Miss., Robinson also spoke at the National State Auditors Association IT Conference and Workshop, September 26, in Nashville, Tenn., where Erik Avakian, Pennsylvania CISO, spoke on Thursday, September 27.

Robinson will attend speak on cybersecurity risks in the states at the West Virginia Information Security Conference in Charleston, W. Va. October 2-3.

Eric Sweden, Program Director for Enterprise Architecture and Governance, was a panelist on the Criminal Justice and Health Information Technology roundtable with Community Oriented Correctional Health Services on September 14. in Washington, D.C. Sweden also participated in the Global Justice Priorities Meeting, August 29-30, in Arlington, Va.

Sweden was interviewed by DorobekINSIDER on NASCIO's recent brief on big data; the interview can be accessed here. Sweden also participated in an interview with John Monroe, Custom Editorial Director at 1105 Media, regarding the National Information Exchange Model.

Chad Grant, NASCIO senior policy analyst, presented to EduCause K-20 Identity Management Task Force on August 15. Grant will also speak at the America Association of Motor Vehicle Administrators Annual International Conference in Charlotte, N.C., September 20-21.
