  • NASCIO's Annual Conference Plans Underway

    The 2007 Annual Conference, Building on the Past, Managing the Present, Stepping into the Future, will be held September 30 - October 3 in Tucson, Arizona at the Marriott Starr Pass. Registration is now open and the deadline to receive the early bird rate is August 15. Sponsorship opportunities are still available.   • Meritorious Service Award Nominations Announced

    Nominations for the 2007 NASCIO Meritorious Service Award are now being accepted. This award honors an individual who has show leadership in state government and who has worked to advance NASCIO's mission - to foster government excellence through quality business practices, information management, and technology policy. Recent recipients of this award include Tom Jarrett, CIO, state of Delaware and Otto Doll, CIO, state of South Dakota. Nominees must be a current state CIO. The 2007 recipient will be selected based on the following two criteria: accomplishments in his/her state, and service & leadership to NASCIO. The Meritorious Service Award recipient will be honored during the State Dinner at the Annual Conference in Tucson, Arizona on October 2, 2007.

    Please note: Only current state CIOs are eligible to submit a Meritorious Service Award nomination. For more information or to access the online nominations form, visit www.nascio.org/awards/msa/. The deadline to submit nominations is Wednesday, July 25.

  • Corporate Leadership Council to Assemble in August

    NASCIO's Corporate Leadership Council, which represents all corporate members, will hold a Face-To-Face Meeting on August 8, 2007 from 10:00 am – 3:30 pm ET at the Unisys facility in Reston, Virginia. The CLC will discuss a number of important topics including the results of the recent CLC State IT Workforce survey, the CLC Annual Conference session and the upcoming CLC leadership election. In addition, there will be a panel session featuring the governors’ Washington, DC office directors.

  • CIO Transitions

    TENNESSEE
    Mark Bengel will take over as CIO for the state of Tennessee when Bill Ezell retires on August 1, 2007. Bengel has served as Deputy CIO and CTO for the state since 2004. Prior to that, he served as the CIO for the in the Cabinet for Health and Family Services and also in the Cabinet for Families and Children in Kentucky.

NASCIO on the Road

  • Executive Director Doug Robinson presented a keynote address at the recent National Digital Information Infrastructure and Preservation Program (NDIIPP) Partner Meeting at the University of Maryland. Robinson provided an overview of the state IT environment and the challenges of digital preservation from the state CIO perspective. Led by the Library of Congress, the Digital Preservation Program (www.digitalpreservation.gov) provides a national focus on important policy, standards and technical components necessary to preserve digital content. Funded by this program, pilot projects are underway, including investments in testing various options and technical solutions with state government partners.
  • NASCIO Enterprise Architect Eric Sweden attended a meeting of the Global Infrastructure and Standards Working Group July 9-11 in Washington, DC. This working group, sponsored by the Department of Justice, Office of Justice Programs, has published the Justice Reference Architecture (JRA) for Service Oriented Architecture. Current projects underway include a library of references focusing on SOA governance, service description and evaluation, and scenarios for using the JRA in managing shared services.
  • Doug Robinson will represent NASCIO at a meeting of National Strategic Policy Council on Cyber and Electronic Crime in Washington, DC, July 16-17. The council is an advisory body sponsored by the National Governor's Association.
  • Eric Sweden will represent NASCIO at the National Association of Government Archives and Records Administrators (NAGARA) Annual Meeting in Kansas City, July 18-20.
  • NASCIO President Teri Takai and Executive Director Doug Robinson will attend the National Governors Association (NGA) Annual Meeting in Traverse City, Michigan July 20-23.
  • Senior Issues Coordinator Mary Gay Whitmer will attend the Annual Meeting of the National Conference of State Legislatures (NCSL) in Boston, MA, August 5 - 9, 2007. Important topics of interest to the state CIOs on the meeting agenda include REAL ID Act implementation, broadband, health IT, and the internet and e-commerce.

Committee & Work Group Updates

  • The Cross-Boundary Collaboration Committee is currently working toward their second deliverable which will specifically focus on issues of funding and governance in collaboration. This brief will contain success stories and lessons learned from various collaborative efforts in states, and release is anticipated this fall.
  • NASCIO's Disaster Recovery Working Group released the IT Disaster Recovery and Business Continuity Tool-kit: Planning for the Next Disaster on June 21. This publication is designed to assist state CIOs and their staff by better positioning states to cope in an IT crisis and helping to make the business case for disaster recovery and business continuity activities in their state. The committee will complete this series of products by publishing an issue brief that addresses the challenges state CIOs may face when dealing with pandemics and the associated costs in personnel and lost productivity. This resource is scheduled for release in September.


    Government At Risk: Protecting Your IT Infrastructure DVDs are still available!

    This video, produced by the Disaster Recovery Working Group in collaboration with NASCIO's Corporate Leadership Council, has received high acclaim nationwide. If you have not yet requested a copy of this valuable resource which helps demonstrate the critical dependencies that government has on the functions enabled by IT, get yours today. The first pressing has already been distributed and the new copies are now in stock.

  • The E-Discovery Working Group is drafting the first of two briefs that will explore this emerging and important issue. The first brief will be a short issue brief to raise awareness of this subject within the state CIO community. The following longer research brief will provide additional insight on steps CIOs can take regarding the changes in federal e-discovery rules and the tie-in between records management efforts and e-discovery. The working group anticipates that both products will be completed by the Annual Conference at the end of September.
  • The Enterprise Architecture Committee is releasing the second brief in its series on Electronic Records Management and Digital Preservation this week. This part, entitled Economic, Legal, and Organizational Issues, will focus on economic, legal, and organizational issues related to management and preservation of digital records. Click here to access the first brief in this series, Background, Principles and Action for State CIOs. The third brief will follow in August.
  • NASCIO's Infrastructure and Services Committee has completed a national survey of state CIOs on enterprise data center consolidation, strategies and business justification. The committee will release a report on the survey findings and will produce a template slide presentation that states can use as a tool to help justify data center consolidation efforts within their IT enterprise. These resources are scheduled for release in later this month.
  • The Health IT Working Group anticipates the release of On the Road to RHIO: What State CIOs Need to Know in late July. The brief will examine the impact of health IT and RHIO efforts on states and state CIOs and will explore ways in which state CIOs can become more involved in these initiatives. The brief will also contain examples of state CIOs involvement in their states' RHIO efforts.
  • The Project Management Forum will combine their July and August Forum conference calls into one summer Forum call to be held July 24. The call will feature Sean McSpaden and Ying Kwong from the state of Oregon presenting Project Management and Quality Oversight of Outsourced IT Projects. In addition, the September 4 call has been changed to September 18, in light of the proximity of September 4 to the Labor Day holiday.
  • NASCIO's Security and Privacy Committee is in the process of drafting its next research brief on IT security training and awareness in the states. This brief will serve as a companion to the committee's last work, Insider Security Threats: State CIOs Take Action Now! which identified training and awareness efforts as important means of averting insider threats.
