NASCIO is pleased to announce the field of finalists for the 2008 Recognition Awards for Outstanding Achievement in the Field of Information Technology in State Government
NASCIO’s Recognition Awards Program, celebrating its 20th consecutive year, features categories reflecting the wide range of IT projects currently under development within state governments. Emphasis was placed on recognizing programs that exemplify best practices, support the public policy goals of state leaders, represent an innovative use of existing technology or a use of new technology, assist government officials to efficiently execute their duties, provide cost-effective service to citizens and are transferable to other agencies or units of government.
Thirty exemplary initiatives were chosen as finalists from 114 submissions by the states. NASCIO’s Awards committee comprised of NASCIO state and corporate members selected the 2008 award finalists.

Efficiency and Innovation the Focus of NASCIO's Annual Conference
NASCIO's 2008 Annual Conference will take place September 21-24 in Milwaukee, Wisconsin at the Hyatt Regency. The theme for this year's event is A Focus on the Enterprise: Driving Efficiency and Innovation. The conference will feature plenary sessions on Gearing Up for Greener Government, Designing Your Organization for Optimal IT Security, Data Driven Leadership: Government by Number, and more. The Corporate Leadership Council Presents, "Like an Open Book - Transparency a Key Element in Government of the People"
The Corporate Leadership Council (CLC), representing all NASCIO corporate members, is organizing a state member webinar titled "Like an Open Book - Transparency, a Key Element in Government of the People." Transparency is a leading indicator in the future of government performance because citizens require the government to be more visible and open in all their activities. This might include such things as posting the details of all contracts and vendor payments on a website. The webinar will feature presentations from Iowa, Oklahoma and Washington, highlighting some best practices from the states. The webinar will present examples to encourage creative thinking and promote adoption of a transparency mindset in their respective states. The webinar will take place in September 2008. State members watch for an invitation later in August.

- Brenda Decker, CIO, State of Nebraska, presented a plenary address representing NASCIO at the IPER Summit on Essential Records and Emergency Preparedness on July 20-22 in Atlanta, Georgia. - Gopal Khanna, CIO, State of Minnesota, served on a panel regarding effective statewide information technology policy at the National Conference of State Legislatures' (NCSL) Legislative Summit on July 22. This Summit held July 22-26 in New Orleans, was attended by over 8,000 legislators, staff and partner organizations, and was also attended by NASCIO Issues Coordinator Stephanie Jamison. This year's Summit included keynote and breakout sessions on improving infrastructure, implementing green practices in government, state budget challenges and healthcare reform efforts, among many other issue areas.

Committee & Work Group Updates
- The Consolidation and Shared Services Forum will hold a state member conference call on Tuesday, August 19, 2008 from 2:00 - 3:00 pm Eastern Time. The call will feature Steve Jennings, Chief Information Officer of Harris County Texas, on their consolidation and shared services initiatives. - The Enterprise Architecture Committee released a brief on Governance and Maximizing the Investment in State Geospatial Resources. This issue brief is part of NASCIO's series on Enterprise Governance and deals with the growing demand for GIS in every aspect of government decision making. This issue brief is available at: www.nascio.org/publications.
The Role of State CIOs in Governance of State Fusion Centers
NASCIO is actively seeking input from state CIOs regarding the role of state CIOs in governance of state fusion centers. Eric Sweden, NASCIO Enterprise Architect, will schedule preliminary calls with state CIOs to explore the issues. If you have a particular interest in this topic and want to ensure you are included, please contact Eric Sweden at esweden@amrms.com or (859) 514-9189. - The Innovative Funding for State IT Working Group just completed a national survey on innovative and alternative funding for state IT and is currently preparing a report based on those results; updating NASCIO's 2003 Innovative Funding for Innovative State IT report. This report is scheduled for release in September 2008.
- The Legacy Systems and Modernization Working Group released an all states' survey on states' experiences with the renovation of their enterprise IT systems. NASCIO encourages all state CIOs to participate and return their surveys by Friday, August 15th.
- The NASCIO Health IT Working Group will release an issue brief on the Medicaid IT Architecture (MITA), its development and implementation in the states, and the role of the state CIO within this significant undertaking in the states. This brief will be released prior to the Annual Conference in September.
