Dan Ross, Missouri Testifies Before Congress on the States and Cybersecurity
On October 23, 2007 Missouri CIO Dan Ross testified on behalf of the state of Missouri and NASCIO before the U.S. House Oversight and Government Reform Subcommittee on Information Policy, Census, and National Archives regarding efforts to prevent and respond to internet disruptions at the state level. Ross's testimony called attention to the need for effective planning and coordination in responding to an internet and critical IT system disruption indicating that state CIOs and their IT security personnel are increasingly forging partnerships with state homeland security, emergency management, law enforcement and public safety officials to plan for the potential of major disruptions and security events. State CIO Priorities Released
NASCIO announced the state CIO priority rankings for 2008. The ranking is based on a survey completed during the 2007 NASCIO Membership Meeting at the Annual Conference in Tucson and follow up responses from several state CIOs who were not in attendance. The rankings reflect the general consensus on each issue. This information is already being used in a variety of ways during the initial phase of the program year. Generally, the top priorities are discussed in more depth to help build committee charters and determine more focused topics for ad-hoc work groups.The top ten state CIO Priorities for 2008:

South Carolina CIO Honored for Excellent Performance
Jim Bryant, state CIO, South Carolina and his department were awarded with the South Carolina Governor's Quality Award at the Bronze level. This award recognizes organizations who demonstrate excellent performance through their quality management system based on the Baldrige criteria. The Bronze Achiever Award is for progress worthy of recognition toward implementing the Baldrige criteria.
States Awarded Grants
The NGA Center for Best Practices, with funding from the U.S. Department of Justice (DOJ) Bureau of Justice Assistance, awarded Alabama, New York, Pennsylvania, Washington and Wisconsin $50,000 grants to implement pilot projects that will benefit public safety through the improved sharing of information. NASCIO on the Road
- NASCIO Senior Issues Coordinator Mary Gay Whitmer represented NASCIO at the International Association of Privacy Professionals (IAPP) Privacy Academy in San Francisco, CA October 22-24.
- Doug Robinson, NASCIO Executive Director, was a keynote speaker at the NIC eGovernment Leadership Summit in Portland, OR on October 24. He addressed state IT trends and the critical challenges facing state CIOs today.
- NASCIO Enterprise Architect Eric Sweden represented the association at the Global Advisory Committee meeting held October 30-31 in Washington, DC. The Global Advisory Committee (GAC) was implemented by the US Attorney General to advise the US Department of Justice in the establishment of the Global Justice Information Sharing Initiative.
- Doug Robinson represented NASCIO at the RE:Public VI Conference November 4-6 in Carefree, AZ.
- Eric Sweden participated in the Global Justice Executive Architecture Committee meeting on November 6-7. Global was created to support the broad scale exchange of pertinent justice and public safety information. It promotes standards-based electronic information exchange to provide the justice community with timely, accurate, complete, and accessible information in a secure and trusted environment. - Doug Robinson was a panel speaker during the Public Sector track at the Oracle OpenWorld Conference in San Francisco, CA on November 12. He spoke on state IT trends and NASCIO's survey results on enterprise data center consolidations.
- On November 16, NASCIO President John Gillispie (IA), Vice President Gopal Khanna (MN), Secretary/Treasurer Gary Robinson (WA) and Past President Teri Takai (MI) convened for the day at NASCIO's headquarters in Lexington, KY. They discussed priorities for the upcoming year including new committees/working groups and 2008 conferences.
Committee & Work Group Updates
- The Cross-Boundary Collaboration Committee released a brief titled Connecting State and Local Government: Collaboration through Trust and Leadership. This brief explores the unique challenges and opportunities cross-boundary collaboration between state and local government entities.
- The Disaster Recovery Working Group has completed its series of products on disaster recovery and business continuity by publishing an issue brief that addresses the challenges state CIOs may face when dealing with pandemics and the associated costs in personnel and lost productivity. - The E-Discovery Working Group will release a research brief on E-Discovery and Records Management this month.
- The Enterprise Architecture Committee released Part III in the series on electronic records management and digital preservation: Protecting the Knowledge Assets of the State Government Enterprise. This research brief focuses on strategies and technological solutions for managing the proliferation of electronic records. The committee will host several conference calls with NSGIC to explore collaborative opportunities to promote GIS enabled enterprise architecture. These will include demonstrating the use of the NASCIO Information Exchange Catalog to capture collaborative information exchanges of GIS related information.
- The IT Security Video Working Group, under the direction of Michigan's Chief Information Security Officer, Dan Lohrmann, has completed an outline for the persuasional video that will be released in early 2008. The goal of this project will be to raise awareness regarding the importance of ongoing and adequate funding for IT security.
