2009 National Technology Champion Award Nominations are Now Open
NASCIO is now accepting nominations for the 2009 National Technology Champion Award. The award recognizes one individual annually for outstanding contributions in the field of information technology in the public sector. NASCIO strives to acknowledge innovators who promote excellence in both technology and good government. Nominees should have a proven track-record of sustained interest in and advocacy for IT in the public sector. For more information or to submit a nomination visit www.nascio.org/awards/ntc. Call for Ideas for the 2009 Midyear Conference
NASCIO's Programs Committee is collecting suggestions for speakers and session topics for the 2009 Midyear Conference. This is an opportunity to help ensure that the conference program addresses issues of interest and importance to NASCIO members. NASCIO Vice-President and Longtime Member Retires
Gary Robinson, Washington State CIO, has been an active and involved member who served NASCIO in a variety of leadership capacities, including a term as Secretary-Treasurer during 2007-08 and served on several other committees and working groups since 2005.
Gary will retire from the Washington State Department of Information Services as of the end of the year. He has served as CIO of the state of Washington since 2005. He began his career with Washington State as a member of the committee staff of the House of Representatives and then the Senate. He next joined the administrative staff of the Parks and Recreation Commission. Before his appointment as the Director of Information Services, Gary served as Assistant Director and Deputy Director of the Office of Financial Management.
Gary has successfully provided innovative leadership, quality, reliable and cost-effective IT services, implemented successful DIS and state IT projects, provided quality and reliable internal support services and secured a valued and skilled workforce, all while serving as the state's CIO.
NASCIO extends its gratitude to Gary for his service to the association and wishes him the best in his future endeavors.

New Vice-President and Director Named to the EC
The Executive Committee has elected Utah CIO Stephen Fletcher to serve as the association's Vice-President. This officer election resulted from the announced retirement of Gary Robinson, who had served as NASCIO's Vice-President since September 2008. Steve has served as the chair of NASCIO's Enterprise Architecture Committee since 2005 and has been a Director on the Executive Committee for two years.
In addition to the Board's election of Fletcher, NASCIO President Khanna appointed Michigan CIO, Ken Theis to fill the Director vacancy created on NASCIO's Executive Committee due to Fletcher's appointment.

CIO Transition
Dan Ross has resigned from his position as the CIO of Missouri effective December 31. Dan has been an active member with NASCIO since 2005, serving on several committees and working groups including time as a Director on the Executive Committee.

- Doug Robinson spoke to the Joint Committee on Technology at the West Virginia Legislative Briefing in Charleston, West Virginia on November 17.
- Gopal Khanna, NASCIO President and State of Minnesota CIO, and Doug Robinson attended the GAO Executive Committee on Information Management & Technology on November 19 in Washington, DC.
- Gopal Khanna spoke at the FedSources Executive Breakfast event on November 20, 2008 at the McLean Hilton in McLean, VA.
- Gopal Khanna and Doug Robinson represented NASCIO at the Harvard KSG Executive Session on Leadership through Collaboration in Cambridge, Massachusetts on November 20-21.
- NASCIO Issues Coordinator Stephanie Jamison attended the eHealth Initiative (eHI) Annual Conference held December 4-5 in Washington, DC. This event featured several keynote speakers such as former Governor Howard Dean, Dr. Robert Kolodner, National Coordinator of Health Information Technology and Mark McClellan, former Director of the Centers for Medicare and Medicaid Services, among many others. A panel of Congressional staff spoke on potential key legislative initiatives regarding health IT in the upcoming legislative session and several break-out sessions were held on topical areas such as securing health privacy, enabling health information exchange, organizational success stories and best practices.
Committee & Work Group Updates
- NASCIO's Enterprise Architecture and Governance Committee conducted two All States Calls this month. The State Fusion Centers - The Role of the State CIO recording can be downloaded at www.nascio.org/committees/ea/webinarArchive.cfm by state members only. The State IT Governance - Perspectives from Utah and Minnesota recording will be available soon.
- Dugan Petty, State of Oregon CIO, has been selected to serve as Co-chair of the newly chartered Enterprise Architecture and Governance Committee. He joins veteran co-chair Stephen Fletcher, State of Utah CIO.
- NASCIO has released a report on Legacy Systems and Modernization in the States, which is based on the results of the findings of NASCIO's 2008 Legacy Systems and Modernization Working Group's state-wide survey conducted in the summer of 2008. The report is available at www.nascio.org/publications.
- The Innovation and Best Practices State Forum conference calls will begin in January 2009. This forum will provide public sector members of NASCIO with monthly informational conference calls featuring guest speakers from the public and private sectors that discuss innovations and best practices in information technology that can be duplicated and scaled to benefit other state IT organizations. The calls will be open to all NASCIO state members and will not maintain an official roster of members. Watch your e-mails for dates, times and guest speaker announcements.
- The Legacy Systems & Modernization Working Group conference calls will begin in January 2009. This Working Group will address the many strategies, options, and approaches states are considering modernizing their IT legacy systems and legacy applications. The goal of this working group is to prepare and deliver products to assist state CIOs and lawmakers understand the challenges states are facing with the aging of their IT systems and provide solutions and strategies to assist states with the transition to a modernized enterprise atmosphere.
