Thomas Jarrett Conference Scholarship Award

In memory of Jarrett, NASCIO announces the Thomas M. Jarrett Chief Information Security Officer Conference Scholarship Program. It grants CISOs that have not attended a NASCIO conference in the last three years the opportunity to attend. CISOs will be nominated by state CIOs. The nomination process will open on April 1 at www.nascio.org.

State IT Recognition Awards In the Spotlight
Cross Boundary Collaboration and Partnerships:
California – Public Employer Readiness Team (PERT)

The California Public Employees' Retirement System (CalPERS) launched the $500 million "my|CalPERS" system in September, 2011, transforming multiple systems into a consolidated information exchange network. The new system established data integration and integrity for 3,125 business partners (public employers and benefit service providers) for all CalPERS pension and health program participants. To meet the launch date, CalPERS needed community buy-in.

The Public Employer Readiness Team (PERT) operated in parallel to my|CalPERS to foster collaboration with business partners with diverse interests and capabilities. PERT's task: ensure the voice of the customer was heard in the design and development stages, and secure their commitment, enthusiasm, and readiness for change.

PERT launched a coordinated series of campaigns and used the ADKAR cultural change model (Awareness/Desire/Knowledge/Ability/Reinforcement) to involve business partners in each phase of the my|CalPERS project. A multi-phase campaign progressively built excitement, ownership, and commitment by increasing stakeholder confidence and readiness.

Watch on Washington

Although January in Washington is best known for the pomp and circumstance surrounding the inauguration of a President, behind the scenes it is grappling with key issues. In the lead up to the State of the Union on February 12, there is a strong chance we could see the roll-out of policies with significant impacts on state IT. The technology community expects the Administration to put in place its oft-mentioned cybersecurity executive order in days leading up to the speech. In addition, many expect significant regulatory changes to be offered during the State of the Union. Beyond the State of the Union, the House of Representatives leadership is planning to increase the debt ceiling enough to keep the government running through May 19. Expect the Administration and Congress to try for another grand bargain on spending cuts and debt reduction. Whatever the final result, it will likely impact key state funding sources.

Committee & Working Group Updates

The NASCIO Enterprise Architecture & Governance Committee held its monthly call on January 10, 2013. This call was devoted to generating candidate project ideas for 2013. In lieu of a monthly call for February, the committee will participate in the NIEM Online Town Hall Meeting. The Town Hall will focus on the community's hard work and successes that have helped elevate NIEM to the next level. Agenda includes:

  • Donna Roy, NIEM Executive Director: Preview of 2013 NIEM highlights.
  • Andrew Owen, NTAC Co-Chair: Progress on the NIEM Version 3.0 Release.
  • Joe Bodmer and David Tabler, NIEM Human Services Domain Leaders: Community engagement and growth of the Human Services domain.
  • Doug Robinson, NASCIO Executive Director: Overview of formal NIEM adoption efforts across states and territories.
  • Joseph Grubbs, VA Commonwealth Data Governance Service Lead: Achieving interoperability across the Commonwealth of Virginia through the use of NIEM.

The Health Care Working Group has developed a survey in conjunction with HIMSS and will be hosted an All-States call on January 22, 2013 to announce the launch of the survey to state CIOs. The survey has been developed with guidance form the Health Care Working Group and will include a snapshot of the landscape of state level health information exchanges. The Health Care Working Group named the State of Arizona Chief Information Officer Aaron Sandeen and the Commonwealth of Massachusetts Secretariat Chief Information Officer Manu Tandon to serve as Co-Chairs for the current charter period.

The IT Procurement Modernization Committee continues to develop a series of short issue briefs on IT procurement. In addition, the committee is currently compiling an overview of states that have limitations on liability in state IT procurements and plans to release an informational graphic in late January. As part of the re-charter process, the IT Procurement Modernization Committee has named State of Oklahoma Chief Information Officer Alex Pettit and State of Iowa Chief Information Officer Robert von Wolffradt as Co-Chairs.

The Legal IT Working Group has begun discussions with other social media platforms regarding potential negotiation of state government terms of service. The YouTube submissions for state government terms of service continue, and the working group will meet on Thursday, January 24 at 3 pm eastern to discuss further legal issues and deliverables.

The Security and Privacy Committee recently hosted a call with the State of South Carolina Chief Information Officer Jimmy Early as the guest speaker. The call included an overview and lessons learned from the recent breach that occurred in South Carolina, the Office of Inspector General report suggestions, and insight into how to build a stronger cyber security governance model for states. In December, NASCIO also hosted an educational webinar on the 2012 Deloitte-NASCIO Cybersecurity Study: A call for collaboration and compliance. With the recent retirement of the State of Montana CIO Dick Clark, the Security and Privacy Committee has named the State of Connecticut CIO Mark Raymond to serve as a Co-Chair with State of Nevada CIO David Gustafson.

The Public Safety Broadband Working Group has taken up the torch for the State Connectivity and Broadband Working Group in the new year, focusing on the development and implementation of a nationwide public safety broadband network (PSBN). In December, the group held an in-depth conversation on a conceptual framework for the PSBN and a conversation on how 'wavier jurisdictions', which had begun building out the network with federal dollars, would proceed. In January, the committee was joined by Steve Traylor, Executive Director of the National Association of Telecommunications Officers and Advisors (NATOA), regarding early state and local collaboration in planning of the network.

The State Digital Identity Working Group recently presented to the Smart Card Alliance (SCA), TechAmerica, Personal Identity Verification Interoperability First Responder Authentication Credential Technology Transition Working Group (PIV-I FRAC TTWG), and the Smart Card Interagency Advisory Board (IAB). The presentations focused on the recent release of the SICAM Guidance and Roadmap. The Digital Identity Working Group finalized a Call-to-Action in support of the State Identity Credential Access Management Guidance and Roadmap (SICAM) and encouraging adoption by NASCIO members. The State Digital Identity Working Group recently announced that the State of New Hampshire Interim Chief Information Officer Peter Hastings and the State of Georgia Chief Information Officer Calvin Rhodes will serve as Co-Chairs.

NASCIO: Making Connections

Doug Robinson, NASCIO Executive Director, attended and spoke at the National Homeland Security Consortium meet in San Diego, CA January 16-18, as well as the IJIS Institute Industry Briefing in Washington, DC January 23-25. Robinson will meet with the National Governor's Association in Washington, DC February 6 and will speak at the RSA Conference in San Francisco February 24-27.

Mitch Herckis, NASCIO Government Affairs Director, participated in a forum on cybersecurity collaboration hosted by the International Association of Chiefs of Police (IACP) on December 19, 2012. On January 25, Herckis will participate in APHSA's Human Services Transformation Roundtable and on January 29, he will attend Governing Magazine's Outlook in the States & Localities Conference in Washington, D.C. Herckis will also attend the NGA Winter Meeting in Washington, DC February 22-24.
