  • State CIOs to Converge in Chantilly, Virginia for NASCIO Midyear Conference

    NASCIO's 2007 Midyear Conference is only a few weeks away. The event will be held May 1-4 at the Marriott Westfields Washington Dulles. Representatives from at least 43 states including 32 state CIOs are expected to attend the conference.

    The event, themed Technology - Enabling Government for Citizens, will feature a keynote address by the Honorable David M. Walker, Comptroller General of the United States. Conference sessions include: Governors, Legislators, and the Fiscal Forecast; Architecting Citizen E-Authentication; Enterprise Service Oriented Architecture - A New Promise for State Government; The RHIO Recipe: CIOs in the Mix; and a roundtable discussion about IT Consolidation Strategies - What Worked and Why.     Don't forget these upcoming conference deadlines:

    • Wednesday, April 18 - The deadline to be listed in the printed conference attendance roster.
    • Wednesday, April 25 - The final date to register online. Registration will reopen onsite on May 1, but registration rates will be higher.
  • NASCIO Plans 7th Annual DC Fly-In

    On May 2, a record 34 state CIOs and senior IT officials will take part in NASCIO's 7th Annual DC Fly-In visits to Capitol Hill, federal executive branch agencies and strategic partner organizations in Washington, DC. This yearly event is a key facet of NASCIO's advocacy and government affairs outreach, designed to establish and strengthen relationships at the federal level. The meetings provide an opportunity to reinforce recognition of NASCIO as the primary resource for policy makers on state information technology policy and implementation.
  • NASCIO Releases Brief on Insider Security Threats

    Security threats from within an organization are often overlooked. They may be even more prevalent than external threats and can have equally if not more serious consequences. In an issue brief to be released tomorrow, April 17, NASCIO's Security and Privacy Committee explores five significant insider threats and provides insight on ways to prevent, detect and respond to them. Insider Security Threats: State CIOs Take Action Now! will be available for download from NASCIO's website at www.nascio.org/publications/.

  • CIO Transitions

    DISTRICT OF COLUMBIA
    Washington, DC, Mayor Adrian M. Fenty named Vivek Kundra as Director of the Office of the Chief Technology Officer. Most recently Kundra served as the Assistant Secretary of Commerce and Trade for the commonwealth of Virginia, appointed by Governor Tim Kaine in January of 2006. Click here for additional details.

    IDAHO
    Keith Johnson has been appointed by Governor C.L. "Butch" Otter to serve as Director for the Idaho Department of Administration, which oversees the Division of Information Technology and Communication Services. Johnson, who will serve as NASCIO's primary contact for the state, held the elected position of Controller for the state of Idaho from 2002 through 2006.

    WYOMING
    Governor Dave Freudenthal has appointed Robert von Wolffradt as Chief Information Officer for the state of Wyoming. For the past five years, von Wolffradt, has served as Director of Information Services for Snohomish County in Washington State. Click here to view the official press release.

  • Three NASCIO Members Named to NGA State Alliance for eHealth Task Force

    Sallie Hunt, Chief Privacy Officer for the West Virginia Health Care Authority has been named to Co-Chair the National Governors Association State Alliance for eHealth task force on Health Information Protection. South Carolina CIO, Jim Bryant has also been appointed to serve on this prestigious panel. The task force will support the State Alliance on issues related to protection of citizen health information and secure electronic health information exchange (HIE). Teri Takai has also been named as a member of the State Alliance Health Information Communication and Data Exchange Taskforce which will begin meeting in May.

NASCIO on the Road

  • NASCIO President Teri Takai spoke at the annual Beyond the Beltway Briefing on March 19 in McLean, Virginia. Takai was featured on a panel addressing Federal Drivers and State Delivery. Clark Kelso, CIO of the state of California and John Miri, Special Assistant to the Chief Technology Officer in Texas also spoke at the event on a panel about Billion Dollar Deals.
  • NASCIO Issues Coordinator Stephanie Jamison represented NASCIO at eHealth Initiative's Fourth Health Information Technology Summit in Washington, DC on March 26-31. NASCIO was a co-sponsor for this event which featured keynote speakers Dr. Robert Kolodner, Interim National Coordinator of Health Information Technology; Adam Bosworth, Vice President, Google; and Dr. John D. Halamka, Chief Information Officer of CareGroup Health System, Harvard Medical School, and Harvard Clinical Research Institute, Chairman, New England Health Electronic Data Interchange Network, Emergency Physician, Beth Israel Deaconess Medical Center, Boston, MA. Panel discussions included RHIO/HIE privacy and security, success stories and lessons learned from RHIOs and state electronic medical record initiatives, and challenges in personal health record implementation. An overview of federal and state legislative initiatives and progress was given by Janet Marchibroda, Chief Executive Officer, eHealth Initiative and Foundation.
  • Eric Sweden, NASCIO's Enterprise Architect, participated in a planning meeting for the Global Infrastructure and Standards Working Group (GISWG) in Minneapolis on March 26 and 27. Sweden assisted GISWG Management and Policy Committee Chair Dale Good of Minnesota to facilitate the development of the management and policy strategy and a list of work products.

    Sweden also attended the Bureau of Justice Assistance (BJA) Regional Information Sharing Conference in Minneapolis held March 27-29. The conference provided an opportunity for the justice community to share ideas and present progress on multiple initiatives including information sharing policy, privacy and security, coordinating broad-based information sharing initiatives, the latest technologies and standards, and the US Department of Justice Global Justice XML Data Model implementation.

  • NASCIO Executive Director Doug Robinson represented the Association and the viewpoint of state government at a recent invitational summit sponsored by the Computer Ethics Institute. This event, held at the Brookings Institution, was titled Information Sharing: The Good, the Bad, and the Ugly. The focus was a roundtable discussion on technology, challenges and recommendations for cross-boundary information sharing. Robinson discussed the principal barriers to effective information sharing from a state government perspective and NASCIO's work in this important area.
  • NASCIO Vice President John Gillispie and Executive Director Doug Robinson will attend the National Association of State Budget Officers (NASBO) Spring Meeting in Nashville, Tennessee on April 20. At the event Robinson will present an update on the States and Information Technology.

Committee & Work Group Updates

  • The Awards Committee is currently accepting nominations for the 2007 NASCIO Recognition Awards for Outstanding Achievement in the Field of Information Technology. Projects may be submitted by any NASCIO state or territory members. Complete details about the 2007 award categories and submission criteria are available at www.nascio.org/awards/. The final deadline for nominations is Wednesday, June 6. Please contact Dianne Adams, NASCIO Programs Coordinator at dadams@amrms.com with questions about the awards program.
  • NASCIO's Corporate Leadership Council has identified state workforce challenges and their impact on public-private partnerships as the topic of the CLC workgroup focus for 2007. The committee plans to conduct a state CIO survey on this issue in early June.
  • The Cross-Boundary Collaboration Committee is in the process of drafting an issue brief tentatively titled Establishing a Framework: Towards Cost-Effective Cross-Boundary Collaboration. This brief will cover common themes and threads through various types of collaborations and what state CIOs need to know before collaborating. Release for this publication is anticipated in May.
  • The Disaster Recovery Working Group officially released their video demonstrating the critical dependencies that government has on the functions enabled by IT on March 29. Copies of this DVD, Government At Risk: Protecting Your IT Infrastructure, can be ordered online at www.nascio.org/publications/videos.cfm. Click here to view the video on NASCIO's website. For the remainder of NASCIO's 2007 program year, the Disaster Recovery Working Group will focus on compiling resource material for those wishing to learn more about this very important issue.
  • NASCIO's Enterprise Architecture Committee will publish a white paper on organizational transformation in late April, entitled Transforming Government Through Change Management: The Role of the State CIO. The greatest challenges in this area are not technological, they are the individuals who make up the organization. But these individuals can also be the greatest assests and enablers for transformation. This publication will explore current thought regarding organizational change, present a state perspective, and provide recommendations relevant to the state CIO.

    The Enterprise Architecture Committee will conduct a workshop on Wednesday, May 2, in conjunction with the NASCIO Midyear Conference. The focus of this event will be adapting the Federal Business Reference Model (BRM) to state government. The workshop is part of a larger initiative termed the NASCIO Enterprise Architecture Cooperative. This initiative grew from a collaboration between Pennsylvania and Virginia. Chuck Tyger of Virginia will be leading this workshop. He and the state's technology business partners will present visual modeling approaches currently being used in Virginia and at the US Department of Interior.   • NASCIO's Infrastructure and Services Committee will be circulating a survey to state CIOs on data center consolidation, strategies and business justification later this month. The results of this survey will be used to develop a research brief, and then create a slide template that could be used by NASCIO members for presentations to promote data center consolidation.
  • The Health IT Working Group has begun work on an issue brief that will explore the role of the state CIO in a RHIO. This brief will build on the session, The RHIO Recipe: CIOs in the Mix, to be held at the Midyear Conference on May 4.
  • The REAL ID Working Group is currently providing guidance for NASCIO's comments to the Department of Homeland Security regarding the REAL ID Notice of Proposed Rulemaking. The official comment period closes on Tuesday, May 8, 2007.
