NASCIO Remembers Tom Jarrett

NASCIO remembers Thomas M. Jarrett, former Chief Information Officer of the State of Delaware and NASCIO President, 2005-2006. Jarrett is survived by his wife Eileen and family, and will be remembered for his spirit and his many contributions.

2012 Annual Survey of State CIOs

On October 22, NASCIO, TechAmerica and Grant Thornton LLP will release the 2012 annual survey of state CIOs, Advancing the C4 Agenda: Balancing Legacy and Innovation. The survey data and report describes how state CIOs must balance delivering essential IT services and supporting legacy systems while dealing with the continual introduction of new technologies such as cloud, mobile and social media. Look for the report on NASCIO's website soon.

NASCIO Promotes State and Local Collaboration

The State and Local Working Group launched a new page highlighting cross-jurisdictional collaboration. This website presents references, successful case studies, and provides a link to the cross boundary technology awards archive. The new website is available at nascio.org/advocacy/collaboration/.

NASCIO Endorses National Cyber Security Awareness Month

Throughout October, NASCIO staff members, in conjunction with the Security and Privacy Committee, have promoted Cybersecurity Awareness Month and the wide variety of state awareness and training events that have been scheduled this year. NASCIO updated its CybersecurityAwareness webpage which highlights these events, as well as other awareness/training resources. The page, which includes an updated resource guide of state cybersecurity awareness and education programs and events, as well as links to additional sources of information, can be found here: nascio.org/advocacy/cybersecurity/.

Committee & Working Group Updates

NASCIO's Enterprise Architecture and Governance monthly call was held on October 11 . Carolyn Parnell, Minnesota chief information officer and co-chair for the committee, presented on the IT consolidation initiative in the state of Minnesota. Her presentation included background, legislation, framework, approach, governance, and current status of the initiative.

The Health Care Working Group has been working on a proposal in conjunction with Healthcare Information and Management Systems Society to partner on a survey in 2013. The survey would include a snapshot of the landscape of state level health information exchanges.

The IT Procurement Modernization Committee continues to develop a series of short issue briefs on IT procurement. In collaboration with TechAmerica and NASPO, NASCIO is working on a set of recommendations related to modernizing the request for proposal (RFP) process for IT procurement. On the October 10 committee call, Sonny Bhagowalia, Hawai'I chief information officer, gave an overview of the recent release of the Hawai'i IT Acquisition Strategy, which can be found at http://oimt.hawaii.gov/wp-content/uploads/2012/09/Governance_IT-Acquisition.pdf

The Security and Privacy Committee's work on the Deloitte-NASCIO 2012 Cybersecurity Survey will be culminating with the issuance of the 2012 Summary Report during the NASCIO Annual Conference. With 48 states and two territories participating in the 2012 survey, state CISOs have documented the status of their IT security programs and the relative strengths and weaknesses with the suite of core security services they provide state governments. Individualized benchmark reports for each participating state and territory will be completed and made available to states within the next few weeks.

Since the last newsletter, the NASCIO Social Media Forum completed and posted a letter to social media providers on NASCIO'S advocacy webpage inviting providers to engage with NASCIO in revisions in their standard terms for free social media tools. The General Services Administration has added a link to the notice on their own terms of service page and NASCIO has publicized the letter through the Community blog-post and posts on Twitter. Through these means, NASCIO hopes word is getting out about the achieved agreements with the most frequently used providers, and continues to engage with more providers to allow use of a greater number of social media platforms. The State and Local Collaboration Working Group hosted a webinar featuring Dr. Brian Cameron of Penn State University, titled Effective Transformation and Integration that can Enable Cross-jurisdiction Collaboration. The webinar is available for download at nascio.org/committees/ea/webinarArchive.cfm#618. The working group will host two webinars in November. The State Connectivity and Broadband Working Group's monthly calls continue to focus on Nationwide Public Safety Broadband Network (NPSBN) announcements and activities. The first meeting of the FirstNet Board was held on September 25, and the working group has discussed the initial policy positions that both FirstNet and the National Telecommunications and Information Administration are taking as the NPSBN planning continues. On October 15, the working group hosted an all-states call with FirstNet board member and former NASCIO president, Teri Takai, in order to gain further insight into FirstNet activities and to provide feedback on issues identified by states as their own planning continues.

The State Digital Identity Working Group has agreed to a speaker request by Smart Card Alliance. The session will focus on the recent release of the SICAM Guidance and Roadmap. The 11th Annual Smart Card Alliance Government Conference will be hosted November 28-20 in Washington, D.C. The agenda will focus on challenges for government issuers, accreditation and testing authorities, procurement programs, and the industry to meet the government's market demands. The State Digital Identity Working Group continues to draft a call-to-action in support of the guiding principles of National Strategy for Trusted Identities in Cyberspace and encouraging participation by NASCIO members.

Eric Sweden, NASCIO program director for enterprise architecture and governance, will participate in the National Governor's Association's Next Generation Justice Information Sharing Policy Academy in Kansas City, Mo. on October 18.
