  • NASCIO Annual Conference to Highlight Leadership and Innovation

    The 2006 Annual Conference will be held October 15-18 in Miami, Florida at the Loews Miami Beach Hotel. Keynote presentations will feature Neal Petersen and his inspirational story that "In life there are no barriers - only solutions," and Celia Sandys, granddaughter of Winston Churchill, speaking about his leadership principles of motivation, inspiration, innovation and determination.

    The theme of this year's conference will be Leadership and Innovation in Changing Times. Conference sessions will focus on innovations in Medicaid and other government projects, change & transition, and collaboration for all-hazards preparedness. Panels will also discuss the evolving role of the CIO, the challenges of enterprise identity management and the CIO's part in privacy protections. Registration is now open.   • NASCIO Releases CISO Survey Results

    A Current View of the State CISO: A National Survey Assessment, the most recent product of NASCIO’s Information Security and Privacy Committee was released on September 12. This report presents aggregate survey results reflecting a snapshot of the state CISO role as of summer 2006. This survey was conducted in preparation for the committee’s latest research brief entitled, Born of Necessity: The State CISO Evolution (July 2006). The survey results indicate that the state CISO position has become highly prevalent and is evolving into a state IT security policy and strategy leader.
  • NASCIO President Speaks on CIO Talk Radio

    Matthew Miszewski, NASCIO President and Wisconsin state CIO joined host Sanjog Aul for the September 6 installment of CIO Talk Radio. The discussion focused on partnering for success in IT and featured Miszewski along with guests Catherine Boivie, Senior Vice President, Information Technology, Pacific Blue Cross, and Jim Wetherbe, Stevenson Chaired Professor of Information Technology, Texas Tech University.   • Executive Committee Speaking Engagements

    NASCIO President Matthew Miszewski represented NASCIO at the National Governors Association (NGA) Cybercrime Task Force meeting in Washington DC. He will present the keynote address to the National States Geographic Information Council (NSGIC) Annual Conference on October 3 in Little Rock, Arkansas.

    Larry Biggio, Co-Chair of the Health IT Committee and CIO of Wyoming, will attend the National Association of Public Health Information Technology (NAPHIT) Annual Meeting on September 24, representing NASCIO. He will participate in the opening session of the meeting, a panel entitled, "Trends and Issues Relevant to Public Health CIOs: Health IT Sector Perspective".

  • CIO Transitions

    KENTUCKY
    Mark Rutledge has been appointed Kentucky's Commissioner of the Commonwealth Office of Technology (COT) and state CIO, responsible for oversight of almost 460 employees and more than 100 contractors that foster COT's mission of supporting government services.

    Rutledge, who served as Deputy CIO since September 2005, replaced Mike Inman, who served as the state's CIO from May 2004 until August of this year. Inman most recently served NASCIO as a member of the 2005-2006 Executive Committee.


    GEORGIA
    Georgia Technology Authority (GTA) Executive Director and state Chief Information Officer Tom Wade resigned from his position effective August 31, to accept a position at the Andrew Young School of Policy Studies at Georgia State University.

    Patrick Moore is serving as Interim Executive Director of GTA until a permanent director is appointed. He is leading GTA's strategic efforts to enable state government to use IT to operate effectively and efficiently. As Deputy Chief Operating Officer for Governor Sonny Perdue, Moore oversees the leadership, management and supervision of state agencies and their respective boards and commissions. He will maintain his role as Deputy COO, although he will spend the majority of his time with GTA during the interim period.


    OREGON
    Mike Zanon, has resigned from his position as Interim Chief Information Officer for the State of Oregon to accept a position with the Oregon State Police, where he will lead the state's wireless interoperability effort.

    Dugan Petty has been appointed to serve as Interim Chief Information Officer for the State of Oregon.

Staff Updates

  • NASCIO Membership & Communications Coordinator Stephanie Czuhajewski attended the National Conference of State Legislatures' Annual Meeting, August 15-18, in Nashville, TN. The four-day conference included a session entitled "Real ID, What's Next for States: A Public Hearing on Real ID," which featured testimony by Tennessee CIO Bill Ezell and NASCIO corporate member Scott Carr of Digimarc. Other sessions of interest included "Innovations in Health Information Technology" and "Broadband Services for the 21st Century," along with a keynote presentation by Michael Chertoff, U.S. Secretary of Homeland Security.
  • NASCIO Enterprise Architect Eric Sweden is coordinating several outreach efforts on NASCIO's behalf. He will participate in the Department of Justice Global Infrastructure and Standards Working Group meeting in Arlington, Virginia, on October 3-5 and is currently assisting with plans for this event. He will also attend the Northern Illinois Planning Commission meeting to speak on the subjects of enterprise architecture, service oriented architecture, and collaborative information exchange on October 25 in Chicago, Illinois.

Committee & Work Group Updates

  • NASCIO’s Broadband in the States Working Group recently completed work on an issue brief entitled Bowling for Broadband 2: Toward Citizen-Centric, Broadband-Based E-Government. Rich-media is beginning to dominate the communications experience, making broadband and wireless connectivity more of a necessity than a luxury when it comes to taking advantage of what the internet has to offer as a medium for delivering entertainment, information, and services (including government services). This issue brief examines the need for citizen-centric broadband, including examples from several states, and opportunities for state CIOs to advance broadband services.

    NASCIO's ad-hoc group was led by George Boersma, Director of Technology Partnerships for Michigan’s Department of Information Technology (MDIT).

  • NASCIO's Corporate Leadership Council (CLC) held its Annual Face-to-Face Meeting at ESRI's Vienna, VA office on September 7. Forty-seven corporate member firms attended the event, which featured a State of the States' Gubernatorial Election Update presented by Bob Benenson, editor of CQPolitics.com, a free election news Web site launched by Congressional Quarterly (CQ) in January 2006. NASCIO corporate members also received a federal affairs briefing by Christina Rosendahl of Collins & Company, and an Executive Committee briefing from NASCIO President Matt Miszewski and NASCIO's Executive Director Doug Robinson. During the second half of the CLC Face-to-Face Meeting, attendees participated in a strategic planning session, designed to identify and shape the committee's 2007 goals and activities.
  • The Disaster Preparedness and Business Continuity Working Group, a joint project of NASCIO's Corporate Leadership Council (CLC) and the Enterprise Infrastructure and Services Committee, met on September 5 to discuss the scripting for the scenario-based video project. The working group anticipates completion of the project by the end of the year.
  • The Enterprise Infrastructure and Services Committee is completing work on an issue brief entitled, Relationships Matter: Customer Service Strategies to Promote Enterprise Services. The brief is slated for release in late September. This effort will be followed by a second edition, Relationships Matter Part II: Customer Service Concepts and Strategies to Maintain Enterprise Services, which will focus on sustaining the relationships after buy-in from the agencies has been established.

    The committee held the final installment of its ITIL webinar series on September 6. The archived audio and presentations from all five webinars in this series are now available. NASCIO would like to thank its corporate partners for their participation in this very informative educational endeavor.

  • In addition to their recent release of A Current View of the State CISO: A National Survey Assessment, NASCIO’s Information Security and Privacy Committee is also finalizing an issue brief on the importance of privacy. The committee anticipates it will be released in October 2006. In the coming weeks, this group will also conduct a survey of IT threats facing state IT. The survey results will help NASCIO support its advocacy of state cybersecurity issues.
