NASCIO Elects New Officers
The Executive Committee met last week to fill several vacancies in leadership positions within the association. Iowa CIO John Gillispie and Minnesota CIO Gopal Khanna have been chosen to serve as the association's Vice- President and Secretary-Treasurer respectively. These mid-program officer elections took place due to a state CIO staffing transition that resulted in the departure of former Nevada CIO Terry Savage, who had served as NASCIO's Vice-President since October 2006.
In addition to the Board's election of Gillispie and Khanna, NASCIO President Teri Takai appointed Nebraska CIO Brenda Decker and South Carolina CIO Jim Bryant, PhD, to fill vacancies on NASCIO's Executive Committee. To view a complete roster of the 2007 NASCIO Executive Committee, click here.

NASCIO National Technology Champion Award Nomination Deadline - January 24
NASCIO is currently accepting nominations for the 2007 National Technology Champion Award. This award recognizes outstanding leadership by an individual in the field of information technology policy and practice. Such leadership is key to advancing citizen service, information sharing, and good government.A National Technology Champion's efforts will have broad-ranging impact felt beyond his or her jurisdiction, and nominees may be an individual representing federal, state or local government, a legislator, academician, or an individual from the private sector. State CIOs are not eligible for this award.

CIO Transitions
ARKANSAS
Arkansas CIO Doug Elkins resigned from his position on January 8, 2006. Elkins, who served as Arkansas' CIO since March 2004, has been an active member of NASCIO, most recently serving as a member of NASCIO's 2006-2007 Executive Committee and a co-chair of NASCIO's 2005-2006 Enterprise Architecture Committee.
COLORADO
Colorado Governor Bill Ritter has appointed Michael Locatis to serve as the state's chief information officer beginning January 9, 2007. Locatis replaces current Colorado CIO, John Picanso, who plans to return to his former position as CIO for the Colorado Department of Agriculture. Locatis previously served as CIO for the City of Denver.DISTRICT OF COLUMBIA
Robert LeGrande II has been selected to serve as the Interim Director of the Office of the Chief Technology Officer of the District of Columbia. LeGrande previously served as Deputy Chief Technology Officer for the municipal government of the District of Columbia. In this capacity, he provided leadership for the city's Wireless Network Operations, Human Services Modernization Program (HSMP), Citywide Credentialing and the National Capitol Region's Interoperable Communications Program. IDAHO
Idaho CIO Pam Ahrens has resigned from her position as Director of the Department of Administration and Chairman of the Information Technology Resource Management Council. A replacement has not been named to fill the position, which she held since 1995.
NEVADA
Nevada's newly elected Governor Jim Gibbons has announced the appointment of Daniel H. Stockwell as Nevada's new CIO and Director of the Department of Information Technology (DoIT). Stockwell replaces Terry Savage, who was recently elected as NASCIO's Vice-President and Programs Committee chair. Savage, a longtime NASCIO member, had served as Nevada's state CIO since August 30, 2000. Ohio CIO Mary Carroll has announced her resignation effective January 31, 2007. A replacement has not yet been named to fill Carroll's position, which she has held since August 2005. Carroll, an active NASCIO member, most recently served as the co-chair of NASCIO's 2005-2006 Security & Privacy Committee.
RHODE ISLAND
Rhode Island CIO Tracy Williams will resign from state service on January 27, 2007 to pursue consulting opportunities in the private sector. Williams, who was appointed in April 2005, served as co-chair of NASCIO's Health Information Technology Committee during the 2005-2006 Program Year.
WISCONSIN
NASCIO Immediate Past President and Wisconsin CIO Matt Miszewski has announced his resignation from state government effective February 28, 2007. Miszewski, who served as NASCIO's President during the 2005-2006 Program Year, has also previously served as the association's Vice-President and Chair of the Programs Committee. Miszewski, who was appointed state CIO in 2003, plans to pursue opportunities in the private sector.
WYOMING
Wyoming CIO Larry Biggio retired from his position effective December 31, 2006. Biggio, who served as the state's CIO since April 2003, has been an active member of NASCIO, most recently serving as co-chair for NASCIO's 2005-2006 Health IT Committee.

NASCIO on the Road
- Teri Takai, NASCIO President and CIO for the state of Michigan, represented NASCIO at the 2007 CES Government Conference, January 10 and 11 in Las Vegas, NV. Takai addressed the conference in a presentation entitled From REAL ID to Health Care: The State/Federal Information Sharing Relationship Yesterday, Today, and Looking Forward.
- NASCIO Executive Director Doug Robinson and Issues Coordinator Stephanie Jamison attended the Kentucky eHealth Summit in Louisville on January 19. This event was hosted by the Commonwealth of Kentucky Cabinet for Health and Family Services and the Kentucky e-Health Network Board. Robinson, along with Kentucky CIO Mark Rutledge, participated on a panel entitled e-Health Trends: Understanding the Changing Federal and State Landscape.
- Doug Robinson will speak at the Citrix Summit 2007 on January 29 in Orlando, FL. The topic of his address will be Trends in State IT.

Teri Takai will participate on a panel about Emergency Preparedness at the upcoming Governing Outlook in the States Conference on January 31 in Washington, DC.

- NASCIO’s Recognition Awards Best Practices Webinar series kicked off on January 16 with presentations from two of the 2006 award recipients. Michigan’s Innovative Fraud Detection Program and Kentucky’s Mutual Aid and Interoperability Initiative were covered on this inaugural event. - NASCIO's Disaster Recovery and Business Continuity Working Group continues the work started in 2006. Their scenario-based video project is in the final stages of development. This video will serve as a tool to demonstrate the critical dependencies that government has on the functions enabled by IT. This tool is designed to help educate elected officials and government leaders who influence funding decisions related to disaster recovery planning. The anticipated release date for this product is late January 2007.
In 2007, the Disaster Recovery and Business Continuity Working Group will also host a series of webinars on various disaster recovery topics. The first webinar in this series, entitled Get Ready: Ensuring Business Continuity in Case of Emergency will be presented by video project sponsor Juniper and will be held on Tuesday, January 23 at 2:00 pm ET. - The Enterprise Architecture Committee continues work on numerous initiatives started in 2006. The group's January conference call included updates from several committee members. Andy Stein, Director of IT for the city of Newport News, Virginia, discussed the concepts of community intellectual property rights and collaborative purchasing agreements. Bill Roth, Chief Architect for the state of Kansas, presented enhancements to the state BRM, and Scott Fairholm, National Technology Policy Advisor for the National Center for State Courts, led a discussion regarding connecting the NASCIO EA Cooperative and the National Information Exchange Model initiative. Establishing local government interest in leveraging the federal reference models will be key to successfully implementing national information sharing capabilities.
The committee is also continuing to research the topic of change management. Tammy Mainwaring, Change Manager for the state of South Carolina, led a discussion on this topic on the last conference call. Mainwaring is launching change management and Information Technology Infrastructure Library (ITIL) as parallel, coordinated efforts in South Carolina.
In the federal arena, NASCIO recently provided feedback on the draft Information Sharing Environment Enterprise Architecture Framework. NASCIO considers this to be a highly strategic initiative. Expect more updates on this work soon.
The GLOBAL Management and Policy Subcommittee requested input from NASCIO regarding the Global Justice Reference Architecture for Service Oriented Architecture. Eric Sweden, NASCIO's Enterprise Architect and Dale Good, CriMNet Executive Director, will be contacting state CIOs during the first quarter of 2007 seeking perspectives to share with the subcommittee.
NASCIO is seeking examples of state information exchange projects that involve two or more government lines of business. Projects in the planning stages as well as those already under way are of interest at this juncture. Contact Eric Sweden at esweden@amrms.com with any details you may have on information exchange projects. - NASCIO's Enterprise Infrastructure and Services Committee released the second issue brief in its customer service strategies series in late December. Entitled Staying Connected to Your Customers: Strategies and Tactics to Grow Enterprise IT Services, this brief covers the topic of utilizing CRM strategies and tactics to sustain and grow relationships with agencies once the CIO has established buy-in for consolidated and shared enterprise services. - The Health IT Working Group charter for 2007 was approved on the January 4 Executive Committee call. This working group will operate under a six-month charter and will continue to explore the ways health information technology is continuing to evolve and will seek to advance the role of the state CIO in Health IT conversations in regards to policy, governance bodies and standard setting. This group will keep a close watch on emerging state and national trends that state CIOs need to be aware of, including changing polices, standards, implementation strategies, and privacy and security implications, and will monitor future health IT challenges and determine what challenges state CIOs need to be prepared to face and overcome.

- On the Cybersecurity front, NASCIO recently provided its concurrence with the Department of Homeland Security's draft IT Sector-Specific Plan (IT SSP). Dan Lohrmann, CISO, state of Michigan, and Larry Kettlewell, CISO, state of Kansas, are NASCIO representatives on DHS's IT Government Coordinating Council, the group that provided consultation on the IT SSP. Lohrmann and Kettlewell briefed the Executive Committee on the IT SSP during the January 4 conference call. Of significance to state CIOs, the IT SSP identified state cybersecurity funding as a current gap that needs to be addressed. The finalized IT SSP will be released later this winter along with similar plans from 16 other sectors. Once the IT SSP is released, NASCIO plans to hold a conference call to update members on the details of the plan.
- The REAL ID Working Group is awaiting the Department of Homeland Security's release of the regulations to implement the REAL ID Act. Release of these regulations is anticipated in March 2007. At that time, the work group will convene to review the regulations' state technology impact and may decide to submit comments to the Department of Homeland Security.
