State CIOs Identify Top 10 Priorities

Consolidation, cloud services, security, budget, health care and mobile services are at the top of the list among the most critical policy and technology issues to be faced by state government in 2013, according to the annual survey of state CIOs by the National Association of State Chief Information Officers (NASCIO). The prioritized list is available for download on NASCIO's website at www.nascio.org/publications.

Annual Conference: Award Winners and NASCIO Gives Back

During the conference, NASCIO went the distance and raised $4,440 for the San Diego Futures Foundation. Thanks to everyone who walked ran, and even rode in the 5k – and start training for the next one in D.C. at Midyear!

Herckis Named Director of Government Affairs for NASCIO

The National Association of State Chief Information Officers (NASCIO) is pleased to announce the appointment of Mitch Herckis as Director of Government Affairs. Mitch is responsible for advancing NASCIO's federal advocacy agenda, policy positions, and strengthening the association's strategic alliances with key partners. His role includes ensuring the perspectives of state CIOs are represented in the shaping of federal legislation and policies and working with federal lawmakers on key state IT issues.

Mitch spent the last five years at the National League of Cities, serving as senior legislative counsel and principal associate. He was the lead advocate and policy expert on a wide range of telecommunications and IT issues.

Watch on Washington

Under the Affordable Care Act, states must declare whether they will create their own health care exchanges or have the federal government run an exchange in their place by Friday, November 16, 2012. While they still must declare whether they will create their own health care exchanges by that deadline, U.S. Health and Human Services Secretary Kathleen Sebelius sent a letter to governors on Friday, November 9, letting them know the deadline to submit blueprints for their exchanges has been extended until December 14, 2012. As many states were waiting until after the 2012 election to decide upon whether to implement state health insurance exchanges, some are behind schedule in letting the federal government know their plans. If a state chooses to act in partnership with the federal government on its health insurance exchange, they will have until February 15, 2013 to file applications.

Committee & Working Group Updates

The Enterprise Architecture & Governance Committee held its monthly committee call on November 8, 2012. The agenda included a presentation by Oracle's Enterprise Strategy Team on the Enterprise Architecture Program at Oracle emphasizing their growing practice in business architecture. The next call will be on December 13, 2012, with a presentation by HP's Paulina Orlikowski, Robert Otterberg, and Kent Klitzke.

The Health Care Working Group gained approval from the Executive Committee to partner with HIMSS on a survey in 2013. The survey would include a snapshot of the landscape of state level health information exchanges. Development of the survey has started with input from the working group. NASCIO will accept any question submittals that members may have related to state level HIT efforts. For more details or to submit questions please contact Chad Grant at cgrant@amrms.com.

The IT Procurement Modernization Committee continues to develop a series of short issue briefs on IT procurement. In collaboration with TechAmerica and NASPO, NASCIO is working on a set of recommendations related to modernizing the Request for Proposal (RFP) process for IT procurement. In addition, the committee is currently compiling an overview of states that have limitations on liability in state IT procurements. The committee is currently being re-charted though the end of April so that members can continue to explore innovation procurement solutions for states.

Work on the Deloitte-NASCIO 2012 Cybersecurity Study culminated for the Security and Privacy Committee with issuance of the summary report on October 23 during the NASCIO Annual Conference. With forty-eight states and two territories participating in the 2012 survey, state CISOs have documented the status of their IT security programs and the relative strengths and weaknesses within the suite of core security services they provide state governments. The report has been well received at this point, with a great deal of press coverage.

Following the Social Media Forum's posting of an open letter to social media providers on NASCIO's advocacy webpage regarding terms of service, the Social Media legal team has begun review of modified terms of service issued by SurveyMonkey. The Legal team is also approaching other providers directly in order to begin negotiations. Revised YouTube terms of service continue to be processed by staff and forwarded to YouTube.

The State Connectivity and Broadband Working Group's regular monthly calls continue to focus on nationwide public safety broadband network announcements and activities, but following discussion at the annual conference and meetings of the NASCIO Executive Committee, it is anticipated that future discussions will also address broadband initiatives more generally. Staff members are continuing to monitor activities of the FirstNet Board, which will be meeting again in December.

The State Digital Identity Working Group has agreed to speaker requests by Smart Card Alliance (SCA), TechAmerica, Personal Identity Verification Interoperability First Responder Authentication Credential Technology Transition Working Group (PIV-I FRAC TTWG), and the Smart Card Interagency Advisory Board (IAB). The presentations will focus on the recent release of the SICAM Guidance and Roadmap. The Digital Identity Working Group is in the process of finalizing Call-to-Action in support of the State Identity Credential Access Management Guidance and Roadmap (SICAM) and encouraging adoption by NASCIO members. The anticipated release date for the Call-to-Action is the last week in November.

NASCIO: Making Connections

Doug Robinson, NASCIO Executive Director, attended the National Academy of Public Administration Fall Meeting November 15-16 in Washington, D.C. Robinson will present at the Council of State Archivists Best Practices Exchange December 4-6 in Annapolis, Md.

Robinson will present at the Texas Association of State Systems for Computing and Communications December 11 in Austin, Texas and will keynote the North Carolina Office of State Controller Financial Conference in Raleigh, N.C. December 12.
