2007 NASCIO Recognition Awards Nominations Due June 6
For the nineteenth consecutive year, NASCIO will honor outstanding information technology initiatives in the public sector through its Recognition Awards for Outstanding Achievement in the Field of Information Technology. Projects may be submitted by any NASCIO state or territory member. Complete details about the 2007 award categories and submission criteria are available at http://www.nascio.org/awards/. NASCIO Midyear Conference and 7th Annual DC Fly-In a Resounding Success
State CIOs and officials from 41 states, along with representatives from over 100 related groups and companies, met in Chantilly, Virginia for the 2007 NASCIO Midyear Conference, May 1 - 4. The theme of the event was Technology - Enabling Government for Citizens, and the conference featured a wide variety of speakers and sessions. Digital audio files from Comptroller General David Walker's keynote address and several of the conference sessions are now posted on NASCIO's website. To access these resources, click here.NASCIO's 7th Annual DC Fly-In was held in conjunction with the 2007 Midyear Conference. The main issue for this year's Fly-In was Strengthening National Cybersecurity - State Homeland Security Program Funding. With record participation of 29 CIOs and policy officials taking part in nearly 60 meetings on Capitol Hill, this event was an effective tool to establish and strengthen relationships at the federal level and reinforce recognition of NASCIO as the primary resource for policy makers on state information technology policy and implementation.
NASCIO Presents 5th Annual National Technology Champion Award
During the Midyear Conference, NASCIO honored Cathilea Robinett, Executive Director of the Center for Digital Government with the annual National Technology Champion award in recognition of her outstanding contributions to advance public sector information technology initiatives. Through this award, NASCIO strives to acknowledge innovators who promote excellence in both technology and good government. Under Robinett's leadership the Center for Digital Government has developed a series of comprehensive longitudinal, national surveys to benchmark and track progress toward government modernization among political subdivisions. These efforts have created an IT knowledge base that is a leading resource to state and local government practitioners. Doug Kasamis has been named CTO and Acting Deputy Director for the Bureau of Communications and Computer Services (BCCS), Department of Central Management Services for the State of Illinois. Kasamis, who has been employed with the state since October 2006, previously served as a Partner with Accenture's Strategy & Business Architecture service line, where he lead the company's Infrastructure Planning and Transformation practice.NEW YORK
On April 20, Governor Eliot Spitzer and Lieutenant Governor David Paterson announced the appointment of Melodie Mayberry-Stewart to serve as the Chief Information Officer for the State of New York. Ms. Mayberry-Stewart has served as Chief Technology Officer for the city of Cleveland, Ohio since 2002. On April 10, Lindsay Ball, director of the Oregon Department of Administrative Services, announced the appointment of Dugan Petty as the department’s new Chief Information Officer. Petty, who has served as the department’s acting CIO since September 2006, will continue administering Oregon’s Enterprise Information Strategy and Policy Division (EISPD), which oversees planning and development of information systems for state government.

Jarrett Named as ISE Mid-Atlantic Award Finalist
Tom Jarrett, NASCIO Past President and CIO of Delaware, was named as one of the finalists for the Information Security Executive of the Year Mid-Atlantic Award 2007. The honor is awarded to a chief security officer or an executive in an equivalent position who has overall responsibility for risk management, data asset protection, regulatory compliance, privacy, and information security. Other finalists represented the higher education, banking and health insurance industries. Jarrett was the only state representative nominated in this region. For more information, click here.
Missouri Named as Finalist for Two American Business Awards
Missouri's Information Technology Consolidation Initiative has garnered national recognition and was named as a finalist in two categories for the 2007 American Business Awards. More than 2,000 entries from companies of all sizes and in virtually every industry were submitted for consideration in more than 40 categories. Missouri will be competing in the Best Information Technology Team and Executive categories. Winners will be announced on June 11. 2007 Intergovernmental Solutions Award Finalists Announced
The American Council for Technology (ACT) announced the finalists for the 2007 ACT Intergovernmental Solutions Awards. Winners from federal, state and local government will be unveiled at an awards presentation on June 4 at the 27th Annual Management of Change Conference. More than 100 nominations were received for these awards and finalists were selected based on program criteria which included technology leadership, intergovernmental and collaboration, business transformation, available and transferable, and impact and results.The 2007 finalists in the state and local category are:

- Integrated Forest Resource Information System (IFRIS), Virginia Department of Forestry

NASCIO on the Road
- NASCIO Executive Director Doug Robinson, and Enterprise Architect Eric Sweden along with state members Kristen Miller and James Dyche (Pennsylvania) participated in the Global Justice Advisory Committee (GAC) meeting held on April 18 in Arlington, Virginia. Topics covered at the April meeting included a review of Global's outreach efforts, a status update on the reference and guidance materials for implementing SOA, publication of recommendations and resources about privacy and discussions on improving collaborative information exchange, release of the next version of NIEM - Harmony, and forensics from an information sharing perspective. The meeting also featured keynote presentations by Regina Schofield, Assistant Attorney General, and Paul McNulty, Deputy Attorney General and a presentation on the State of Florida's implementation of projects leveraging Global's resources.
- NASCIO Vice President John Gillispie and Executive Director Doug Robinson attended the National Association of State Budget Officers (NASBO) Spring Meeting in Nashville, Tennessee on April 20. At the event Robinson presented an update on the States and Information Technology with a focus on disaster recovery planning. NASCIO's video, Government At Risk: Protecting Your IT Infrastructure, was featured as part of this presentation and copies were distributed to the state budget officers.
- Doug Robinson spoke at dg.o 2007, the 8th Annual International Digital Government Research Conference, Bridging Disciplines & Domains on May 21 in Philadelphia, Pennsylvania. He participated on a panel entitled Bridging Research and Practice Domains: Lessons from the Field.
- Dianne Adams, NASCIO Programs Coordinator, will represent the association at the upcoming Governing Managing Technology Conference taking place May 30 - June 1 in Chicago, Illinois. The agenda for this event features a number of NASCIO members as speakers and moderators. NASCIO President Teri Takai (Michigan) will speak during the opening session and the breakfast symposium on Looming Challenges For IT Leaders: Are You Ready? Vice President John Gillispie (Iowa) will participate on the panel discussing Consolidation Challenges and will host and moderate a session on Wireless, Wi-Fi and Broadband. NASCIO Secretary/Treasurer Gopal Khanna (Minnesota) will participate on a panel about IT-Enabled Transformation as well as the discussion on Looming Challenges For IT Leaders.

Committee & Work Group Updates
- NASCIO's Corporate Leadership Council, which represents all corporate members, will conduct a survey of state CIOs regarding the landscape of the current and future state IT workforce. The aging of the public sector workforce is a well documented phenomenon that may significantly impact the way that states deliver IT services in the future. This survey is designed to gain insight into this issue and its effect on public policy from the view of the CIO. This survey is scheduled to be released on June 1.
- The Cross-Boundary Collaboration Committee will release Getting Started in Cross-Boundary Collaboration: What State CIOs Need to Know on May 23. This brief explores common threads throughout various types of collaborations, reasons and drivers behind collaboration, and considerations for state CIOs before collaborating.
- The Disaster Recovery Working Group will be publishing updated and expanded versions of the Disaster Recovery and Business Continuity checklists originally circulated at NASCIO's 2006 Midyear Conference CIO-CLC Business Continuity/Disaster Recovery Forum. These checklists will serve as a tool for state CIOs and IT officials to better prepare for IT system disruptions and catastrophic failures. Release of these updated checklists is anticipated in June.
- NASCIO's Enterprise Architecture Committee is finishing work on a series of research briefs about records management and digital preservation. The first issue in this series is anticipated for release in the next few weeks. This series will present and discuss the information life cycle, records management principles, organizational and legal issues, technology developments, and economic and enterprise architecture perspectives related to records management and digital preservation.
At the Midyear Conference, the Enterprise Architecture Committee conducted a workshop to assist states that are interested in adapting the Federal Business Reference Model to state government. The workshop presented the value of the state version of the model, future directions, and guidance on how to get started. With over a dozen participants, representing seven different states and several national associations, this workshop was a great success.
- NASCIO's Infrastructure and Services Committee will produce a suite of deliverables around results from its recent data center consolidation survey. These products will include a research brief and template slide presentation that each of the states can use as a tool to help justify data center consolidation efforts within their IT enterprise. These resources are scheduled for release in July.
- The Health IT Working Group is continuing work on an issue brief that will explore the role of the state CIO in a RHIO. This brief will build on the Midyear Conference session, The RHIO Recipe: CIOs in the Mix. The audio of this session and the supporting presentation slides are available at www.nascio.org/events/2007Midyear/.
- The REAL ID Working Group provided insights and input regarding the content of the comments that NASCIO submitted to the US Department of Homeland on the REAL ID Notice of Proposed Rulemaking. These comments were due on May 8, 2007. NASCIO will continue to monitor this issue and address the technology implications of the REAL ID Act as directed by NASCIO's Executive Committee.
- NASCIO's Security and Privacy Committee has begun preliminary work on its second issue brief for 2007. Due out this summer, this brief will focus on the states' top 5 strategic IT security goals and the tools and tactics to achieve those goals.
