Ward Named Senior Policy Analyst for NASCIO
NASCIO is pleased to announce the appointment of Meredith Ward as a senior policy analyst. Meredith comes to NASCIO with more than 10 years of legislative, policy and media experience. Prior to NASCIO, Meredith spent nearly seven years at the International Association of Chiefs of Police (IACP) as manager for legislative and media affairs. At the IACP Meredith worked on numerous criminal justice and homeland security issues and also served as the traditional and social media liaison for the association. Earlier Meredith served as the assistant director of Federal and State Relations at the National Club Association and on the Government Relations Staff at the National Cable and Telecommunications Association. In 2002 Meredith received her Bachelor of Arts in Government from Centre College, located in her home state of Kentucky.

NIEM Adoption in the States
NASCIO recently launched a survey of the states to understand the current adoption of National Information Exchange Model (NIEM) with state data management policy and strategy. State CIOs will be engaging enterprise architecture staff to complete the survey. The deadline to complete the survey is March 6. Results of the survey will be used to develop an issue brief including recommendations related to formal adoption of NIEM across the state and territories. Winning Submission from 2012 -- Digital Government: Government to Business Pennsylvania e-Permitting
PennDOT issues Highway Occupancy Permits (HOPs) for driveway, local road and utility construction activities which impact traffic patterns on Pennsylvania roads. Most of the applicants are businesses, including utilities, developers, consulting engineers, timber and drilling companies. Prior to Oct. 31, 2011, submitting an HOP application was a slow, manual, paper-based process. Further, each of PennDOT's 11 engineering districts had developed their own internal processes for reviewing and approving HOPs. Several major issues impacting NASCIO's state members have jumped to the forefront over the last month, three of which are federal advocacy priorities for our organization this year. Over the coming weeks, NASCIO will be releasing fact sheets for its members on a number of these topics to ensure all members are properly informed on these crucial issues.
Modernizing Grant Guidance and Regulations to Meet Current Technology and Service Models On January 31, the Office of Management and Budget (OMB) released a proposed "omni-circular" to replace 8 circulars that guide agencies' rules on grants to states and localities. NASCIO has been collaborating with OMB for years on potential reforms that ensure 21st century business technology practices are recognized in the guidanceparticularly the realities of purchasing, consolidating and moving grant data and services across technology and software platforms. Our collaboration has clearly paid off, with the omni-circular proposing reforms that will allow large IT projects to budget for contingency funds, build excess capacity in anticipation of use increases, allow financing for software projects, and for IT consolidation on equipment purchased with federal grant funds in certain circumstances.
Cybersecurity & States At Risk: Working Together to Protect Citizen Data and State Digital Assets NASCIO has also made cybersecurity a priority for this year. Following an announcement at the State of the Union, the President made two concurrent executive actions that ordered the federal government reorganize its interaction with states, localities, and the private sector over the course of the year. Working together, the order hopes to develop a range of voluntary consensus standards on cybersecurity, and develop a system for the near real-time monitoring of cyber threats to critical infrastructure.
Collaborating on a Nationwide Public Safety Communications Network Finally, NASCIO and its membership have been active in the planning and creation of a nationwide public safety broadband network. One of the first substantive steps toward moving the nationwide network forward was taken on February 6 with the release of State and Local Implementation Grant Program. This federal grant will provide states with anywhere from $500,000 to $6 million to begin planning and coordinating the creation of the PSBN with their federal, local, and tribal partners. Grant submissions are due March 19.
NASCIO continues to represent its members on a number of other pressing issues, including the Department of Commerce is considering governance and policy changes to the .us top level domain, which many states and localities still utilize.

Committee & Working Group Updates
The Cross-Jurisdictional Collaboration Working Group completed its brainstorming sessions. Initiatives for the first two quarters include:
- Compilation of governance models for collaboratives
- Continue to collect scenarios that describe successful collaborative arrangements see www.nascio.org/advocacy/collaboration/
- Compilation of cost sharing models
- Address security consideration for collaboratives e.g., use of the Global Federated Identity Management is on approach
The Enterprise Architecture and Governance Committee continues to sponsor innovation forums and webinars. On Wednesday, February 27, NASCIO presented the webinar, "Driving Efficiency and Innovation by Consistently Managing Complexity and Change." This presentation outlined the four pillars of a Holistic Enterprise Architecture: architectural models, framework, methodology, and implementation/solution models. It also explained the business and technology gains, and demystifies the practice of implementing a successful Holistic Enterprise Architecture. Hold the date: NASCIO's next Innovation Forum, "Architecting for Public Value," occurs on March 26 with guest speaker Roberto Rivera, Global Architecture Capability Technical Lead and Profession Leader, at HP. The invitation will be sent out through the NASCIO Online Community.
The Health Care Working Group continues to solicit feedback on the survey that was developed in conjunction with HIMSS. If your state has not responded to the survey please contact Chad Grant at cgrant@amrms.com. The survey was developed with guidance form the Health Care Working Group and will include a snapshot of the landscape of state level health information exchanges. The Health Care Working Group recently hosted an educational session in conjunction with the Government Accountability Office on express lane eligibility for state programs. The briefing provided insight into states leveraging eligibility systems for multiple programs.
The IT Procurement Modernization Committee continues to develop a series of short issue briefs on IT procurement. In addition, the committee released an information graphic on limitations on liability in state IT procurements. On February 13 the committee hosted guests from the National Association of State Procurement Officials, Western States Contracting Alliance, and Institute for Justice Information Sharing (IJIS). NASCIO has also agreed to participate in the IJIS Task Force on Procurement Innovation.
The Legal IT Working Group has been working to assemble a catalog of state social media policies, so it can look at the broad issues states face in the creation of the policies. The Public Safety Broadband Working Group held a call on February 20 to discuss significant issues impacting the planning and eventual build-out of the nationwide public safety broadband network. The call focused primarily on two main issues. First, members discussed the February 6 release of an application for the State and Local Implementation Grant Program, which states will utilize to collaborate with FirstNet on gathering data, and creating the planning and governance bodies necessary to ensure the creation of the network. In addition, the working group discussed the February 12 FirstNet Board meeting, including its decision to work with certain state and local jurisdictions that had previously received federal grants to begin early build out of the nationwide network.
The Security and Privacy Committee recently hosted a call with the Department of Homeland Security to assess state gaps in privacy requirements. In addition, NASCIO plans to compile a fact sheet on the cyber framework and the potential impact on states. The State Digital Identity Working Group recently hosted Karyn Higa-Smith as a guest speaker on behalf of the Personal Identity Verification Interoperability First Responder Authentication Credential Technology Transition Working Group (PIV-I FRAC TTWG). Higa-Smith gave an overview of the states that are actively using the PIV-I standard for first responders and other possible uses for states. The National Institute of Standards and Technology announced earlier this year a new grant opportunity for identity solution pilots under the National Strategy for Trusted Identities in Cyberspace (NSTIC). Those interested should review the 2013 NSTIC announcement of federal funding opportunity.
NASCIO: Making Connections
Doug Robinson, NASCIO executive director, provided a briefing on cybersecurity for the National Governor's Association committee and governors' staff in Washington, DC February 6 and spoke at the RSA Conference in San Francisco, Calif. February 24-27. Robinson will speak at both the CIO Forum and Innovation Summit during the National Association of Counties Legislative Conference in Washington, DC March 1-2.
Mitch Herckis, NASCIO government affairs director, attended the National Governor's Association Winter Meeting in Washington, DC February 22-24 and attended the ESRI Federal GIS Conference February 25-27. Herckis will also attend the Telecom Expense Management Working Group on Mobile Device Management and Interoperability in Washington, DC March 11-12.
Chad Grant, senior policy analyst, will attend the Healthcare Information and Management Systems Society Conference in New Orleans, La. March 3-7.
Eric Sweden, program director for enterprise architecture and governance, will present to joint session of the Association of Enterprise Architects and the International Institute of Business Analysts in Ottawa, Ontario March 4-6.
