  • Registration Opens for NASCIO Midyear Conference

    Join us for the 2007 NASCIO Midyear Conference, Technology - Enabling Government for Citizens being held May 1-4 in Chantilly, Virginia at the Marriott Westfield Washington Dulles. In addition, NASCIO's seventh annual DC Fly-In will be held on May 2 in conjunction with the Midyear Conference. Having these events held the same week will allow increased CIO participation and reinforce NASCIO's role as an effective advocate for state information technology policy.   • NASCIO Refreshes Dot-Gov Brief

    In 2002 NASCIO released a brief on the dot-gov domain. At that time, GSA had just issued proposed regulations that made the dot-gov domain available to states, local governments and Native Sovereign Nations for the registration of domain names for official governmental websites. Since then, NASCIO has identified a significant trend in the migration of states to the dot-gov domain. Along with this, states have adopted more intentions-based approaches to their websites, making them more intuitive for citizens. In this update brief, NASCIO will examine current state trends in the harmonization of state web portal domain names as well as other efforts to harmonize states' collective web presence. It will also present cross-boundary collaborative efforts that have been facilitated through greater harmonization. This brief is anticipated to be released in late February.
  • Corporate Leadership Council to Convene in Washington, DC

    NASCIO's Corporate Leadership Council, which represents all corporate members, will hold a Face-To-Face meeting on February 27, 2007 from 1:00 - 5:00 pm at the Ronald Reagan International Trade Center in Washington DC. The CLC has decided to focus this meeting on ways to assist NASCIO in achieving its goal to serve as an effective advocate for technology policies at all levels of government. To that end, NASCIO's corporate members are encouraged to invite representatives from their government affairs teams to this meeting.

  • CIO Transitions

    ARKANSAS
    On February 7, 2007 Arkansas Governor Mike Beebe appointed Claire Bailey to serve as Interim Executive CIO and Director of the state's Office of Information Technology. Bailey, who also serves as Director of the Department of Information Systems (DIS) possesses 15 years of state government experience. Click here for more information.

    GEORGIA
    Georgia Governor Sonny Perdue announced the appointment of Patrick Moore as Executive Director of the Georgia Technology Authority (GTA) on February 9, 2007. Moore, who held the post in an interim capacity since September 2006, previously served as Georgia's Deputy Chief Operating Officer. Click here to read more.

    OHIO
    Walter F. Callahan was recently named to serve as the Acting State Chief Information Officer and Director of the Office of Information Technology (OIT) for the state of Ohio. Callahan, a 30 year Ohio state government employee, has previously served as Deputy State CIO, CIO for the Department of Public Safety, as Assistant Administrator of Data Services for the Bureau of Motor Vehicles, and held various positions in the Ohio State Highway Patrol.     TENNESSEE
    Tennessee CIO Bill Ezell has announced that he will retire from his position on August 1, 2007. Ezell, who has held the post since August 2004, will be replaced by Tennessee's Deputy CIO and Chief Technology Officer Mark Bengel. Click here for more information.

    WISCONSIN
    Oskar Anderson has been appointed state CIO and Administrator of the Division of Enterprise Technology for the state of Wisconsin. Anderson, who will assume his new position on March 1, 2007, has served as the CIO of the Wisconsin Department of Revenue since 2001. Click here for more information.

NASCIO on the Road

  • Teri Takai, NASCIO President and CIO for the state of Michigan, has been selected to serve as the Practitioner Chair of the Harvard Policy Group on Network Enabled Services and Government (HPG). In this capacity she will lead the efforts of the HPG in identifying and disseminating best practices and innovations utilizing digital information and networks in government settings, as well as help set direction for the Leadership for a Networked World executive education program, which the HPG advises. Takai will be sworn in on March 21 during a dinner event for Harvard's "Cross-Boundary Governance through Agreements and Standards" executive practice session.   • Eric Sweden, NASCIO's Enterprise Architect, spoke about Service Oriented Architecture (SOA) from the states' perspective on a conference call for the GSA Collaborative Expedition Workshop on January 23.
  • Teri Takai will present a session entitled Thinking Outside the Box: Tips and Tricks from Michigan's State CIO during the pre-conference CIO Forum on February 25 at the upcoming Healthcare Information and Management Systems Society (HIMSS) Annual Conference in New Orleans. Issues Coordinator Stephanie Jamison will also attend the conference representing NASCIO.
  • Senior Issues Coordinator Mary Gay Whitmer will attend the Privacy Summit of the International Association of Privacy Professionals (IAPP) in Washington, DC, March 8-10.
  • The upcoming Beyond the Beltway briefing in Washington, DC on March 19, sponsored by ITAA, the Center for Digital Government and Government Technology, will feature presentations from several NASCIO members. Teri Takai will participate in a discussion of federal drivers and state delivery and California CIO Clark Kelso will take part in a session entitled Billion Dollar Deals. Committee & Work Group Updates

  • NASCIO's Security and Privacy Committee, co-chaired by Delaware CIO Tom Jarrett and Nebraska CIO Brenda Decker, has begun work on a research brief about the risks posed by state employees, contractors and other "insiders". The brief will primarily focus on risks created by employee (and contractor) inattention to IT security and will offer suggested training and awareness efforts to minimize these risks. The targeted release date for this project is spring 2007.
  • NASCIO's much anticipated Disaster Recovery Video, a joint product of the Disaster Recovery Working Group and the Corporate Leadership Council, is in the final stages of production. This tool is designed to address elected officials and government leaders who influence funding decisions related to disaster recovery planning by demonstrating the critical dependencies that government has on the functions enabled by IT. NASCIO anticipates release of the video in March 2007.
  • NASCIO's Enterprise Architecture Committee recently released a brochure entitled, Building Better Government through Enterprise Architecture. This resource is intended to help CIOs and Enterprise Architects present the concepts and benefits of Enterprise Architecture to a wider audience. It is also an excellent resource for administrations in transition, acquainting new CIOs and other officials with the discipline of Enterprise Architecture.

    On-going committee initiatives include development of a research brief on government transformation efforts and advancement of NASCIO's Enterprise Architecture Cooperative based on the federal Business Reference Model (BRM). Materials and references related to this initiative will soon be available to NASCIO members on the Enterprise Architecture Committee webpage.
