NASCIO Brief Examines State CIOs Promoting Green IT Practices
The Green IT Working Group released a brief titled "Green IT in Enterprise Practices: The Essential Role of the State CIO" on May 27. The brief examines the ways in which state CIOs can become involved in shaping and promoting green IT practices and policies, this brief explores the critical role that state CIOs play in reducing their state's carbon footprint and features examples of successful green IT initiatives in state enterprise practices today. With the states taking the lead in many aspects of green efforts nationwide, state CIOs have an opportunity to move the green benefits of an initiative to the forefront of strategic thinking and project planning, and this brief provides several starting points from which state CIOs can begin on the path to incorporate green IT efforts into their enterprise practices. NASCIO Strategic Plan Revisions Slated for Release in July
The Executive Committee has finalized the 2008-2010 Strategic Plan. There were only minor adjustments made to the Strategic Plan. Look for the release on July 2, 2008. -
The U.S. Department of Justice Bureau releases Guide on Performance Measurements
The U.S. Department of Justice Bureau of Justice Assistance released Performance Measurement for Justice Information System Projects. This guide is intended to help managers, staff, and executives in government develop effective measures in two ways: by offering comments and advice on the process of developing measures, and by providing a catalog of workable examples for specific types of projects. - 2008 Intergovernmental Solutions Award Winners Announced
The American Council for Technology (ACT) announced the recipients of the 2008 ACT Intergovernmental Solutions Awards on 28th annual ACT Management of Change Conference (MOC) held in Norfolk, VA.The four federal/civilian ISA Award winners were:
- Business Gateway Initiative, U.S. Small Business Administration;
- Data-at-Rest Tiger Team (DARTT), Intergovernmental DAR Encryption Initiative (Federal, State, Local, and NATO) General Services Administration and Department of Defense
- National Exercise Simulation Network (SIMNET), Department of Homeland Security;
- National Housing Locator System (NHLS), Department of Housing and Urban Development.
- Virtual Alabama, State of Alabama, Alabama Department of Homeland Security Award recipients were selected based on program criteria which included technology leadership, intergovernmental and collaboration, business transformation, available and transferable, and impact and results. - The State of Kansas held an executive briefing on the National Information Exchange Model (NIEM). Presenters were Paul Wormeli, Executive Director of the IJIS Institute, Maria Cardiellos, Deputy Executive Director of the NIEM Program Management Office, and Tom O'Reilly, Senior Policy Advisor for the Bureau of Justice Assistance (BJA), Office of Justice Programs, U.S. Department of Justice (DOJ). The briefing highlighted the use of the NIEM process for planning and implementing cross line of business information exchanges. See www.niem.gov. NASCIO is actively seeking additional opportunities to bring this briefing on site to state members.

NASCIO on the Road
- Doug Robinson, NASCIO Executive Director, attended the Governing Managing Technology Conference in Seattle, Washington on May 28 - 30. Several NASCIO members were on the agenda. Click here to learn more.
- NASCIO Issues Coordinator, Stephanie Jamison, attended the HIMSS Summit and Advocacy Day on June 11. NASCIO was a co-sponsor of this Summit which is part of National Health IT Week. The Summit included legislative briefings on current federal health IT legislation and their privacy provisions, state awards for health IT achievements and a privacy forum which focused on privacy and security issues in electronic and personal health records, use of data, and interoperability.
- Dick Thompson, CIO of Maine, spoke to the NGA State Alliance for eHealth Public Programs Implementation Taskforce during their meeting on June 12-13 about financing strategies for state IT since the Taskforce was exploring flexible financing strategies for state health information exchange. Thompson highlighted NASCIO's 2003 report on Innovative Funding for Innovative State IT, provided an update on his involvement in the AGA A-87 Working Group and on NASCIO's Innovative Funding for State IT survey that is currently in the field. Also in attendance was NASCIO Issues Coordinator Stephanie Jamison.
- NASCIO Executive Director, Doug Robinson, will represent NASCIO at the IBM 2020 Briefing in Washington DC on June 25.
- NASCIO President John Gillispie and Executive Director Doug Robinson will represent NASCIO at the 2008 NGA Annual Meeting in Philadelphia, PA on July 11-14.
- NASCIO Enterprise Architecture Eric Sweden, will represent NASCIO at the National Associations of Counties (NACo) 2008 Annual Conference and Exposition in Kansas City, MO July 11-15. Larry Kettlewell, CISO, State of Kansas will represent NASCIO speaking on the topic of cyber security.

- The Greening of IT Working Group released issue brief "Green IT in Enterprise Practices: The Essential Role of the State CIO." The brief is available online at www.nascio.org/publications.
- The Innovative Funding for State IT Working Group released an all-states survey to state CIOs that identifies innovative funding methods and models that provided the backdrop for a forthcoming publication to update NASCIO's 2003 Innovative Funding for Innovative State IT report.
